World oil demand rising by 1.14mb/d
World oil demand growth for 2013 was revised up by 70 tb/d to stand
at 1.05 mb/d. Upward revisions were seen in OECD Americas and Europe,
reflecting stronger-than expected seasonal demand for 4Q13. Africa was
also higher due to baseline effects. For 2014, global oil demand is
seen rising by 1.14 mb/d, following an upward revision of 50 tb/d.
Orders to promote IRS-IT officers to Apex
Scale in GoI issued
The orders for the promotion of 20 Principal Chief Commissioners of
Income Tax to Apex Scale in the Government of India have been issued.
The development is seen as one of the biggest achievement of IRS cadre
in terms of prospects and positioning in Govt of India. The tentative
names expected on the list are; A K Mirani, U K Shukla, Pomela Bali
Prasad, T K Shah, R K Rai (all from 1977 batch) whereas expected names
from 1978 batch are G N Pandey, N C Joshi, PC Srivastava, S K Ray, Poonam
Dutt, D K Das Sharma, S K Srivastava, Kiran Oberon Vasudev, K satyanarayana,
Atulesh Jindal, T Jena, Swatantara Kumar, R K Gupta, Dhirendra Khare,

Who will be next Cabinet Secretary ?
In our bid to keep our surfers/readers/visitors abreast with what is
happening in the world of bureaucracy, we now start search for the next
Cabinet Secretary who in any case will be decided by June 13 this year
as the incumbent Ajit Kumar Seth is due to retire on that date.
Seth, 1974 batch IAS officer of Uttar Pradesh cadre, had joined as
cabinet secretary on June 14, 2011, for a fixed two- year tenure. The
government, however, keeping continuity of the country's topmost bureaucratic
post till the next general election in mind, extended his term by one-year
and the 30th cabinet secretary of India is now in the seat till June
13, 2014.
While the government level decision will come under the new regime
that would be assuming power after the impending general elections,
guessing game in this regards has already started with everybody agreeing
that the next man on the top post would be from among 1976 batch of
IAS to 1980 batch.
We are, however, starting a series to have an insight on who would
be the lucky officers who would reach the top post in next couple of
years.
Let's have a look around the same.
Kaun Banega Cabinet Secretary (8) Vishwapati Trivedi
With wide experience in the Indian Bureaucracy Vishwapati Trivedi
has also a chance to become the Cabinet Secretary. The 1977 batch IAS
officer of Madhya Pradesh cadre Trivedi is scheduled to retire on December
1, 2014

MoU signed between HUDCO, MoHUPA
The Memorandum of Understanding for the year 2014-15 was signed between
Housing and Urban Development Corporation Limited (HUDCO) and Ministry
of Housing & Urban Poverty Alleviation (MoHUPA) with Mrs Anita Agnihotri,
Secretary (MoHUPA) and N L Manjoka, Officiating Chairman and Managing
Director (HUDCO) on March 25, 2014 in the presence of K B S Sidhu, Joint
Secretary (Housing), Ministry of HUPA and AK Kaushik, Director (Finance),
HUDCO. The MoU for 2014-15 envisages a significant growth in the operations
of HUDCO in the housing and urban development sectors with proposed
sanctions of Rs.16100 crore and disbursements of Rs. 7300 crore during
the year with exclusive focus on social housing and core infrastructure.
As per the MoU, MoHUPA would facilitate HUDCO to achieve its projected
growth by supporting the Corporation to increase its credit worthiness
and enable it to achieve its social objectives by providing the necessary
policy support. The Ministry would also support HUDCO in mobilizing
resources at lower costs. HUDCO has been rated as 'Excellent' during
the last two years.
Commercial Operation (COD) of Unit 6 at NTPC
Rihand & Unit 12 at Vindhyachal (UPDATED)
Dr. Arup Roy Choudhury, CMD NTPC, has declared the Commercial Operation
of Unit 6 of NTPC Rihand Project and Unit 12 of Vindhyachal at the respective
sites on March 27, 2014. The total installed capacity of Rihand is 3000
MW project and Vindhyachal 4760 MW at present. Dr Pradeep Kumar, Jt.

As many as six officers belonging to Indian Police Service (IPS) have

Requisite qualities ?
Sir, you have presented seven names till date. I am sure more names
will come. But what are the qualities one looks for in an officer for
this post.

No politician wants a Seshan !
Why Election Commission is not able to enforce discipline is because
the members are selected for their ineptitude in their past assignments.
No politician wants a Seshan. One will understand it if he looks into
the departments they worked before becoming EC. Such officers are good
at lobbying with politicians.

Youth will not be carried away by Cong gimmicks
Congress Party is including Right to Health for all citizens in its
election manifesto. Is it not ironical when it has not been able to
take care of medical facilities of Government employees and pensioners
by messing up with CGHS and have destroyed the system as was available
to entitled categories. It will be just like Right To Education they
brought in without having the infrastructure for implementing the scheme.
There are no schools, no teachers, no buildings, no equipment but yes
our children do have the right to education. Similiarly, people will
have right to health without nutrition, without hospitals, without doctors
and without medical facilities available nearby. The Vote Bank politics
continues. Political parties must remember that this time the youth
form the major chunk of electorate and they are not going to be befooled
by such dole-outs.

Is information about dependency of a government employee personal?
The appellant wanted to know whether a particular government employee
has shown her parents to be dependent on her and what benefits
she has availed for her parents. He further asked whether the
government employee was on leave on a particular date and if so,
whether she was on out station leave and the station to which
she had gone. The information was denied as being personal information
which is exempt from disclosure under section 8(1)(j) of the RTI
Act. The Central Information Commission (CIC) held that information
about dependency is not personal. The CIC observed that leave
information cannot be termed as personal information and directed
to provide the same. Further, the CIC held that whether she was
on out station leave on the date and the name of the station is
personal information and need not be disclosed.
Comments
On the basis of information about dependency, an employee claims
certain benefits like LTC, and medical benefits. Therefore, information
about dependency which has been made by a government employee
to obtain benefits is not a personal information. Whether a government
employee is on leave is not personal information, but the name
of the station where the employee went on a holiday is personal.
