Who will be Cabinet Secretary in coming years
?
In our bid to keep our surfers/readers/visitors abreast with what is
happening in the world of bureaucracy, we now start search for the next
Cabinet Secretary who in any case will be decided by June 13 this year
as the incumbent Ajit Kumar Seth is due to retire on that date.
Seth, 1974 batch IAS officer of Uttar Pradesh cadre, had joined as
cabinet secretary on June 14, 2011, for a fixed two- year tenure. The
government, however, keeping continuity of the country's topmost bureaucratic
post till the next general election in mind, extended his term by one-year
and the 30th cabinet secretary of India is now in the seat till June
13, 2014.
While the government level decision will come under the new regime
that would be assuming power after the impending general elections,
guessing game in this regards has already started with everybody agreeing
that the next man on the top post would be from among 1976 batch of
IAS to 1980 batch.
We are, however, starting a series to have an insight on who would be
the lucky officers who would reach the top post in next couple of years.
Let's have a look around he same.
Kaun Banega Cabinet Secretary (2) Sutanu
Behuria -seniority
When the present Cabinet Secretary Ajit Seth retires in June and the
new Government comes to power Sutanu Behuria will be senior most serving
IAS officer in the country. The 1976 batch IAS officer of Himachal Pradesh
cadre Behuria is scheduled to retire on August 1. Will the present Secretary
Heavy industries Behuria be acceptable to the new Government ? Only
time will show.
Will Shyamal K Sarkar find way to CIC as Member
?
If some top level sources are to be believed Secretary DoPT, Shyamal
Kumar Sarkar, is being tipped for Member, Central Information Commission
(CIC). The 1979 batch IAS officer of West Bengal cadre is scheduled
to retire on July 30, 2014. If everything goes well the coveted position
would fall vacant soon.
Will JS empanelment of 1996 batch IAS take
place before new Govt ?
If some well placed sources are to be believed procedures of JS empanelment
of 1996 batch IAS officers may be concluded before the formation of
new government at the centre. It may be noted that two important procedural
stages, CVC clearance and expert committee meeting, have already taken
place and secondly it doesn't have any implication of code of conduct.
Hemant Contractor to be new Chairman of PFRDA
Name of Hemant Contractor has been cleared for the post of Chairman
Pension Fund Regulatory & Development Authority (PFRDA). He is presently
MD of the State Bank of India.
Arun Kumar is new JS in Civil Aviation
Arun Kumar has been appointed new Joint Secretary in Civil Aviation.
He is a 1989 batch IAS officer of Haryana cadre.
Harpreet Singh selected as MD, CWC
Harpreet Singh, Director (P&S), CONCOR, has been selected for the
post of Managing Director, Central Warehousing Corporation (CWC) at
a Public Enterprises Selection Board (PESB) meeting held on March 18,
2014. As many as 12 persons were interviewed for the same.
Delhi CCIT to join Settlement Commission in

CCIT I in Delhi M K Mirani is expected to join the Settlement Commission
in Mumbai. He is 1977 batch IRS (IT) officer.

Deadlock over search of successor to Bharali,
Director (HR & BD), OIL ?
Amid a fine track record of succession plan for PSUs, the search and
selection for the successor of N K Bharali seems to have entered into
a rough weather zone. Against PESB's meeting on February 28, the Ministry
of Petroleum & Natural Gas has sought relaxation in experience in
the case of internal candidates and government officers which does not
find sync with the laid down rules. Sources indicate that the ministry
has requested PESB not to circulate the vacancy for the post of Director
(HR & BD) OIL until ACC's decision in this regard whereas as per
ACC guidelines a post should be circulated a year before the vacancy
takes place. OIL faces deadlock over its Directorial position.

?
The panel for the long awaited slot of Director (Highways) with Ministry
of Road Transport & Highways (MoRTH) has reportedly been scrapped.
The crucially important post has been lying vacant since December last
year when Puneet Kumar, a1993 batch Kerala cadre IAS officer, was appointed
as Secretary General of the Apparel Export Promotion Council (AEPC).

