World economy remains 2.9% and 3.5% respectively
World economic growth for 2013 and 2014 remains at 2.9% and 3.5%, respectively.
The 2014 forecast for the OECD is unchanged at 2.0%, compared to 1.3%
in 2013. In contrast, China's growth for 2014 has been revised down
slightly to 7.6%, just below estimated 2013 growth of 7.7%. India's
forecast remains at 5.6% for 2014 and 4.7% for 2013. The ongoing trend
of accelerating economic growth in the OECD amid a slowdown in emerging
economies has been confirmed by the latest data.

Who will be the next Cabinet Secretary ?
In our bid to keep our surfers/readers/visitors abreast with what is
happening in the world of bureaucracy, we now start search for the next
Cabinet Secretary who in any case will be decided by June 13 this year
as the incumbent Ajit Kumar Seth is due to retire on that date.
Seth, 1974 batch IAS officer of Uttar Pradesh cadre, had joined as
cabinet secretary on June 14, 2011, for a fixed two- year tenure. The
government, however, keeping continuity of the country's topmost bureaucratic
post till the next general election in mind, extended his term by one-year
and the 30th cabinet secretary of India is now in the seat till June
13, 2014.
While the government level decision will come under the new regime
that would be assuming power after the impending general elections,
guessing game in this regards has already started with everybody agreeing
that the next man on the top post would be from among 1976 batch of
IAS to 1980 batch.
We are, however, starting a series to have an insight on who would
be the lucky officers who would reach the top post in next couple of
years.
Let's have a look around the same.
Kaun Banega Cabinet Secretary (7) Ashok Thakur
Secretary, HRD, Ashok Thakur belongs to the 1977 batch IAS of the Himachal
Pradesh cadre. He is also said to be in the reckoning for the post.
He is scheduled to retire on October 1.
25 IAS officers retiring in March
As many as 25 IAS officers are retiring in March, 2014. They are M Samuel,
T Satyanarayana Rao and Mohammed Ali Rafat of Andhra Pradesh cadre;
Dr Durgesh Chandra Mishra of Chhattisgarh cadre; Dr D H Brahmbhatt of
Gujarat cadre; Raj Rup Fuliya of Haryana cadre; Azad Ahmad Lone and
B A Runiyal of Jammu and Kashmir cadre; M B Dyaberi of Karnataka cadre;
V N Jithendran of Kerala cadre; Sumit Bose, Ravindra Kumar Pastor and

