Global crude oil price of Indian basket declines

The international crude oil price of Indian Basket as computed/published

Petroleum and Natural Gas has gone down to US$ 105.04 per barrel (bbl)
on March 13, 2014. This was marginally lower than the price of US$ 105.05
per bbl on previous trading day of March 12, 2014.

ONGC acquires 5% equity shares of Indian Oil
Corporation Ltd
Pursuant to the decision of the Government of India to divest 10% of
the equity share capital of Indian Oil Corporation Ltd from the shareholding
of the President of India to ONGC and OIL, the matter was deliberated
by the Board of Directors of ONGC. Accordingly, in terms of approval
of the Government of India and the Board of Directors of the ONGC, 5%
equity shares of Indian Oil Corporation Limited amounting to 12,13,97,624
equity shares of Rs. 10 each fully paid up have been acquired in an
off-market deal by Oil And Natural Gas Corporation Limited @ 220/- per
share. The consideration amount of Rs. 2670,74,77,280/- has been paid
to the Government of India today. Necessary disclosures in this regard
have been submitted to Stock Exchanges etc.
BHEL ED SR Prasad appointed Chairman of BHEL
EML
The Executive Director of Bhopal unit of BHEL, Shashi Ranjan Prasad,
has been appointed Director BHEL Electrical Machines Ltd., Kasaragod
- a Central Public Sector Enterprise (CPSE) and a subsidiary of Bharat
Heavy Electricals Ltd., the industrial Maharatna of India. Known as
BHEL EML, it was incorporated in 2011, by acquiring the Kasaragod Unit
of the state-owned Kerala Electrical and Allied Engineering Company
Ltd. (KEL), one of the State PSU, as a Joint Venture with Govt. of Kerala.
BHEL EML manufacture Electrical Machineries, catering to segments of
Railways, Defense, Alternate/Non-Conventional/Renewable Energy, etc.

Political Interference- Reality or Perception
There is resentment against political interference in governance, but
the fact is that the Political Executive enjoys the power/authority
under the law. It is "colourable use" of that power/authority
which qualifies to be called corruption. Eradication of corruption is
a facile argument for catching votes only. People have carved out excellent
careers out of anti-corruption, but only the public servants alone know
what a difficult job it is to persist with honest dealings, as per the
written law of the land, and what it costs to deliver honest public
service. Will an anti-corruption crusader alone, all by himself, be
able to eradicate corruption, which operates invisibly? Many civil servants
and public spirited citizens have jumped in to electoral fray under
the impression that politicians enjoy power. How many MPs/MLAs can even
ask a question on the floor of the house as they would confidently ask
under the RTI? Will their party or bosses allow them any freedom of
free operation. How many times have they enjoyed the privilege of casting
"conscience vote" in the past 67 years? Today the former Telecom
Minister, A. Raja, has revealed that he got an unsigned note with a
covering letter from the PM on allocation of 2G spectrum to consult
him before taking a decision. Earlier the former Home secretary had
complained of getting chits of name of the police officer for transfer.
I had seen several such notes received by the top which were signed
by the competent authority given directly to lower levels for implementation.
The (im)moral of the story is that neither the administrative head nor
the executive head is powerful enough to take decision and still it
is not political interference because the proxy works as the legitimate
authority with the stamp of the authorized person. As it is generally
the exercise of the "delegated authority", the higher authority
can always take direct decisions ! Only the President of India exercises
his authority under his own hand and seal !

CGHS be disbanded right now
If readers remember exactly these words and sentiments I'd expressed
few months ago. That CGHS must be disbanded right now without even wasting
a minute. No new doctors be recruited. Present infrastructure be dedicated
towards serving general public. Doctors who become surplus should go
central and States' government hospitals. So called beneficiaries of
CGHS and more so the poor pensioners be assigned to hospitals of their
choice for A to Z medical services , procedures without even once being
to referred to Govt. I am sure such an arrangement is possible. And
I'm also sure the expenditure overall will be much less than maintaining
this white elephant kind of monster called CGHS. Hope some one is listening

Problems of political parties in reckoning
Problem with AAP is its vaulting ambition. It lacks substance and appears
hungry for power for which it takes recourse to posturing in everything.The
problem with the Congress is its corruption and contempt for the public.Its
other problem is that exists only for the dynasty.The problem with the
BJP is that it is more capitalist than the capitalists and forgets the
common man when it attains power. It also has a dubious record of jingoism.

CGHS facility - a white elephant
It is high time this is disbanded. There are so many procedural requirements,
shoddy services provided in dispensaries, that three fourths of the
time one spends on medical care from ones pocket. What great facility
am I getting from the Government? Is anyone listening?

Treatment details of a deceased chronic psychiatric patient
An application was filed under the Right to Information Act on
seeking medical documents relating to the treatment done by Dr.
Sunil, of a patient namely Late Nani Gopal Biswas, from 1.1.1989
to 27.5.2010. The Public Information Officer (PIO) denied the
information under Section 8(1)(h) of the RTI Act claiming that
it is a medico-legal case. The appellant claimed that late Shri
Nani Gopal Biswas was her legally wedded husband and she needed
information in connection with a suit challenging the gift deed
executed by her late husband, who was a chronic psychiatric patient,
without the information or knowledge of the family members (legal
heirs). The Respondents submitted that they were not in a position
to accept a death certificate issued by a Tehsildar and such a
certificate ought to be issued by the Registrar of Births and
Deaths. The CIC directed the CPIO to provide the information sought
by the Appellant if she submits the death certificate of Shri
Nani Gopal Biswas, issued by the Registrar of Births and Deaths,
and documentary proof that the Appellant was his widow.
Comments
Section 8(1)(j) of the RTI Act cannot be invoked to deny information
regarding the treatment of a deceased person to his widow, and
disclosure of such information does not lead to unwarranted invasion
of the privacy of the individual.
