Who will be Cabinet Secretary in coming years ?
In our bid to keep our surfers/readers/visitors abreast with what is happening in the world of bureaucracy, we now start search for the next Cabinet Secretary who in any case will be decided by June 13 this year as the incumbent Ajit Kumar Seth is due to retire on that date.

Seth, 1974 batch IAS officer of Uttar Pradesh cadre, had joined as cabinet secretary on June 14, 2011, for a fixed two- year tenure. The government, however, keeping continuity of the country's topmost bureaucratic post till the next general election in mind, extended his term by one-year and the 30th cabinet secretary of India is now in the seat till June 13, 2014.

While the government level decision will come under the new regime that would be assuming power after the impending general elections, guessing game in this regards has already started with everybody agreeing that the next man on the top post would be from among 1976 batch of IAS to 1980 batch.

We are, however, starting a series to have an insight on who would be the lucky officers who would reach the top post in next couple of years.

Let's have a look around the same.

Kaun Banega Cabinet Secretary (1)
Sumit Bose -touch and go

In case present Cabinet Secretary Ajit Seth becomes the Lok Pal or gets any other important assignment by March end, Secretary Finance Sumit Bose has a fair chance to become the Cabinet Secretary for next two years. He is a 1976 batch Madhya Pradesh cadre IAS officer. Bose commands tremendous goodwill in the bureaucracy. Will this happen ?

Coveted post of Secretary, DoPT may fall vacant much in advance?

Whispers in the corridors of power have it that Shyamal Kumar Sarkar, the incumbent Secretary of DoPT, may set the position vacant much in advance of his superannuation. The 1979 batch IAS officer of West Bengal cadre is scheduled to retire on July 30, 2014.

JS empanelment of 1996 batch IAS in advance stage ?

In the aftermath of JS empanelment of 1995 batch IAS officers, now it is the turn for 1996 batch IAS officers. Interestingly, empanelment of 1996 batch has already crossed two procedural stages of CVC clearance and expert committee meeting.

Priveleged communities enjoy immunity


It appears that certain people belonging to the 'priveleged communities' enjoy immunity from any penal action. Government, it appears, is scared to touch them The moot case is that of Mrs. Devyani Khobragade .Why is the Government not enquiring into US allegations against this lady. Indo-US relations should not be held to ransom on account of this erring officer. She and her former IAS father are alleged to have properties in several parts of the country, even in the scam ridden Adarsh Housing Society. People like this, corner all the benefits given to downtrodden castes, enjoy it for generations and use it to fatten themselves.

DG,CGHS!!!

Mess in CGHS

It is again to be brought to attention of DG, CGHS that private empanelled hospital for dental and eye care are charging general tariff from CGHS beneficiaries even after producing valid CGHS card. Permission letter is only required for re-reimbursement or for cashless treatment. When beneficiary is paying charges for consultation or diagnostic tests, the charges should be levied as per CGHS rates not normal rates. This was required to be clarified by CGHS but it is not done. Take a specific case of Centre for Sight at Safdarjung Enclave, they charge normal consultation fee and normal charge for tests even from CGHS beneficiaries. They do not value CGHS cards without permission letter. Another mess is being created by issuing a letter dated 12.3.2014 regarding renewal of plastic card, it is stated that The plastic cards already issued with a printed validity of five years to pensioner beneficiaries, who had paid CGHS contributions for 'Rest of Life' CGHS facilities, would be taken as valid for use for 'Rest of Life'. It is clarified that private empanelled hospitals are treating the card as invalid after validity date. They are correct in their wisdom as date of validity is printed on the card. Why CGHS is failing to renew the cards when it is submitted for renewal two or three months in advance. CGHS is not able to do this much work. Disgusting the working of CGHS. There are excuses only no sincere work. They will keep telling tender has been floated, agency is being finalised and so on. See how Aadhaar card has been issued to 58 crores of people where as CGHS pensioners are about 20 lakhs. Pensioners get worst affected due to such impractical decisions. Make sure cards for pensioners are issue in time for life-time validity so they do not suffer due to the validity of cards.

Where proxy works as legitimate authority !

I fully agree that neither the administrative head nor the executive head is powerful enough to take decision and still it is not political interference because the proxy works as the legitimate authority with the stamp of the authorized person. As it is generally the exercise of the "delegated authority", the higher authority can always take direct decisions ! Only the President of India exercises his authority under his own hand and seal ! This scene is due to the fact that whole system of GOI is based on divided responsibility and no accountability at any level, if transparency has to be introduced, fix the responsibility at each level, accountability and delivery/performance at each level too, failing which the system will keep on suffering.

Running a confectionary factory in a residential area

An application was filed seeking information about the status of a complaint regarding M/s Shyam Lal company which is running a confectionary manufacturing factory in the residential area without any permission. The respondent gave a written submission outlining the action taken and produced a copy of the restrainment order issued to Shri Shyam Lal which says that M/s. Shyam Lal was running an illegal factory of confectionery items in a residential area without obtaining any sanction/ permission from the competent authority and directing the said factory to obey all rules regarding the pollution smoke etc. and give compliance to that effect. The Central Information Commission (CIC) directed the PIO to supply the copy of papers produced before the CIC to the appellant

Though the RTI Act is essentially about obtaining information, it can be used in an intelligent manner to force the public authority to take an action.
