My experience which will save my colleagues

This is to share an recent experience where getting a 'post-paid international roaming connection', for use in Australia, from Matrix, a local mobile service provider in India, proved to be such a costly blunder. It is still not known as to how the representatives of this service provider get access to information relating to foreign visits of officers. They just swarm you like predators. It is also a mystery as to how these people get access to the Bhawans. I am also sure that my office staff, after trying all means at their disposal to dissuade them, allowed them to meet me directly. I specifically enquired about the postpaid call rates charges and the representative vouched for a very competitive rate. In fact, I did mention to him about availability of many service providers abroad, who offer services at very low and affordable rates. To this, he responded by an assurance that the rates would be much cheaper. Finally, I agreed to avail their services. To my shock and dismay, I received a bill of Rs. 7100/= ($ AUS 120) on my return. Most of the colleagues in the group bought a local SIM cards and paid hardly $ AUS 10 for the whole entire 7 days trip. In addition to making, they were not only using it to make frequent calls to India, they but were also using data connectivity to watch local news. On the other hand, I used my phone only to make calls at home to my residence that too sparingly. The purpose of writing this mail is to share this piece of information and caution so that other service colleagues so that they are not fooled by these service providers.

Right to procreate be curtailed

We have right to education, right to food, right to information, right to housing and now right to health. All these rights will be futile unless our right to procreate is curtailed and that is what politicians do not want to touch in the name of secularism. Kejriwal's problem is ……


Arvind Kejriwal has learnt the ropes of politics quickly. He has been plunging into the Ganges for a holy dip. He has also been wooing the Minorities (read Muslims) avidly. He has continuously invoked Ishwar, Allah and Waheguru. While distributing tickets, he has taken caste and religion into account ("winnability"). He has been trying to engage Rahul Gandhi, Narendra Modi, Reliance, Ambanis, Adanis etc.in media debates. He is a success story. Why his success might be short lived could be due to a problem. Kejriwal's problem is that he is arrogant and believes all others to be either corrupt or foolish. To become PM as fast as he could and to encash the prevailing disenchantment with the government, he promptly fled from the post of Chief Minister of Delhi after creating some conditions for it. Unfortunately, the public is not as foolish as he thought and has seen through his game.

As CM Kejriwal was staging dharna at Rail Bhawan and if he is going to be PM, he will stage dharna at LoC leaving all the internal matters and responsibilities.Right now, only residents of NDMC area may vote for this AAP because they are paying less electricity bill and water bill.

Comments on ECs

I do agree with the comments on ECs. The commonality between them is their lacklustre career and ability to lobby with politicians. One was DGCA for four years under whose very nose all sorts malpractices like pilot licence scam took place.There should be a committee consisting of non-political eminances like judges to select ECs from serving bureaucrats instead of leaving it to politicians for selecting bureaucrats at the verge of their retirement mostly as quid pro.

Is information about dependency of a government employee personal?

The appellant wanted to know whether a particular government employee has shown her parents to be dependent on her and what benefits she has availed for her parents. He further asked whether the government employee was on leave on a particular date and if so, whether she was on out station leave and the station to which she had gone. The information was denied as being personal information which is exempt from disclosure under section 8(1)(j) of the RTI Act. The Central Information Commission (CIC) held that information about dependency is not personal. The CIC observed that leave information cannot be termed as personal information and directed to provide the same. Further, the CIC held that whether she was on out station leave on the date and the name of the station is personal information and need not be disclosed.

Comments

On the basis of information about dependency, an employee claims certain benefits like LTC, and medical benefits. Therefore, information about dependency which has been made by a government employee to obtain benefits is not a personal information. Whether a government employee is on leave is not personal information, but the name of the station where the employee went on a holiday is personal.
