CM Ms Mamta Banerjee launches 24-hour ETV-Bangla news channel
After a dramatic success of Hindi & Urdu channels, now, ETV (part
of TV 18 operations) opens a new 24-hour regional channel as ETV-Bangla
in Kolkata. The channel, headed by ETV Poster Boy Jagdeesh Chandra,
was launched by the Chief Minister of West Bengal Ms Mamta Banerjee
on March 10 in colourful function at local Town Hall. The way the Chie
Minister publicly supported the channel by saying that ETV should become
an essential news channel in the state, it is being presumed in the
West Bengal media circles that even after being fair and independent
channel, it might provide some 'intelligent support' to the lady Chief
Minister. Interestingly, all the major regional television houses had
been at loggerheads with the firebrand Chief Minister, but now with
the arrival of the new ETV channel, this might change the prevailing
media equations in the a Mamta state. On the similar lines, now TV 18
is also going to launch one more 24-hours regional news channel i.e.
ETV Kannad at Bangalore on March 19. The Chief Minister of Karnataka
is also set to launch the channel.

Whisper regarding US Assessment about Lok Sabha polls in India planted
This is absurd in the extreme. The sample size has nothing to do with
the size of the electorate. It is the absolute size of the sample that
matters. For elections in the US, a sample size of maximum 2,000 is
considered more than sufficient. A larger one will hardly increase the
accuracy. No one with knowledge of Statistics is going to even think
of using a sample size of two hundred thousand. The 'whisper' about
"US Assessment about next Lok Sabha polls in India" is obviously
planted by some IAS officer who have no knowledge of Statistics and
think that the sample size should be percentage of the electorate.

Most of the appointment in PSU and Government prior to code of conduct
are in haste and to provide favour to some of the officials, therefore
all the appointment prior to one and two month of code of conduct should
be reviewed

Who says the cashless facility has been restored ?
It is reported in one newspaper today that notice has been sent to all
the empannelled hospitals to restore the same. They have yet to respond.
Their grouse is that bills amounting to over 200 crores are pending
with the Directorate of Health Services. Unless these are cleared they
may not agree to restoration. As for their other grouse of 'unreasonable'
rates fresh tenders have been invited. God knows when the same will
be decided. So let us get a clear picture of the status of cashless
facilities before celebrating.

CGHS in complete mess
I am in agreement that CGHS is in complete mess. The amount of money,
manpower and mis-management is of highest degree. I would suggest Government
must wind up DGHS/CGHS altogether, instead group insurance with cashless
facility be given to Government servants/pensioners. Doctors in the
CGHS can be utilised in hospitals who have acute shortage of manpower.
This would be economically far cheaper too.

Kejriwal ditched Anna !
Anna Hazare knew very well that in the present political and electoral
system money plays a dominant role. He wisely avoided joining politics
and started his crusade against corruption. He wanted to remain as a
pressure group. But the over ambitious Kejriwal, pretending to be his
disciple capitalised the goodwill created by him and ditched him to
form his own political party. He split the opposition votes and brought
back Congress through an alliance in Delhi (even now Congress is ruling
through the Governor). His party has no economic or foreign policy,
members singing in different tunes. Like the other discredited parties
like SP, RJD and Congress, he has now changed the goal post to 'secularism'.
The bunch of leaders appears to be anarchists with little respect for
established laws or for even for our constitution. He is trying to do
the same in the Lok Sabha elections also, ending up like .But he will
end up like Loksatta Party loosing 99% of the security deposits.

Exhibition organized by Ministry of Agriculture at Dilli Haat
I was so excited to see the exhibition that I went to Delhi Haat on
this Saturday. The exhibition was very poor in terms of no. of items
(very few), quality of items(nothing extraordinary). I remember as a
child I had attended an agricultural exhibition in small district of
Bihar, which was ten times better than this all India exhibition. It
is obvious that things have deteriorated a lot in last 25 years.
To add to the woes, the venue was teeming with flunkies of Agricultural
ministry who were shooing away genuine public saying come after one
hour as SECRETARY SAHIB is going to visit. there were more officials
of min of agri. than genuine exhibitors. I don't know when will they
stop this VIP culture. I am sure the secretary agriculture or minister
will not take any action against their incompetent officials

Treatment details of a deceased chronic psychiatric patient
An application was filed under the Right to Information Act on
seeking medical documents relating to the treatment done by Dr.
Sunil, of a patient namely Late Nani Gopal Biswas, from 1.1.1989
to 27.5.2010. The Public Information Officer (PIO) denied the
information under Section 8(1)(h) of the RTI Act claiming that
it is a medico-legal case. The appellant claimed that late Shri
Nani Gopal Biswas was her legally wedded husband and she needed
information in connection with a suit challenging the gift deed
executed by her late husband, who was a chronic psychiatric patient,
without the information or knowledge of the family members (legal
heirs). The Respondents submitted that they were not in a position
to accept a death certificate issued by a Tehsildar and such a
certificate ought to be issued by the Registrar of Births and
Deaths. The CIC directed the CPIO to provide the information sought
by the Appellant if she submits the death certificate of Shri
Nani Gopal Biswas, issued by the Registrar of Births and Deaths,
and documentary proof that the Appellant was his widow.
Comments
Section 8(1)(j) of the RTI Act cannot be invoked to deny information
regarding the treatment of a deceased person to his widow, and
disclosure of such information does not lead to unwarranted invasion
of the privacy of the individual.
