Gen Dahiya writes to PM
Lt Gen S S Dahiya has written a letter to the Prime minister as former
Minister-in-Charge of NTRO with regard to a very insensitive comment
that has been attributed to him by the National Security Adviser ( SS
Menon) on the issue of re-employment of service officers post-retirement
in the NTRO, and the acronym that he has indicated to have been used
by him for NTRO which actually stands for National Technical Research
Organisation (India's premier TECHINT agency) instead as NTRO to mean
an organisation of "Naturally Tired and Retired Officers".

Who will be the next Cabinet Secretary ? (5)
In our bid to keep our surfers/readers/visitors abreast with what is
happening in the world of bureaucracy, we now start search for the next
Cabinet Secretary who in any case will be decided by June 13 this year
as the incumbent Ajit Kumar Seth is due to retire on that date.
Seth, 1974 batch IAS officer of Uttar Pradesh cadre, had joined as cabinet
secretary on June 14, 2011, for a fixed two- year tenure. The government,
however, keeping continuity of the country's topmost bureaucratic post
till the next general election in mind, extended his term by one-year
and the 30th cabinet secretary of India is now in the seat tillJune
13, 2014.
While the government level decision will come under the new regime that
would be assuming power after the impending general elections, guessing
game in this regards has already started with everybody agreeing that
the next man on the top post would be from among 1976 batch of IAS to
1980 batch. We are, however, starting a series to have an insight on
who would be the lucky officers who would reach the top post in next
couple of years.
Let's have a look around the same.
Kaun Banega Cabinet Secretary (5) P K Sinha
P K Sinha is also in the reckoning for the post of Cabinet Secretary.
Presently Secretary Power Sinha is 1977 batch IAS officer of Uttar Pradesh
cadre and this cadre had always a privilege in the past to adorn the
top post in the bureaucracy.Sinha retires on August 1, 2015.
Rajiv Takru appointed as new Secretary, Revenue (UPDATED)
Rajiv Takru has been appointed as Secretary, Revenue in Government of
India. He is a 1979 batch IAS officer of Gujarat cadre.

G S Sandhu to be new Secretary, Financial Services (UPDATED)
G S Sandhu will succeed Rajiv Takru as Secretary, Financial Services
in Government of India. He is a 1980 batch IAS officer of Rajasthan

Arijit Banerjee gets premature repatriation
Arijit Banerjee, Secretary, National Jute Board (NJB), Kolkata, has
been accorded a premature repatriation to his parent cadre. He is a
1991 batch IFS officer of Rajasthan cadre.
G S Hosur denied inter-cadre deputation to Karnataka
The Appointments Committee of Cabinet (ACC) has declined the proposal
of G S Hosur for an inter cadre deputation from Himachal Pradesh to
Karnataka for a period of five years. He is a 1996 batch IFS officer
of Himachal Pradesh cadre.
Post of AS - Legal Affairs vacant since June
2013
The post of Additional Secretary, Dept of Legal Affairs has been lying
vacant after the superannuation of M K Sharma in June 2013. The appointment
for the slot is expected soon.
Sirpurkar is new Secretary Law in M P
C V Sirpurkar Director JOTRI in Jabalpur has been appointed new Secretary
Law in the Madhya Pradesh Government.

Lokesh Dut Jha is set to repatriate to his parent cadre J&K after
completing the extended central deputation tenure on March 31. The 1986
batch IAS officer of J&K cadre has been serving as JS (Policy &
Planning) MHA.
Muktesh Chander poised to be Spl CP
As the grapevine has it, Muktesh Chander is all set to be promoted to
the rank of Special Commissioner of Police. The 1988 batch IPS officer
of AGMUT cadre is presently serving in Delhi Police as Joint CP, Vigilence.
Three Director level joining in PSUs in May
2014
At least three officials are expected to join at Director level in various
Public Sector Undertakings (PSUs) on May 1, 2014. While two of them
will join two different Shipping Corporations, the remaining one will
join a PSU related to Steel.

A V M, N B Singh, presently in Ministry of Defence, is expected to take

Oil markets registered higher in Feb
The OPEC reference basket edged up 70¢ to settle slightly above
$105/b in February, as cold weather, supply disruptions and geopolitical
factors helped to push oil markets higher. The Nymex WTI front-month
gained a hefty $5.82 to average $100.68/b and ICE Brent futures rose
$1.72 to $108.84/b. The Brent-WTI spread narrowed sharply to $8.15/b.

May God help Pensioners under CGHS
Can someone help Pensioners CGHS beneficiaries from following miseries:
1. Restoration of cashless treatment in the empanelled hospitals.
2. Increasing number of empanelled hospitals instead of decreasing
3. Direct OPD consultation in CGHS empanelled hospitals without reference
from dispensaries/Govt. hospitals.
4. Charging of CGHS rates by empanelled hospitals from CGHS beneficiaries
on production of valid CGHS cards. There should not general charges
for CGHS beneficiaries.
5. Directing dental and eye care empanelled hospitals to charge CGHS
rates from beneficiaries even in absence of permission letter. Centre
for Sight is still charging general tariff from CGHS beneficiaries.
6. CAG action why plastic cards for pensioners were issued for five
years even after paying the charges for life time validity. Who is going
to bear additional expenditure for making the cards for life time validity?
Strict action after fixing responsibility for this extra government
expenditure.
7. issue of plastic cards to pensioners for life time validity within
30 days of renewal application.
8. To make Health &FW Minister sensitive to the issue.

Running a confectionary factory in a residential area
An application was filed seeking information about the status
of a complaint regarding M/s Shyam Lal company which is running
a confectionary manufacturing factory in the residential area
without any permission. The respondent gave a written submission
outlining the action taken and produced a copy of the restrainment
order issued to Shri Shyam Lal which says that M/s. Shyam Lal
was running an illegal factory of confectionery items in a residential
area without obtaining any sanction/ permission from the competent
authority and directing the said factory to obey all rules regarding
the pollution smoke etc. and give compliance to that effect. The
Central Information Commission (CIC) directed the PIO to supply
the copy of papers produced before the CIC to the appellant
Comments
Though the RTI Act is essentially about obtaining information,
it can be used in an intelligent manner to force the public authority
to take an action.
