TN CM not reluctant to relieve Ms Ramasundaram
Ms Archana Ramasundaram is yet to join CBI as ADG as she is waiting to be relieved by Tamil Nadu Government. Informed sources however, said that there is no such reluctance. Tamil Nadu CM is busy in Lok Sabha election campaign. Further, Archana Ramasundaram's name was offered for central deputation in Oct 2013, after getting the approval of Tamil Nadu CM. In fact, BK PRasad (IAS, TN, 1983), currently Transport Secretary in TN Govt, was posted as Additional Secretary in MHA on Feb 5, 2014, two days before Archana's ACC order . He is also yet to be relieved. It took five months in the case of VK Subburaj, (IAS, TN, 1980), currently Secretary to Government of India, AIDS Control Dept in the Health Ministry. So such delays are routine in many State Governments due to purely administrative reasons.

Ms Anuradha Thakur is all set to complete her tenure as adviser to the ED, World Bank on Monday, March 24. The 1994 batch IAS officer of Himachal Pradesh is reportedly repatriating to Himachal Pradesh as she has completed five years of service on central deputation.

Reserve Bank of India is presently functioning with 3 Deputy Governors, as against the sanctioned strength of four. With the exit of KC Chakrabarti, the situation will become more complex. The present Cabinet Secretary is known ,apart from his competence & integrity, for his ability in decision making .In the interest of the economic well being of the country it is earnestly hoped that immediate orders will be issued, filling the existing vacancy of Dy Governor- RBI, thereby saving the image of the government, accused of indecision.

" Senior citizens' disenchantment with CGHS is complete"


The Times of India (March 20) reported "temporary" withdrawal of empanelment of 5 hospitals by the CGHS in whole country. This is a farce as a large number of empanelled hospitals in Delhi alone are refusing cashless treatment to CGHS beneficiaries causing incalculable harm and confusion to senior citizens. DG, CGHS has much to explain. The following points deserve to be clarified : (a)How many hospitals across the country (based on complaints received ) are refusing cashless facility; (b) Does withdrawal of empanelment of 5 hospitals for six months ,conform to penalty prescribed for violation of contractual obligations; (c) Why was provision not made in current year's budget for clearing pending bills despite forewarnings by empanelled hospitals?(d)Why was timely action not taken by CGHS administrator for inviting bids for revised package rates? (e)The builders are allotted land at throwaway prices for constructing hospitals ( as against, market rates) provided they earmark a specific % of beds for BPL categories besides giving them free treatment. The licence of not a single hospital has ever been cancelled despite rampant non-compliance of this condition ? There is no regulatory mechanism for conducting surprise checks. (f)How do PSU executives continue to receive cashless treatment from hospitals which ignore CGHS beneficiaries ? We feel discriminated against. (g)Have complaints been received by union health ministry that bills are not cleared without 'commissions'?

Running a confectionary factory in a residential area

An application was filed seeking information about the status of a complaint regarding M/s Shyam Lal company which is running a confectionary manufacturing factory in the residential area without any permission. The respondent gave a written submission outlining the action taken and produced a copy of the restrainment order issued to Shri Shyam Lal which says that M/s. Shyam Lal was running an illegal factory of confectionery items in a residential area without obtaining any sanction/ permission from the competent authority and directing the said factory to obey all rules regarding the pollution smoke etc. and give compliance to that effect. The Central Information Commission (CIC) directed the PIO to supply the copy of papers produced before the CIC to the appellant

Comments

Though the RTI Act is essentially about obtaining information, it can be used in an intelligent manner to force the public authority to take an action.