Arvind Mayaram to be Secretary Finance
Secretary, DEA, Arvind Mayaram , will succeed Sumit Bose on April 1
as Secretary, Finance in the Government of India. He is a 1978 batch
IAS officer of Rajasthan cadre.
Ashwani Kumar to be CMD of BoB ?
In all probability CMD of the Dena Bank Ashwani Kumar will move as CMD
of the Bank of Baroda (BoB) . Present CMD of the BoB S S Mundra is likely
to be appointed Deputy Governor of the RBI.
Gandhi to be Dy Governor of RBI
Name of the R Gandhi for the post of Deputy Governor of RBI has now
reached to the ACC. He is currently ED in the RBI.
Neeraj Mandloi joins GoI
Neeraj Mandloi has joined the Government of India as Joint Secretary
and National Mission Director for Jawaharlal Nehru Urban Mission (JNURM)
in the Ministry of Urban Development. He is a 1993 batch IAS officer
of Madhya Pradesh cadre.
K K Parida selected as Director (Fin), MCL
K K Parida, GM, SECL/CIL, has been selected for the post of Director
(Finance), Mahanadi Coalfields Limited (MCL) at a Public Enterprises
Selection Board (PESB) meeting held on March 25, 2014. As many as 14
persons were interviewed for the same.
16 candidates are short-listed for selection
interview for CMD, CCIL?
Sixteen candidates have been shortlisted for selection interview for
CMD, Corporation of India Limited. As per the guidelines for processing
the cases of board level appointments in CPSEs, duly issued by the EO,
DOPT, the maximum number of shortlisted candidates would not exceed
from 15.
Manoj Mishra & S C Agrawal in the fray
of CMD, CCIL
It is reliably learnt that out of sixteen shortlisted candidates, two
have brighter prospects in the fray of CMD, Cement Corporation of India
Limited. Mishra & Agrawal are serving CCIL as Director (HR) &
Director (Finance).
The post of DG, CSIR lying vacant since December
2013
The coveted slot of DG, CSIR, has been lying vacant since December 31,
2013 after the extended tenure of Samir K Brahmachari concluded. Presently,
Dr T Ramasami has been taking care of the responsibilities of CSIR as
additional charge. One may take it as the irony of Govt of India where
Secretary level posts of several resourceful & enfluencial departments
are filled in haste whereas wings like CSIR has been keenly waiting
for its new DG.
A K Ambasht is new CVO ONGC (UPDATED)
Akhilesh Kumar Ambasht has been appointed as Chief Vigilance Officer
in the Oil and Natural Gas authority of India (ONGC), New Delhi. He
is 1987 batch IFS officer of UT cadre.
Tenure of K V Eapen as Sr Adviser to ED, IMF extended
The tenure of K V Eapen as Senior Adviser to the Executive Director,
International Monetary Fund (IMF) has been extended upto April 30, 2014.
He is a 1984 batch IAS officer of Assam-Meghalaya cadre.
Sumit Mishra moves to Ahmedabad
Sumit Mishra who is CVO of Goa Port Trust is moving to Ahmedabad to
join Rail Tel Corporation of India. He is a 1997 batch ITS officer.
Mandal is new CVO GRSE Kolkata
Gautam Mandal has been appointed CVO of the Garden Reach Shipbuilders
and Engineers (GRSE) Kolkata. He is a 1990 batch IRS (IT) officer.
Gupta set to repatriate to J&K after March 31
Rakesh Kumar Gupta is all set to repatriate to J&K after completing
the central deputation tenure on March 31. The 1986 batch IAS officer
of Jammu &Kashmir cadre has been serving as Additional Secretary,
UPSC, Department of Personnel & Training.
Tenure of R K Upadhyay, CMD, BSNL ending in
June
The tenure of Rakesh Kumar Upadhyay, Chairman & Managing Director,
Bharat Sanchar Nigam Limited (BSNL) is coming to an end on June 30,
2014. Anupam Shrivastava, Director (CM), BSNL, is expected to succeed
him in July, 2014.
Post of AS, Dept of Legislative Affairs is vacant since Aug 2013
The slot of Additional Secretary, Dept of Legislative Affairs has been
lying vacant after N L Meena had got berth with Law Commission as Member
Secretary in August 2013.
Orders of M K Singh as CMD, BRCIL yet to come
Orders of M K Singh, Director (PM), BRCIL, for the post of CMD, Bridge
& Roof Company Limited (BRCIL) are yet to be issued by the Government
of India. However, he is holding an additional charge of CMD, BRCIL.
Will officers outside PMO & Fin Min get the opportunity with World
Bank?
With the fast approaching time of appointment of Advisor to ED, World
Bank vice DPS Sandhu many applicants have been apprehensive over their
turn to be in Washington. Their apprehensions are backed by the fact
that for years none of the officers outside PMO and Finance Ministry
got selected for the slot. All the four advisers to ED, IMF previously
served either with PMO or with the ministry of finance they are; Anuradha
Thakur, Manoj Pant, DPS Sandhu, LK Atheeq. Indu Shekhar Chaturvedi,
recently appointed as the Senior Adviser to ED, IMF had been with PMO.
Odisha Govt to create one more post of ACS
As the grapevine has it Odisha Govt is going to create an additional
slot of Additional Chief Secretary (ACS). Presently as many as six posts
of ACS are there in the state govt.
Shil Asheesh is Sr DFM, Samastipur, ECR
Shil Asheesh is now Senior Divisional Finance Manager, Samastipur Division
in East Central Railway. The 2008 batch IRAS officer takes over the
charge from Rohit Parmar who would now serve as Deputy Finance Adviser,
Constructions Division in Patna, ECR.
J M Sharma to be appointed as Patna HC Judge?
Whispers in the corridors of power have it that J M Sharmais poised
to make it as Patna High Court Judge. Presently he is serving as District
& Sessions Judge, Saran, Bihar.
Interview for selection of CMD of CCIL on March 27
PESB is all set to interact with the shortlisted candidates for the
post CMD, Cement Corporation of India Ltd on March 27. R P Tak, the
incumbent CMD, is scheduled to superannuate on September 30, 2014.

