ETV launches one more 24-hour regional new channel in Karnataka

After a recent March 10 launching of ETV, Bangla, under the banner of TV18, by the Chief Minister Ms Mamata Banerjee, ETV, headed by Jagdish Chandra, now launched one more 24-hour regional news channel in Karnataka as ETV, Kannad on March 19, 2014. In a glamorous and impressive Marriot hotel show, the channel was launched by the Chief MInister of Karnataka, Siddaramaiah. The function was presided over by the Union Minorities Minister, K Rahman Khan. Union Petroleum Minister Dr Veerappa Moily was also present in the function as a geust of honour. In his introductory speech, the channel Head, Chandra claimed that ETV, Kannad happens to be the only regional which is deploying its news informers/stringers in every MLA constituency in 224 Assembly segments. He further claimed that the channel will prove to be a voice of the people in Karnataka and will follow an absolutely free, fair and independent editorial policy. TV 18's nominee Ms Kshipra Jatana was also there on the dais. A 13-year-old Karantaka ETV channel i.e., ETV, Kannad now will be converted into a 100% entertainment channel and the news part will be taken care by this new 24-hour ETV, Kannad news channel. The arrival of this new channel has created a flutter in the regional media market at Bangalore. According to sources, ETV is now gearing up to launch its third 24-hour news channel (in a row) at Chandigarh as ETV, Haryana-Himachal before April 30, 2014.

Who will be the next Cabinet Secretary ?
In our bid to keep our surfers/readers/visitors abreast with what is happening in the world of bureaucracy, we now start search for the next Cabinet Secretary who in any case will be decided by June 13 this year as the incumbent Ajit Kumar Seth is due to retire on that date.

Seth, 1974 batch IAS officer of Uttar Pradesh cadre, had joined as cabinet secretary on June 14, 2011, for a fixed two- year tenure. The government, however, keeping continuity of the country's topmost bureaucratic post till the next general election in mind, extended his term by one-year and the 30th cabinet secretary of India is now in the seat tillJune 13, 2014.

While the government level decision will come under the new regime that would be assuming power after the impending general elections, guessing game in this regards has already started with everybody agreeing that the next man on the top post would be from among 1976 batch of IAS to 1980 batch. We are, however, starting a series to have an insight on who would be the lucky officers who would reach the top post in next couple of years.

Kaun Banega Cabinet Secretary (4) Naved Masood


As far as seniority is concerned, Naved Masood is next to Alok Rawat in 1977 batch IAS. In case UPA Government or the Third Front comes to power Manipur-Tripura cadre IAS officer Naved Masood has fair chance to become the Cabinet Secretary.He will retire on March 1, 2015.

Will Mor succeed Chakrabarty as Dy Governor RBI ?
Nachiket Mor is likely to succeed Dr KC Chakrabarty as a Deputy Governor of the Reserve Bank of India (RBI). He is currently a director of the central board of the RBI.

As many as eight vacancies at Joint Secretary level are due to arise in various Ministries of Government of India the month of April 2014.

There is no reluctance of TN CM to relieve Ms Archana Ramasundaram

Ms Archana Ramasundaram is yet to join CBI as ADG as she is waiting to be relieved by Tamil Nadu government. Informed sources however, said that there is no such reluctance. Tamil Nadu CM is busy in Lok Sabha election campaign. Further, Archana Ramasundaram's name was offered for Central Deputation in Oct 2013, after getting the approval of Tamil Nadu CM. In fact, BK PRasad (IAS, TN, 1983), currently Transport Secretary in TN Govt, was posted as AS in MHA on 5th Feb 2014, two days before Archana's ACC order . He is also yet to be relieved. It took five months in the case of VK Subburaj, (IAS, TN, 1980), currently Seceretary to Govt of India, AIDS Control Dept in the Health Ministry. So such delays are routine in many State Govts due to purely administrative reasons.

Rajiv Gupta, DDG, Department of Telecommunications, has been selected for the post of Director (Projects), Telecommunications Consultants India Limited (TCIL) at a Public Enterprises Selection Board (PESB) held on March 20, 2014. As many as 12 persons were interviewed for the same.

RBI Deputy Governor KC Chakrabarty resigns

KC Chakrabarty, Deputy Governor, Reserve Bank of India, has quit three months ahead of completion of his term. Chakrabarty was appointed as Deputy Governor in June 2009 for a period of three years. In 2012, he got an extension of two years. Prior to his appointment as Deputy Governor, Chakrabarty was the Chairman and Managing Director of Punjab National Bank.

