AAP on verge of implosion !
Given the manner Aam Aadmi Party (AAP) has been behaving after making
an impressive entry in the country's democratic politics, no wonder
if it implodes any time. This has been the conclusion of the views expressed
by the surfers of the whispersinthecorridors.com who were asked - Will
the AAP get fractured by running very fast ?
The surfers were of the view that the party should have moved step by
step, set up an example of governance - devoid of corruption, spread
its wings across the states as and when the turn of
polls occurred in respective states - and then thought of contesting
Lok Sabha polls. This would have enabled the party to have its properly
organized organizational set up in all the states and provided it an
opportunity to showcase its own model of development & governance
before the electorate.
"It is not a question of speed that poses threat to AAP. It is
their excessive posturing on one issue ignoring others. Corruption is
no doubt a very important factor which has led to malfunctioning of
Governance in the country and this needs to be rooted out. But concentrating
all their energy on this issue and that too on taking on who they perceive
to be corrupt instead of rooting out the procedural flaws in the system
which let corrupt flourish is not going to improve Governance for which
they have been voted to power in the very first election they fought",
said Aarti Khosla.
"The debate is very apt. AAP is slowly taking the
shape of a political party. Once it spells out its economic & other
policies, some people are bound to be disappointed", another surfer
Deo Kumar Ghatak said.
Harish Kumar, yet another surfer also agreed that AAP
will get fractured soon as their (i) political journey has been more
than supersonic aircraft (ii) methodology of governance is wrong (iii)
promises made before poll should not have been short time bound (iv)
AAP does not have majority even in Delhi (v) The leader being part of
system earlier is behaving like civil servant rather than as a politician.
"In view of this despite honest and sincere intentions, it will
get fractured".
Another prominent and one of the most regular contributor
to our Forum column, AK Saxena said, "The AAP began its 1000 mile
journey only to get maimed and incapacitated at the first step. Judging
by its performance, rather lack of it, the party appears to be heading
for a downfall earlier than what the cynics had predicted. Its leadership
is loud-mouth, arrogant and impulsive with holier-than-thou mindset.
It is unable to control its wayward spokespersons. After falling out
with Anna, the fledgling party is waiting to meet its waterloo. It is
on verge of implosion". Agrees Ashok Jaidka too, "They are
fractured not because of speed but for not respecting the law of the
land".
Arvind Kejriwal has probably got good intentions but his
methods are questionable, says Arjun Mallik adding, "He is apt
to call every one opposing him names. He relapses into wild allegations
(without proof) against every body who is not from his party. He keeps
denigrating every institution. He has no respect for anybody. He is
a practitioner of the art of doublespeak. In a democratic polity, one
has to display restraint which he apparently does not possess (or maybe
he likes sensationalising which gives him media coverage). As Mahatma
Gandhi said, the ends do not justify the means".
Yet another surfer Hardip Singh Kingra opined, "Indian
electorate when votes any alternate party its case is similar to a cancer
patient who is referred to some different hospital. He gains hope of
recovery but with the passage of time the hope vanishes and the reality
takes over. AAP has been voted to power by Delhi electorate with same
hope! The only good thing is that the AAP leaders are sincere and truthful
and really want to help the common person with utmost sincerity.
AAP and its think tank must have done a lot of research
as people like Yogendra Yadav, Prashant Bhushan are great political
thinkers who know a lot about the system, but it is felt that AAP should
have been little more patient. People have given them good mandate,
which may be little short of majority but people know it very well that
AAP does not have a magic wand or a wonder drug like many sadhus claim
in India. I feel even if AAP goes slow but firmly people are still going
to support it because of its commitment, sincerity & truthfulness.
S Swarup, however, feels that in a short while only AAP
has proved that while they are good at street protests, they are unfit
to govern. They also have no vision for development of Delhi, leave
alone the country. Giving out doles to people, esp. their supporters
is the way of all politicians for building their vote banks and AAP
is following the same route. They are no different and are squandering
the honest tax payers money by following vote bank politics instead
of improving infrastructure, housing, transportation systems etc. Delhi
government would have been bankrupt due to their poor financial management.
But R K Jain says, "AAP has not appeared on stage
for taking political mileage for its popularity but rather challenging
the old system to behave properly and the same is also having effect".
And last but not the least, Sudhanshu Majupuria opines that the Aam
Admi Party is getting stronger day by day.

The UPA-led Government is understood to be avoiding top level postings,
which may spark off controversy during the model code of conduct imposed
for Lok Sabha elections. However, sources say that the Government has
rights to appoint the persons whose appointments are under process.