Highways ?
The panel for the slot of Director (Highways) with Ministry of Road
Transport & Highways got scrapped recently. As against previous
plan the Ministry now want only an IAS officer for the slot which has

SAIL Chairman reviews progress of Modex projects
(UPDATED)
SAIL Chairman C.S. Verma reviewed the modernization and expansion work
at SAIL's Bhilai Steel Plant (BSP) - the Maharatna company's flagship
unit that would enhance the Plant's production levels of Hot Metal to
7.5 million tonnes per annum (MTPA) from the current level of around
5 MTPA with an investment of over Rs17,265crore. This is part of the
total outlay of Rs 72,000 crore for expansion of SAIL's hot metal capacity
from 14.23 MTPA to 23.46 MTPA. The new modernised facilities coming
up at SAIL-Bhilai include a new blast furnace, sinter machine, a coke
oven battery, steel melting shop, universal rail mill and a bar and
rod mill. These new facilities will not only increase the production
capacity but would also improve product quality, introduce new products,
reduce cost of production and make the plant more environmental friendly.
During the visit, Vermaaccompanied by SS Mohanty, Director (Technical)
and TS Suresh, Director (Projects & Business Planning), witnessed
the successful hot trials of the new state of the art sinter making
facility.

Retirement age be decided on qualification basis
Government has increased retirement age for scientist and college faculty
to 62 and 65 years. Most of these are post graduates and doctorates.
High qualification is their distinguishing feature. Retirement age should
be decided based on qualification and not posting. An MBA, M. Tech or
M.Sc. as college faculty or in a research organization has a retirement
age of 65 or 62, whereas even a Doctorate in Engineering, Management,
Science or Arts in other departments retire at 60. The government should
quickly implement 'One Qualification, One Retirement Age' to be fair
to well qualified people. As it is related with encouraging higher education
and research, it will not come under poll code. It can be implemented
immediately. Post graduates and Doctorates need to be given higher retirement
age by 1 to 5 years, depending on discipline of study. This should be
implemented in PSUs also.

After the elections, it will be end of Nehru Dynasty. Congress party
can only be revived by a young leader who is not connected with Nehru
family. Perhaps Kejriwal may fill the vacuum!

A difference
There is a difference when children accompany parents to such events
others take children to similar events. I can recollect that my brother
took me at the age of 5 to meet Mrs. Indira Gandhi who was visiting
Kerala ( in 1967) I did enjoy the tour, though he had to carry me on
his shoulder to have a glimpse of the car she was travelling and I recollect
that event till today. I was on road at the age of 13, during emergency,
our school protested and was lathy charged. This all motivated me, later
in my future life, to be active in student politics, people movements
as well as a sensitive individual. Accompanying parents to such event
shall not be considered "by force". Kerala is more politically
sensitized because there is an opportunity to talk about politics beyond
elections. This is the need of the time, where younger generation can
imbibe political theories younger days. Later in my life when I became
active in developmental sector, when my child was 5 years, he used to
accompany me to visit various villages, seminars and workshops, not
only in India but also abroad. I feel, today he has become sensitive
individual.

It is true
It is true that Pvt. empanelled hospitals would not accept the plastic
CGHS cards after expiry of the printed date. It would be a great help
to the pensioners if CGHS opens a separate counter to receive the applications
and issues fresh cards for rest of life within a week so that pensioners
do not face any problem. In fact who was in the chair who bought such
a rubbish idea of issuing plastic cards for five years only. Why should
CGHS authorities force pensioners to run from one post to another even
after five years of retirement. cant they realise that this would be
another tortures burden on them. What went wrong with the brains of
even IAS officers of to-day. Pity on them.

Why raise a hue and cry ?
Why is it that people raise a hue and cry when marginalized sections
own properties. The entire country is being looted by the business class
& communities but that doesn't arouse people's ire. The moment an
obc/sc/st has a few properties eyebrows are raised where as others are
amassing crores and crores. what hypocrisy.

It is a shame
Nandan Nilkeni was presented as a most valued personality for creating
Aadhar Card. But in reality the said project has failed in totality,
especially in West Bengal, where most of the people were called for
creating Aadhar Card. But while checking in website of the status most
of the people get "there is an error in your data please get enrolled
in the nearest enrolment centre". Nilkeni who was given the charge
of the said project has suddenly abandoned the same and jumped into
the political bandwagon, which is not expected from a person like him.
It is a shame not only for him but also for the Infosys from where he
came to take over the charge of UIADI

Running a confectionary factory in a residential area
An application was filed seeking information about the status
of a complaint regarding M/s Shyam Lal company which is running
a confectionary manufacturing factory in the residential area
without any permission. The respondent gave a written submission
outlining the action taken and produced a copy of the restrainment
order issued to Shri Shyam Lal which says that M/s. Shyam Lal
was running an illegal factory of confectionery items in a residential
area without obtaining any sanction/ permission from the competent
authority and directing the said factory to obey all rules regarding
the pollution smoke etc. and give compliance to that effect. The
Central Information Commission (CIC) directed the PIO to supply
the copy of papers produced before the CIC to the appellant
Comments
Though the RTI Act is essentially about obtaining information,
it can be used in an intelligent manner to force the public authority
to take an action.
