India Aviation-2014: CEOs for indigenisation,
single certifying agency for civil/military flying (UPDATED)
The CEOs forum at the ongoing India Aviation show at Hyderabad (March
12-16), has largely felt that the Indian aviation industry would be
better off with single certifying agency authorised to issue civil and
military flying rights simultaneously for any aircraft produced in the
country. The participation of high profile CEOs from Indian industry
chaired by Secretary, Civil Aviation, Ashok Lavasa, had free-wheeling
discussion on several contentious as well as on-going business challenges.
Dr R K Tyagi, Chairman, HAL said single certifying agency would be in
the national interest as it would mean huge savings in terms of costs
and time. "It is absolutely must to give fillip to our own products
both in civilian and military segments and reduce dependency on foreign
products", he added. The theme of the forum was 'Development of
Sustainable Air Connectivity". Dr Tyagi and others also focused
on the critical issue of some Indian products getting approval from
relevant certifying agencies in Europe and USA. "For example, our
products such as Dhruv helicopter (civil and military variants) has
proved its metal in the most challenging situation why shouldn't it
fly in America or anywhere else?", he asked insisting that quick
procedural solutions must be found at various levels to pave way for
Indian products to fly abroad. "We need to create right technological
eco-system", he added. The forum also hailed the recent IOC of
LCA (Tejas) and opined that with multiple Indian agencies involved,
LCA is the best example of what the Indian industry could achieve on
the indigenisation front. In this context offset opportunities should
be encouraged at various stages, some CEOs felt. Another significant
aspect that emerged at the Hyderabad Show was the captains of American
industry discussing their willingness to collaborate on India's Regional
Transport Aircraft (RTA) initiative. India is keen to develop 70-100
seater passenger aircraft with joint efforts of HAL and NAL through
JV/Special Purpose Vehicle (SPV). The initial funding of Rs. 20 crores
will be borne by the JV partners. HAL Board has already given approval
for the JV/SPV with the hope that Indian skies will see its own regional
transport aircraft in future.

State Bank of India has in a bid to encourage the growth of e-Commerce,
launched its own online aggregator service - SBIePay - a payment intermediary
which will have electronic connectivity with various Banks, financial
institutions and merchants, thus facilitating e-Commerce/ m-Commerce
transactions between merchants, customers and various financial institutions
for all kinds of payments. The launching was done at the hands of State
Bank of India Chairman Mrs. Arundhati Bhattacharya at the bank's Corporate
Centre in Mumbai on Thursday. The domain has been registered ashttps://sbiepay.com.
State Bank of India, the first Bank in India to start its own such service,
has claimed that it will go a long way in providing payment facilities
to a large number of customers performing online transactions. SBIePay
is also in the process rolling out Electronic Bill Presentment and Payment
platform (EBPP) and IVRS for making payment over phones.

Kejriwal's criticism not worth
By criticizing Kejriwal, one of the contributors to these columns has
projected himself as in the category of those persons in the country,
who want that the things should move in the country the way it is and
that corruption should grow day by day. You may have become schizophrenic
in your old age. You have no business to criticize Shri Kejriwal as
'split personality'. What was your educational qualification? Shri Arivind
Kejriwal is an alumini of IIT, Kharagpur. He has Sun and Mercury/Buddh
in 10th house of his kundli relating to career. He was destined to gain
fame and high position in life viz. first an IRS Official, Magassay
Award Winner, Chief Minister etc. Agreed that there is Constitution
and that there are procedures, which need to be followed. Tell me if
(i) the Parliamentarians are not performing their jobs, (ii) the Ministers/Bureaucrats
act as hurdle in procedures, (iii) there is no grievance redress system,
there is all around corruption & total disregard for laws; then
what one should do. Just go to the streets and die. Mr.Kejriwal is fighting
for the cause of the sufferers of the country. His method may not be
correct but we cannot doubt his intentions. Let there be crisis for
sometime. Crisis automatically restores order one day. You get house
furniture repaired after small small interval of times. One day you
decide to through out all the furniture and purchase a new one. This
is the way the nature functions. You seem to be a messiah of the page
three people of the country. Please try to look at the country from
a different perspective.

Unfit for Governance
Though Forum is meant for what affects bureaucracy, the political halla-gulla
is very much a concern for civil servants. They cannot remain isolated
from what is happening on the political front. The three main parties-Congress,
BJP and AAP, the new infant on block, are very much on public and bureaucratic
radar. Have you noticed Arvind Kejriwal shifting his primary focus from
'bhrashtachar' to Modi-bashing. After his two-day hop to Some areas
of Gujrat he railed against Modi's' Failure' on so many fronts in India
Today enclave on 8th March to the great glee of Congress. He is indirectly
helping Congress by cutting into votes of BJP. Rahul Gandhi had picked
up Kejriwal's language to criticise Modi in Gujrat the other day. Why
does Kejriwal not speak with the same vehemence about UPA scams? Why
does Congress not criticise him as much as they do Modi and BJP.ASpolitical
analyst i can surmise it is because both of them are nourishing a fond
hope that maybe there can be a partnership between them to form the
next Government. You never know who will marry whom after the results
of elections are out. They are all self-centered power-hungry mob with
no principles or ideology. AAP had given us great hope but alas! They
are turning out to be unfit for Governance.

per plate. The aam aadmi will have to compulsorily pick up the bill

them. Boston Tea Party in India or perhaps for India. They have all
the aam aadmi data under the aadhar category. Target one leader, none

Treatment details of a deceased chronic psychiatric patient
An application was filed under the Right to Information Act on
seeking medical documents relating to the treatment done by Dr.
Sunil, of a patient namely Late Nani Gopal Biswas, from 1.1.1989
to 27.5.2010. The Public Information Officer (PIO) denied the
information under Section 8(1)(h) of the RTI Act claiming that
it is a medico-legal case. The appellant claimed that late Shri
Nani Gopal Biswas was her legally wedded husband and she needed
information in connection with a suit challenging the gift deed
executed by her late husband, who was a chronic psychiatric patient,
without the information or knowledge of the family members (legal
heirs). The Respondents submitted that they were not in a position
to accept a death certificate issued by a Tehsildar and such a
certificate ought to be issued by the Registrar of Births and
Deaths. The CIC directed the CPIO to provide the information sought
by the Appellant if she submits the death certificate of Shri
Nani Gopal Biswas, issued by the Registrar of Births and Deaths,
and documentary proof that the Appellant was his widow.
Comments
Section 8(1)(j) of the RTI Act cannot be invoked to deny information
regarding the treatment of a deceased person to his widow, and
disclosure of such information does not lead to unwarranted invasion
of the privacy of the individual.
