Shame on Government of India

It is shameful act of some Babu who created mess in CGHS working. From 7th March 2014 cashless services to CGHS beneficiaries are being withdrawn due to non-payment of bills. Most affected will be pensioners who will face hardship and trouble for their diagnostic tests and treatment in empanelled hospitals. Minister for Health &FW is so insensitive that neither he called for an explanation from DG,Health Services and Secretary H&FW nor issued any warning for not resolving the matter so long. The issue is well known for last one year. When Govt. is spending crores of rupees in so many schemes then what is problem in paying the bills to hospitals for services utilized by CGHS beneficiaries. Even Joint Secretary in PMO who looks after ministry of H&FW has not given brief about the problems being faced by CGHS beneficiaries otherwise the matter cannot go unattended by PM. What is solution? First, Is our Govt. really serious in providing cashless facilities to CGHS beneficiaries, if so then Minister for H&FW to take immediate action to resolve the problem by ordering to make payment due to empanelled hospitals and save CGHS beneficiaries from harassment specially pensioners. I hope Minister for H&FW will rise to occasion and find amicable solution.

Age Limit

As reported by you today, it appears that the Government have once again remained policy paralyzed with regard to the Retirement Age. It is not a figment of imagination that the DoPT did complete all the formalities in this regard as a precursor to the Cabinet decision. But, somehow, those opposing the move got the better of those in favour. The so called loss of employment opportunities to the youth is a myth as there are over 11% vacancies existing as of now which can not be filled up in one GO! The increase in the age would have provided the Govt to consider downsizing itself in real-time. But I am amazed at the Joke having being played on the employees whose hopes were raised. Would there be political repercussions since this is election time is any body's guess. Afterall, Employees, both in service as well retired, account for more than seven million PLUS their families!

Hope such blunders are not caused due to the Bal hat!

Welcome decision

Welcome decision of the UPA government deciding against increasing the retirement age. This has reference to the whispers appearing on your website today that "It is almost certain that retirement age will not be increased". This would be a very good decision of UPA govt. as increasing the retirement age would have sendvery wrong signal to the youth of this country. Employment opportunites for the youth should be increased. If the govt. decides to retain outstanding officers beyond retirement age, that is already being done. Why retain majority of the inefficient officers beyond 60 years. In fact, there should be a through appraisal every year after 55 years to allow officers even continue upto 60 years.

Discrimination with IRS officers

It's nice that 1985 officers are getting DGP grade but the Govt of India is so callous that even 1979 batch of IRS is not in DGP grade. There is no concept of equality in India.

DATE WITH RTI

Basis of fixing the relative seniority of the candidates

The appellant is working as Loco Pilot (Goods) and claimed that the matter of his seniority has been pending since 2001 when he was working as assistant loco pilot. He sought to know the status of his seniority and demanded a copy of the seniority list so that he knows where he stands in the relative seniority. The respondent stated that the appellant knows what his seniority is and as far as the seniority list is concerned, that has also been given on 17.7.2012. The respondent further explained that the appellant is having a problem with the seniority which is in the nature of grievance redressal and not a matter to be taken up under RTI Act. The appellant argued that his seniority was fixed on adhoc basis without consideration of the marks he secured in the training. He had secured 83 marks in the training and that his seniority is not reflecting the 83 marks. The CIC noted that there were a number of candidates with 83 marks and the appellant wants to know the relative seniority of all those candidates who secured 83 marks; and the basis of fixing the relative seniority of all the candidates who secured equal marks. The CIC directed to provide the information.

Comments

Fixing of seniority has to be done as per transparent norms. The pubic authority should suo-motu provide such information to the employees lest they are forced to approach the information commission for their service related matters.