Alok Sharma joins as Air Officer Commanding of Air Force Station
Air Commodore Alok Sharma, Vayu Sena Medal, has taken over as Air Officer
Commanding of Air Force Station, Nagpur. He was commissioned as flying
pilot on June 13, 1987 and has more than 9400 hrs of flying experience.
He has flown many transport aircrafts like Dornier, AN-32 and also VVIP
aircraft Embraer-135.
Dinesh Singh Bist appointed MD of NMDFC
Dinesh Singh Bist has been appointed as Managing Director, National
Minorities Development & Finance Corporation (NMDFC) under the Ministry
of Minority Affairs on deputation basis for a period of five years.

CRWC signs MoU with CWC for 2014-15 and pays
dividend
The Central Railside Warehouse Company Ltd (CRWC), a wholly owned subsidiary
of the Central Warehousing Corporation (CWC), signed the Memorandum
of Understanding (MoU) with the CWC setting out various physical and
financial targets for 2014-15. MoU was signed by Vinod Asthana, Managing
Director, CRWC with B B Pattanaik, Managing Director, CWC on March 24,
2014 in the presence of Dr C V Ananda Bose, Chairman of the CWC and
CRWC, other Functional Directors of CWC and senior Executives of CRWC
and CWC. As per the MOU, CRWC has committed to achieve sales turnover
of Rs.115 crore, handle 1.42 lakh wagons, construct additional 22,000
MT storage capacity and commission a cold storage unit during 2014-15.
MD, CRWC also presented a cheque of Rs.6.08 crore to the Managing Director,
CWC towards interim dividend for 2013-14 @ 15% of the paid up equity.
NBCFDC signs MoU with Ministry of Social Justice
National Backward Classes Finance and Development Corporation (NBCFDC)
a Public Sector Undertaking signed Memorandum of Understanding (MoU)
with the Ministry of Social Justice and Empowerment on March 25, 2014,
setting out various target for the year 2014-15. The MoU was signed
by Sudhir Bhargava, IAS , Secretary Ministry of SJ&E and A A Naqvi,
Managing Director, NBCFDC in presence of Ms Ghazala Meenai, Joint Secretary
, Ministry of SJ&E and other officers. The Secretary SJ&E also
review the targets of the Corporation. NBCFDC is achieving Excellent
MoU rating since 2000-2001 continuously by Department of Public Enterprises
GoI and achieved status of TOP, PSE among MOU signing PSE,s five times.

Election Commission
Election Commission is not able to show its strictness about the model
code of conduct. still parties are busy using foul languages against
each other. even some 20-30 people assemble and trespass the private
properties in the name of demonstrations which is not good for democracy.FIRs
have been lodged but without any action. Let the election be held in
calm and quiet, peaceful and civilized manner to show the respect to
democracy. EC told for the incident happened to be in Delhi that strict
action will be taken but when? Whatever power is with EC, use them without
fear like Mr. TN Seshan, ex. CEC. EC is constitutional body. Govt. is
not immediate boss. The organization may work for Govt. or for country.
It is better to work for the country which will be remembered by the
coming generation.

WIC observing abstinence?
India is witness to climate change ever since the ECI announced the
general election. While every channel is afflicted by the language pollution,
the WIC surprisingly has been observing total abstinence! But not much
is going to be news worthy on the transfer/postings side and vigilance
is just out of question. So what is the WIC in for?

Is information about dependency of a government employee personal?
The appellant wanted to know whether a particular government employee
has shown her parents to be dependent on her and what benefits
she has availed for her parents. He further asked whether the
government employee was on leave on a particular date and if so,
whether she was on out station leave and the station to which
she had gone. The information was denied as being personal information
which is exempt from disclosure under section 8(1)(j) of the RTI
Act. The Central Information Commission (CIC) held that information
about dependency is not personal. The CIC observed that leave
information cannot be termed as personal information and directed
to provide the same. Further, the CIC held that whether she was
on out station leave on the date and the name of the station is
personal information and need not be disclosed.
Comments
On the basis of information about dependency, an employee claims
certain benefits like LTC, and medical benefits. Therefore, information
about dependency which has been made by a government employee
to obtain benefits is not a personal information. Whether a government
employee is on leave is not personal information, but the name
of the station where the employee went on a holiday is personal.