Paramjit Man is being appointed new Indian Ambassador to Slovak Republic.He
is 1987 batch IFS officer.
Ajay Bisaria to be Indian Ambassador to Poland
Ajay Bisaria is going to succeed Monika Mehta in Poland as Indian Ambassador.
Bisaria who is Joint Secretary (Eurasia) in the MEA is 1987 batch IFS

Dr C V Ananda Bose is new Chairman of CWRC
Dr C V Ananda Bose has been appointed as the new Chairman of Central
Railside Warehouse Company Ltd. The former 1977 batch IAS officer of
Kerala cadre is also the serving CMD of Central Warehousing Corporation
Ltd. He has been contributing as a Member of the Governing Council of
UN-Habitat recently. He was conferred with the ever first fellowship

DoPT is delaying the empanelment of 1994 batch IPS for IG in the Centre.
While the 1995 batch of the IAS and the IFS have both been empanelled
as JS, the 1994 batch of the IPS is still waiting. The IPS Association
has met Secretary DoPT and apprised him of the situation.
UIDAI to accomplish challenging task ahead?
Nandan Nilekani's long awaited resignation from UIDAI and joining of
congress has turned into a reality a head of Lok sabha Elections. Congress
has declared him as its candidate from Bangalore South Lok Sabha constituency.
It is being seen as a big setback to the Aadhar Project especially when
as many as three DDGs have made exit from UIDAI and several others are
expected in a row. Architects of the UIDAI, R S Sharma & Nandan
Nilekani, are no longer with UIDAI. Sharma, last year became the CS
of Jharkhand and Nilekani has turned into a politician now. G S Madan,
DG UIDAI, has to fulfil the gap, though a temporary one, In accomplishing
its mammoth task ahead.

One can continue in Delhi even after 7 years
In an amazing decision, ACC has apparently approved an extension of
deputation to a person who has already completed 7 years in central
deputation. This too in TDSAT where the Chairperson surrendered him
and the Department of Communication posted the person to Tripura as
sort of punishment. The decision of the ACC will have far reaching implication
for All India and other Central Services, since, citing this exception,
Delhi centric officers will lobby for 9 years deputation.

HAL's civil capabilities, airport services
at Hyderabad show (UPDATED)
HAL will be showcasing its civil aviation based activities at India
Aviation 2014, a premiere Civil Aviation exhibition to be held at Hyderabad
from March 12-16. "It will be a good platform for HAL to show-case
its achievements in Civil Aviation sector since nearly 50 companies
from all over the world, including the global giants are participating
in the exhibition along with scores of delegates", says Dr R K
Tyagi, Chairman, HAL. HAL will be displaying the models of Advance Light
Helicopter (ALH, VIP version), Multirole Transport Aircraft (MTA), Dornier
and Light Utility Helicopter (LUH). The focus is also on HAL Airports
at Bangalore and Nasik.HAL Bangalore airport works 24x7, has a runway
of 3.3 km in length and 61 m width (considered one of the widest in
India) capable of handling aircraft of Boeing 747 class. It has one
main taxiway and four link taxiways, two helipads, six aprons and around
35 bays. It also has special lounge and bay for VVIP movement. The new
airport terminal at HAL Ozar Airport (Nasik, 200 km from Mumbai) was
inaugurated recently. It has a runway with night landing facility and
has an apron for parking of six passenger aircraft. Given the congestion
at Mumbai Airport, HAL Ozar Airport would be an ideal Airport for cargo
operations and night parking as some aircraft have to go to Nagpur or
Ahmedabad just for parking. Aircraft fuel cost at Ozar is likely to
be less compared to Mumbai due to difference in taxation which would
be major advantage for any airlines. Nasik has many tourist places around
and the new airport will promote the tourism in the area.

SBI celebrates International Women's Day (UPDATED)
State Bank of India (SBI), as a public institution, has always endeavored
to fulfill its developmental role for every Indian and in sync with
the bank's philosophy, has recognized the role of women in nation building.
On the occasion of International Women's Day, State Bank of India conducted
various activities for an entire week. Starting from March 3, the range
of activities included a session with dermatologist, a session on 'gender
diversity at workplace', eye check up camp, bone density and dental
checkups. On March 8, as a part of the celebration, SBI has felicitated
Dr Rani Bang for her contribution in improving healthcare in the Tribal
areas of Gadchiroli. Dr RenuLuthra (Pro Vice Chancellor Galgotia University)
delivered a talk on work life balance for career women. A cultural programme
was also arranged by SBI staff members. Each of the Local Head Offices
of State Bank of India covering entire country honoured five eminent
women in their respective fields of excellence as a part of International
Women's Day Celebrations. Mrs Arundhati Bhattacharya, Chairman congratulated
all the women of India on International Women's Dayand said, "We
are conscious of our responsibilities of providing an enabling and safe
work environment for women. I sincerely hope India will march forward
even more vigorously by empowering our women." The Bank recently
opened simultaneously 27 'All Woman Branches' of the lender falling
in the Chandigarh circle (Jammu and Kashmir, Haryana, Himachal Pradesh
and Punjab). The Bank has initiated steps to ensure that at least one
'All Woman Branch' is established for each district in the Circle. As
an institution, SBI ensures equal opportunities are provided in appointments
and promotions to women. The bank inaugurated the all women staff branch
at Park Street Basundhara, 12B Park Street Kolkata to mark the occasion
of International Women's day today (08/03/2014). The branch was inaugurated

