will see to it that son of Finance Minister P Chidambaram is defeated
from Sivaganga Lok Sabha constituency.

ETV launches a new 24-hour regional news channel in Haryana-Himachal
ETV poster boy Jagdish Chandra creates a new record in the history of
regional television by launching three major regional new channels in
a row, in a single month. After the launching of ETV - Bangla and ETV
- Kannad on March 10 and 19 respectively, by the concerned state Chief
Ministers in Kolkata and Bangalore, now ETV launched its 24-hour regional
Hindi news channel in Haryana-Himachal, under the banner of TV18 on
March 26. In an impressive function at Gurgaon's Leela Hotel, the channel
was launched by the Chief Minister Bhupendra Singh Hooda in the presence
of a selective gathering of 300 guests. At this juncture, the Channel
Head Jagdish Chandra claimed that ETV will redefine the regional television
in Haryana and Himachal and will follow an absolutely free, fair and
independent Editorial policy.

Justice Lodha to be new CJI
Justice R M Lodha will be new Chief Justice of India (CJI). The President
has cleared the appointment file of Justice Lodha. He will succeed CJI
P. Sathasivam, who retires on April 26.
Will post of Director, ED be upgraded to Secretary level ?
If some well placed sources are to be believed the post of Director,
Enforcement Directorate (ED), is being considered to be upgraded to
the rank of Secretary. Only time would testify the buzz.
S S Rana poised for 'Authority for Advance Ruling'
As the grapevine has it, S S Rana may soon be selected to head the 'Authority
for Advance Ruling'. The 1979 batch IRS (C&CE) officer was appointed
as DG, Vigilance/CVO of Customs & Central Excise on October 10,
2012. As per the norms Rana would have to resign from CBEC before assuming
the offices of Advance Ruling.

for which interviews were held on March 26 under the chairmanship of
Cabinet Secretary ?Tie is said to be between two Sharma's- D C Sharma

On the onset, orders for apex scale to as many as 20 Prl CCITS (IRS)
officers outside CBDT indicate that the new Chairperson of CBDT, R K
Tiwari, had reportedly, on the very first day of taking charge, declared
that all such pending matters like Apex Scale, pending promotions &
empanelments, were going to chart on the top priority list. All it means

OECD commercial oil stocks continue to fall
OECD commercial oil stocks continued to fall in January after a sizeable
decline in 4Q13. Crude and products showed a deficit of 19 mb and 123
mb, respectively, compared to the five-year average. In February, US
total commercial oil stocks increased, but remained 32.0 mb below the
five-year average, with crude some 8.0 mb above the seasonal norm.

Election Commission Members:
IAS Officers should not be appointed as EC members at all because they
have to work with politicians all along by rubbing shoulders and cannot
afford to be neutral all of a sudden. Regulatory and Constitutional
functions can be better discharged by those Civil Servants who are politically
neutral by their very functioning such as Judges, IA&AS Officers
and IRS Officers. These officers have no obligation either organisationally
or functionally to associate with the politicians unlike the IAS/IPS
who have to work with the politicians. IAS always claim that policy
making (working with politicians) is their purview due to close working
with people from ground level. If that be the case they should not be
made constitutional functionaries.

"Kaun Banega Cabinet Secretary ?"
Appointment of next Cabinet Secretary is inter-linked to that of Principal
Secretary to new Prime Minister. The present incumbents are batchmates.
Sharing a harmonious relationship between them, is of utmost importance
as both report to PM and have to work in close tendom. No room for mistrust.
The Cab Secy is the senior- most civil servant, ex-officio head of the
Civil Services Board and as the nomenclature suggests, Secretary to
the Cabinet. Its selection is PM's prerogative . If a junior is appointed
as Cab Secy, seniors are given equivalent status, unless they choose
to resign or sacked. The civil servants can no longer claim political
neutrality. They carry biases and prejudices. So, a background check
is necessary. Many heads might roll,this time. The doctrine of Seniority-cum-fitness
, may not be followed for the crucial appointment. Selection would be
an uphill task.

Is information about dependency of a government employee personal?
The appellant wanted to know whether a particular government employee
has shown her parents to be dependent on her and what benefits
she has availed for her parents. He further asked whether the
government employee was on leave on a particular date and if so,
whether she was on out station leave and the station to which
she had gone. The information was denied as being personal information
which is exempt from disclosure under section 8(1)(j) of the RTI
Act. The Central Information Commission (CIC) held that information
about dependency is not personal. The CIC observed that leave
information cannot be termed as personal information and directed
to provide the same. Further, the CIC held that whether she was
on out station leave on the date and the name of the station is
personal information and need not be disclosed.
Comments
On the basis of information about dependency, an employee claims
certain benefits like LTC, and medical benefits. Therefore, information
about dependency which has been made by a government employee
to obtain benefits is not a personal information. Whether a government
employee is on leave is not personal information, but the name
of the station where the employee went on a holiday is personal.