CWC signs MoU with Department of Food & Public Distribution for 2014-15
Central Warehousing Corporation (CWC), a Schedule 'A' Mini Ratna Category-I CPSE signed the Memorandum of Understanding (MOU) with the Department of Food & Public Distribution, Ministry of Consumer Affairs, Food & Public Distribution setting out various physical and financial targets for 2014-15. The MoU was signed with Sudhir Kumar, Secretary, Department of Food & Public Distribution by B B Pattanaik, Managing Director, CWC on March 20, 2014 in the presence of P K Jha, AS&FA, and other senior officials of the Ministry and CWC. Under the MOU for 2014-15, CWC has targeted to achieve Gross Sale (Operational Income) of Rs.1510 crore as against Rs.1420 crore fixed for 2013-14. Other important commitments under the MOU are: to create 2.00 lakh MT additional warehousing capacity; to invest Rs.40.00 crore in creation of warehousing infrastructure in DCP States; to train 6000 farmers on scientific storage of foodgrains at farm level; to develop a Green Warehouse Complex of 10,000 MT by February 2015. CWC has been a consistently profit making and dividend paying CPSE and undertaking all its expansion plans out of its own internally generated resources without any budgetary support from the Government. Since 2010-11 CWC is consistently rated as "Excellent" under MoU parameters.

DDMB holds first meeting; focuses on research challenges in defence sector
The first meeting of newly constituted Design & Development Management Board (DDMB) by the Government to strengthen design and development in aerospace and promote self-reliance in the critical areas of India's defence preparedness was held here today at HAL Corporate Office. The Board comprises key members of India's premier defence organizations involved in research, production and manufacturing activities. "We need to have clear road map to take on the challenges in defence sector as issues concerned range from basic and applied research, involvement of academia, production, spotting and retaining talent", said Chairman of DDMB, Dr R K Tyagi who is also Chairman of HAL. Dr K Tamilmani, DG (Aeronautics), Dr C P Ramanarayanan, Director, GTRE, Dr Ajit Kalghatgi , Director (R&D, BEL), Dr Shyam Shetty, Director, NAL, P Srikumar, Director, ADE and T. Suvarna Raju, Director, Design and Development of HAL (who is Member Secretary of the Board) were present on the occasion. The meeting brain-stormed on how to build a strong foundation for R&D by synergizing the core competency of all the organizations involved, creating conducive environment for research and support business academia collaboration. The meeting also felt that all the concerned organizations must share the lessons learnt from the past programs and make combined efforts to ensure success of future programs with thrust on indigenization. Acquiring of modern technology and measures to be taken to retain quality manpower were also discussed. The forum would act as a platform for stimulating initiatives and suggest policy interventions for bringing inclusive growth. The DDMB members will deliberate at length most of these issues in their future meetings and the recommendations will be communicated to the stakeholders.

Is CIC becoming permanent parking lot for IAS ?

It seems central information commission turning out to be permanent parking lot for IAS officers retiring from post of Secretary DOP&T. I want to know are they still calling for names and publishing it in newspapers? Why people from different walks of life, academics, journalists, scientists of eminence not being chosen. Why this great institution is being made ineffective, weak, slothful and filled up with only spent forces? why young, energetic persons in their 40s and 50s not selected. at least younger persons will work to full capacity and huge pending Appeals can be wiped out. I hope Government does not convert Lokpal also like a retirement home for babus who have been rendered unemployable.

Mismanagement of CGHS working

A press release was given on March 7, 2014 by Ministry of H&FW that cashless treatment is continuing for CGHS beneficiaries in private empanelled hospitals but it was not so and in result Ministry has withdrawn 7-8 hospitals from the empanelment. This clearly shows the mismanagement of CGHS working and giving wrong and misleading Press Release. CGHS treatment in empanelled hospitals is becoming more troublesome and difficult. Present DG, CGHS is not able to handle the problems being faced by CGHS beneficiaries. When he tries to attend one problem another problem crops up due to his inefficiency in handling the problem. Now instead of increasing number of empanelled hospitals, the number is decreasing. As alleged by empanelled hospitals neither Govt.is paying their due amount nor revising the rates. Govt. is working like Planning Commission and makes programme for five years to do a job. Even plastic cards to pensioners have not been issued for life time validity who have applied for renewal two months before the expiry of validity. Govt.should act hard and try to resolve the problems as early as possible. Minister of H&FW is now busy in election and has no time to resolve these problems and also not interested as he is not sure to be Health Minister in next Government. May good sense prevail to these people to attend the problems of CGHS beneficiaries. Govt. can spend 1000 crores in subsidies but not making due payment to hospitals for which services have been used. Govt. is still busy in calling the tenders and finding the excuses without any fruitful result.

Running a confectionary factory in a residential area

An application was filed seeking information about the status of a complaint regarding M/s Shyam Lal company which is running a confectionary manufacturing factory in the residential area without any permission. The respondent gave a written submission outlining the action taken and produced a copy of the restrainment order issued to Shri Shyam Lal which says that M/s. Shyam Lal was running an illegal factory of confectionery items in a residential area without obtaining any sanction/ permission from the competent authority and directing the said factory to obey all rules regarding the pollution smoke etc. and give compliance to that effect. The Central Information Commission (CIC) directed the PIO to supply the copy of papers produced before the CIC to the appellant

Though the RTI Act is essentially about obtaining information, it can be used in an intelligent manner to force the public authority to take an action.