"Cashless facility restored under WIC Impact"
The media faithfully covered the withdrawal story after confirming refusals
by empanelled hospitals . This was not based on hearsay. I had addressed
my concerns to Health ministry . Why did that ministry keep mum for
so long ?.Was this to give shock therapy to senior citizens. The fact
of the matter is that action to restore the facility was initiated by
CGHS as a result of massive protests that had on the site : Whispersinthecorridors.com.
Till date, many hospitals are not honouring the MOUs signed with CGHS.Why
timely action was not taken to call fresh tenders from empanelled hospitals
for revision of "consultancy charges'. This was a major point of
dispute. Some ad hoc payments could have been released to hospitals
to avoid the situation from getting bad to worse. This speaks volume
about the inefficiency and incompetence of CGHS administration. Minister
of Health and DG CGHS ,have a lot to explain.

Election Commission
Election Commission should act hard and in very strict manner for any
violation of model code of conduct. Any relaxation in the initial stages
may be difficult to correct at later stage as every party will start
quoting the precedence. Please do not allow to loose the grip and act
as permitted by the act or guidelines. All non-sense being created by
some parties and are spoiling whole atmosphere of general election which
is not good for the country. If Election Commission has powers then
act according to rule if not then allow the things to happen as happening.
Whole world is watching India going to general election then seeing
the spoiled environment. Do remember a rotten apple can spoil whole
basket. take action as permitted as swiftly as as possible.

CGHS in a real mess
It is heartening to note that the Health Ministry is sorting out the
problems with empannelled hospitals who had threatened to withdraw the
cashless facility from 7th March. There is no counter-ad to inform that
this has not been done. While empanelled hospitals have a point they
have also not been honest in their dealings with CGHS beneficiaries.
If you go their OPD the consultant doctor will spend not more than 5
minutes with you while a fully paying patient gets not less than 15
to 20 minutes. Incidentally who says that the concessional fees 60 Rupees.
In Noida we have been paying ,as CGHS beneficiary , RS. 240 almost 60%
of their normal Consultation charges. I am talking of Kailash Hospital
Noida where we go for consultation being near to our place of residence.
Because of doctors not seeing you properly because of less payment one
has adopted the policy of paying full to get proper diagnosis and consultation
.It does pinch. The hospitals are also required to be doing their job
honestly towards CGHS beneficiaries while they deserve to be paid reasonable
rates and their bills to be settled without delay.

Attention DG, CGHS
The empanelled hospitals under dental and eye care are charging general
tariff from CGHS beneficiaries even after production of valid CGHS card.
Their argument is that CGHS beneficiaries should have permission letter
or reference from CGHS/Govt. hospital for consultation or test. This
is arbitrary and against guidelines of empanelment to charge general
tariff from CGHS beneficiaries even after producing valid CGHS card.
Permission letter is needed for reimbursement or to avail cashless facilities.
As long as beneficiary hold valid CGHS card, he can avail the facility
after paying charges for consultation or test as per CGHS rates. After
all he is paying cash. General tariff is not applicable for CGHS beneficiary.
DG, CGHS may issue clarification/instruction in this regard to dental
and eye care empanelled hospitals to charge CGHS rates from CGHS beneficiaries
holding valid CGHS card for consultation and diagnostic tests. Empanelled
hospitals to cooperate with CGHS beneficiaries and should not be harassed
as long as they pay charges for utilizing hospital services as per CGHS
rates provided they have valid CGHS card.

Treatment details of a deceased chronic psychiatric patient
An application was filed under the Right to Information Act on
seeking medical documents relating to the treatment done by Dr.
Sunil, of a patient namely Late Nani Gopal Biswas, from 1.1.1989
to 27.5.2010. The Public Information Officer (PIO) denied the
information under Section 8(1)(h) of the RTI Act claiming that
it is a medico-legal case. The appellant claimed that late Shri
Nani Gopal Biswas was her legally wedded husband and she needed
information in connection with a suit challenging the gift deed
executed by her late husband, who was a chronic psychiatric patient,
without the information or knowledge of the family members (legal
heirs). The Respondents submitted that they were not in a position
to accept a death certificate issued by a Tehsildar and such a
certificate ought to be issued by the Registrar of Births and
Deaths. The CIC directed the CPIO to provide the information sought
by the Appellant if she submits the death certificate of Shri
Nani Gopal Biswas, issued by the Registrar of Births and Deaths,
and documentary proof that the Appellant was his widow.
Comments
Section 8(1)(j) of the RTI Act cannot be invoked to deny information
regarding the treatment of a deceased person to his widow, and
disclosure of such information does not lead to unwarranted invasion
of the privacy of the individual.
