If informed sources are to be believed, the US Government has also conducted
survey about Lok Sabha elections in India. It reportedly gives the Congress
party 52 seats and the BJP 172 seats. Altogether 2 lakh people were

Every Service has a right to grow
One of our esteemed reader advocated that Revenue Secretary must be
from the IRS on the ground that if the Post and Telegraph Service, Audit
and Accounts Service can have their own Secretary, why not the IRS?
The ground is not factually correct. In Postal Department, the Secretary
Post is occupied by Indian Postal Service, but in Telecom Department,
the Secretary happens to be from IAS and not from the Indian P&T
AFS. In my personal view, every Service has a right to grow and therefore,
the top most post of Secretary should be enriched by the concerned Service.

The controversy raised in your column about relative parity between
IAS an IRS and related issues are common in many other hierarchies and
in different dimension. At a time when administrative reforms are the
need of hour and the most potent alternative to the clean and just governance,
i believe the 7th pay commission has an important role to play to remove
the opaque vision for the benefit of the governance system rather than
perpetuating grounds for grievances. The financial benefits and entitlements
should not be hacked by artefacts. Seniority does not mean posts below
are inferior. Pay Commission is rightly placed to remove many anomalies
of entitlements.

Attention DG, CGHS
The empanelled hospitals under dental and eye care are charging general
tariff from CGHS beneficiaries even after production of valid CGHS card.
Their argument is that CGHS beneficiaries should have permission letter
or reference from CGHS/Govt. hospital for consultation or test. This
is arbitrary and against guidelines of empanelment to charge general
tariff from CGHS beneficiaries even after producing valid CGHS card.
Permission letter is needed for reimbursement or to avail cashless facilities.
As long as beneficiary hold valid CGHS card, he can avail the facility
after paying charges for consultation or test as per CGHS rates. After
all he is paying cash. General tariff is not applicable for CGHS beneficiary.
DG, CGHS may issue clarification/instruction in this regard to dental
and eye care empanelled hospitals to charge CGHS rates from CGHS beneficiaries
holding valid CGHS card for consultation and diagnostic tests. Empanelled
hospitals to cooperate with CGHS beneficiaries and should not be harassed
as long as they pay charges for utilizing hospital services as per CGHS
rates provided they have valid CGHS card.

Cashless facility not withdrawn
This is for the information of all the CGHS beneficiaries in general
and pensioners in particular that Staffcorner.com has posted on the
facebook a clarification from the government side according to which
the cashless facility has not been withdrawn and that efforts were agog
to clear the bills of pvt. hospitals in a weeks time. According to the
available information with the ministry pvt recognised hospitals were
mostly extending cashless facilities to the beneficiaries. The health
ministry called a fresh tender from the hospitals for the revision of
consultancy charges or so what so ever. Let us hope that all the issues
are resolved soon.

"Withdrawal of cashless facilities for CGHS beneficiaries?"
The officers of three All India Services namely IAS,IPS and IFoS, are
permitted to go abroad for medical treatment along with an attended
- all at public cost. Will they make advance payment for to-and-fro
passage and medical treatment for re-imbursement by CGHS ? Further,
if anything untoward happens to a CGHS pensioner before fund mobilisation,
the CGHS should be liable to pay compensation to the next of kin of
the deceased.

Is the Election Commission listening ?
The model code of conduct for elections to the 16th Lok Sabha have come
into force w.e.f. March 5, 2014. We have seen the outlandish behaviour
of AAP aka Kejriwal on the same day., both in Gujarat as well as elsewhere.
On 7th, AK aka AAP was provided a platform for making a blatantly shameless
election speech by the India Today Group via the India Today Conclave
Gp. He was even provided the services of a Chartered plane to reach
the venue! He has been sparing the AB Birla Gp. And never mentions them.
His attacks are directed against the rivals. One need not name them.
AB BIRLA is one of the sponsors of the conclave. Does one smell a rat
there? Why should a party be provided a platform to give election speeches
from a seemingly apolitical platform? When the election code is in force,
even religious and social functions are put under scanner against a
possible misuse. Yesterday's expenses incurred on the India Today conclave
should therefore be added to AAP aka AK's poll expenses.

Basis of fixing the relative seniority of the candidates
The appellant is working as Loco Pilot (Goods) and claimed that
the matter of his seniority has been pending since 2001 when he
was working as assistant loco pilot. He sought to know the status
of his seniority and demanded a copy of the seniority list so
that he knows where he stands in the relative seniority. The respondent
stated that the appellant knows what his seniority is and as far
as the seniority list is concerned, that has also been given on
17.7.2012. The respondent further explained that the appellant
is having a problem with the seniority which is in the nature
of grievance redressal and not a matter to be taken up under RTI
Act. The appellant argued that his seniority was fixed on adhoc
basis without consideration of the marks he secured in the training.
He had secured 83 marks in the training and that his seniority
is not reflecting the 83 marks. The CIC noted that there were
a number of candidates with 83 marks and the appellant wants to
know the relative seniority of all those candidates who secured
83 marks; and the basis of fixing the relative seniority of all
the candidates who secured equal marks. The CIC directed to provide
the information.
Comments
Fixing of seniority has to be done as per transparent norms. The
pubic authority should suo-motu provide such information to the
employees lest they are forced to approach the information commission
for their service related matters.
