Chairman Railway Board's wings clipped (UPDATED)
The Minister of Railways has finally put his foot down. Vide office
order no 16 of 2014 issued on 3rd March all files relating to transfers/postings/promotions/deputations
except those of ADRM/DRM/GM/Addl Members shall be submitted directly
by the concerned Board Member to the Minister of Railways bypassing
the CRB. The powers to transfer/post officers up to SAG has also been
restored to the Board Members. This move apparently has brought immense
relief to the entire officer cadre on the railways due to widely reported
underhand dealings and discrimination that had been going on in establishment
matters for some time.

GSL designed and built NOPV 'Sumedha' ready
for commissioning (UPDATED)
Largest Offshore Patrol ship indigenously designed and built by Goa
Shipyard Ltd (GSL) for the Indian Navy, named INS 'Sumedha' will be
formally commissioned by VAdm Anil Chopra, PVSM, AVSM, FO C-IN-C East
on March 7, 2014 at GSL. The ship on commissioning will join Eastern
Naval Command at Vizag, the sword arm of Indian Navy. RAdm (Retd.) Shekhar
Mital NM, CMD, GSL, in his message said, "This warship is the culmination
of many years of in-house design development and ship build techniques.
The commissioning of this ship, marks a significant milestone in GSL's
& nation's march towards indigenization and self reliance. It becomes
more important as Sumedha is 200th ship indigenously built by GSL. GSL
is the only yard which has delivered four classes of OPVs to both Navy
and Coast Guard. Successive projects have witnessed considerable improvement,
bringing applaud from users to Shipyard." CMD further said "Yard
is now undertaking massive modernisation at an outlay of Rs. 700 Crores,
of which Rs. 400 Crores has already been spent. Yard is near ready to
take on construction of new MCMV project, which will provide major push
to Naval mine sweeping capabilities".INS 'Sumedha' is the third
of the new 105 meter class of NOPV and the largest ship constructed
by GSL for the Indian Navy. This state of the art ship will help meet
the increasing requirement of the Indian Navy for undertaking ocean
surveillance and surface warfare operations in order to prevent infiltration
and transgression of maritime sovereignty. This ship is suitable for
monitoring sea lanes of communication, defence of offshore oil installations
and other critical offshore national assets. The ship can also be deployed
for escorting high value ships and fleet support operations. The first
and second of the series of new NOPV, INS SARYU and SUNAYNA were earlier
handed over to the Indian Navy by GSL on 21 December 2012 and 02 September
2013 respectively. It will be recalled that Shore Based Test Facility(SBTF)
meant for landing trials of MIG 29K & LCA, built by GSL at INS Hansa
is also ready for commissioning. This is a unique and only facility
created by GSL in Asia and third in the world. The facility has already
been used for training of naval pilots for landing onboard Vikramaditya.

Oil Officers body members keen to contest polls

The Indian Oil Officers Association has, through a PIL in the Supreme
Court, challenged the government rules barring PSU employees from contesting
elections. The Association has pleaded before the court - It was imperative
that educated people were included in participatory democracy and that
the regressive rules barring PSU employees from contesting polls violated
the constitution. The writ has been admitted by Supreme Court.

Reasons for financial mess of the country
The main reasons for the financial mess of the country are the following:-
(i) Rs.90,000 crore for Food Security Bill(We are teaching people to
not do work and you will be paid and supplied food).
(ii) Rs.1,00,000/- crore for MNREGA.(One Data Entry Operator in the
Ministry of Rural Development had transferred money pertaining to MNREGA
electronically into the accounts of his 12 relatives - CBI inquiry is
already on. Further, some people are going to MNREGA offices taking
less amount (Rs.1000/- of money for not doing any work and signing that
they are taking away Rs.5000/-).
(iii) Similar is the fate of NHRM and other social security schemes.
(iv) Massive amount of corruption in all areas of Government work.
(v) Subsidization of upper class people of the country through fuel
subsidy etc.
(vi) Misuse of office perks and facilities by the Ministers and Senior
Bureaucrats.
(viii) Lack of discipline and punctuality in Government offices, which
in the long run also involve costs.
(viii) Last not but the least the feudalism amongst the Bureaucrats
and Ministers.
Jose if we go according to your suggestion then one day the retirement
age will reach the level of 100 years.

(oh No! aam aadmi) hungry, feed him some opiate like corruption, socialism,
subsidy, free electricity/water/education/health care and rule for as
long as you want. As on today the number of absolutely poor with zero
income will not be less than 2,00,000,00 in the country. Time for people
to confront these Fronts and refuse to be conned anymore.

Basis of fixing the relative seniority of the candidates
The appellant is working as Loco Pilot (Goods) and claimed that
the matter of his seniority has been pending since 2001 when he
was working as assistant loco pilot. He sought to know the status
of his seniority and demanded a copy of the seniority list so
that he knows where he stands in the relative seniority. The respondent
stated that the appellant knows what his seniority is and as far
as the seniority list is concerned, that has also been given on
17.7.2012. The respondent further explained that the appellant
is having a problem with the seniority which is in the nature
of grievance redressal and not a matter to be taken up under RTI
Act. The appellant argued that his seniority was fixed on adhoc
basis without consideration of the marks he secured in the training.
He had secured 83 marks in the training and that his seniority
is not reflecting the 83 marks. The CIC noted that there were
a number of candidates with 83 marks and the appellant wants to
know the relative seniority of all those candidates who secured
83 marks; and the basis of fixing the relative seniority of all
the candidates who secured equal marks. The CIC directed to provide
the information.
Comments
Fixing of seniority has to be done as per transparent norms. The
pubic authority should suo-motu provide such information to the
employees lest they are forced to approach the information commission
for their service related matters.
