Who will be the next Cabinet Secretary ?
In our bid to keep our surfers/readers/visitors abreast with what is happening in the world of bureaucracy, we now start search for the next Cabinet Secretary who in any case will be decided by June 13 this year as the incumbent Ajit Kumar Seth is due to retire on that date.

Seth, 1974 batch IAS officer of Uttar Pradesh cadre, had joined as cabinet secretary on June 14, 2011, for a fixed two- year tenure. The government, however, keeping continuity of the country's topmost bureaucratic post till the next general election in mind, extended his term by one-year and the 30th cabinet secretary of India is now in the seat till June 13, 2014.

While the government level decision will come under the new regime that would be assuming power after the impending general elections, guessing game in this regards has already started with everybody agreeing that the next man on the top post would be from among 1976 batch of IAS to 1980 batch.

We are, however, starting a series to have an insight on who would be the lucky officers who would reach the top post in next couple of years.

Let's have a look around he same.

Kaun Banega Cabinet Secretary (6) Sangita Gairola

In case the next Government decides to appoint any woman IAS officer as Cabinet Secretary then Rajasthan cadre 1977 batch IAS officer Sangita Gairola stands a chance to become Cabinet Secretary. She is scheduled to retire on November 1 this year.

Rajiv Takru appointed as new Secretary, Revenue

NBCC signs MoU with MoUD (UPDATED)

The MoU for 2014-15 sets out certain performance targets for the Company based on financial parameters, dynamic parameters, sector specific and enterprise specific parameters. While sales have been targeted at Rs 3800 Crore, New Order during the year is aimed at Rs. 4500 Crore; Gross Operating Margin Rate for the Company has been set at 9.83%.

IAS officers in Health & family welfare should rise to occasion

Max Hospital Saket, New Delhi has refused to give cashless facility to the pensioners including heart and other serious problems. Media reports on behalf of the government are all false. Fact of the matter is that pensioners would suffer great miseries if they are caught by a health problem which is beyond anybody's control. Lot of IAS officers are dying at an early age, least to having completing full service and turning pensioners. Recent deaths have been reported of DM Hardoi and an IAS officer of Tamil Nadu cadre at the age of 52.It is high time that IAS officers managing health and family welfare rise to the occasion so that CGHS beneficiaries get the full facility and pensioners get the cashless facility as they do not have an office and supporting staff to complete the formalities of claiming the bill. They can ill afford to wait for months together to wait for reimbursement of the bill. Besides health is also not on their side to run around.

Cancel licence of 'rogue' hospital


I fully support the view expressed in the whispers. In addition, it would be appreciated if the stringent provisions such as cancellation of licence of hospital that is found involved in over billing/charging more money. On the other hand, the bills of CGHS beneficiaries are cleared expeditiously within the prescribed time. But, in no case, the CGHS beneficiaries be punished for none of their fault.

Is information about dependency of a government employee personal?

The appellant wanted to know whether a particular government employee has shown her parents to be dependent on her and what benefits she has availed for her parents. He further asked whether the government employee was on leave on a particular date and if so, whether she was on out station leave and the station to which she had gone. The information was denied as being personal information which is exempt from disclosure under section 8(1)(j) of the RTI Act. The Central Information Commission (CIC) held that information about dependency is not personal. The CIC observed that leave information cannot be termed as personal information and directed to provide the same. Further, the CIC held that whether she was on out station leave on the date and the name of the station is personal information and need not be disclosed.

Comments

On the basis of information about dependency, an employee claims certain benefits like LTC, and medical benefits. Therefore, information about dependency which has been made by a government employee to obtain benefits is not a personal information. Whether a government employee is on leave is not personal information, but the name of the station where the employee went on a holiday is personal.
