Who will be DG, Civil Defence & Fire (NDRF)?
Whispers have started doing rounds as who would be the first DG, Civil Defence & Fire with NDRF. The post has recently been carved out and formalised. Previously Krishna Choudhary has the consolidated command of NDRF which included Disaster Response, Civil Defence & Fire Safety as a whole. Presently Mehboob Alam is Dg National Disaster Response whereas the wing is awaiting its new DG for Civil Defence & Fire safety.

Will ITBP get its ADG post back from NDRF ?

One may call it an administrative arrangement on part of MHA to accommodate Mehboob Alam with NDRF as he did not want to repatriate to His parent cadre of Tamil Nadu till his superannuation in July this year. The post may be brought back to ITBP as NDRF do not have any sanctioned post of ADG and reportedly, the Dept of Expenditure has already raised question about the same.

Kamal Nath lays foundation stone of CWC's warehouse at Chhindwara
Kamal Nath, Union Minister of Urban Development and Parliamentary Affairs, has laid the foundation stone of 10,000 MT capacity warehouse being set up by the Central Warehousing Corporation (CWC) at Chhindwara in Madhya Pradesh. The foundation stone was laid by the Union Minister in the presence of Dr C V Ananda Bose, Chairman and B B Pattanaik, Managing Director, CWC February 27, 2014. The warehouse is initially to be set up with 10,000 MT capacity at a cost of Rs.5.00 crore for storage of foodgrains of FCI in the first phase. Additional 20,000 - 30,000 MT capacity can be created in a phased manner depending upon the requirement of the area.

GSL's 'Sumedha' joins Indian Navy fleet (UPDATED)
The maritime security of India got a significant boost today with the induction of state-of-the-art new generation Naval Offshore Patrol Vessel (NOPV), INS 'SUMEDHA', indigenously designed in-house and built by Goa Shipyard Limited. The Vessel was formally commissioned into the Indian Navy by VAdm Anil Chopra, PVSM, AVSM, FO C-IN-C East on March 7, 2014 at an impressive ceremony held at the Goa Shipyard Ltd. Speaking on the occasion, VAdm Anil Chopra said "the timely delivery of Sumedha is truly testimony to the Navy's twin pronged commitment to indigenous design and ship construction". Congratulating Goa Shipyard for meeting the timelines of the ship's delivery to the Indian Navy, as well as for the quality of work, VAdm Chopra said "the warship-building process is recognized the world over as one of the most challenging feats of engineering, from design through hull construction, outfitting, integration of diverse equipment, setting to work and finally, the delivery acceptance trials. INS Sumedha, is a fine example of this complex process". This 105 meter Vessel is the third in the series of four New class of NOPVs designed and built by Goa Shipyard Ltd for the Indian Navy. INS 'SUMEDHA' is the 200th Vessel built by GSL and marks yet another significant milestone in the nation's journey towards indigenisation and self reliance. RAdm (Retd) Shekhar Mital, NM, CMD GSL in his address said "even before delivery of ongoing four NOPVs, we have improved upon our own design and CG OPVs with higher head space, larger beam, higher stability, better ship handling capability, higher fuel efficiency (at cruising speed 15% less powering requirement than NOPVs) are under construction. I strongly feel that Indian Navy may like to gain from this advance design by a 'repeat' order. Further as per Naval requirement, we can add on anymore weapons / modules in this improved design. Repeat order will optimize cost for Navy, as we will not include any R&D charges on the project and will pass benefit of available improved design to Navy". INS 'SUMEDHA' will help meet the increasing requirement of the Indian Navy for undertaking ocean surveillance and surface warfare operations in order to prevent infiltration and transgression of maritime sovereignty. This Vessel is suitable for monitoring sea lanes of communication, defence of offshore oil installations and other critical offshore national assets. Besides, the Vessel can be deployed for escorting high value ships and fleet support operations.

The only name of Aswani Kumar, U.P. Cadre, IFS 80 batch has been recommended for DG, ICFRE by the MoEF instead of sending of panel to the DoPT, leaving no option to examine the proposal.

Mamata Banerjee regime has nothing to do
Mamata Banerjee regime has nothing to do with the promotion of PS to US/DD. It is not 18 PS who were laterally inducted as US/DD, but merely three. Also, it was done as per rules and with the approval of UPSC (a constitutional body empowered under the Constitution ). Further, it was not the first time that lateral induction of PS to DD/US was done by Railway Board, but earlier also. It appears that the 'whisper' planted is misleading.

GIC into red due to medical insurance schemes
In the recent past thez. Some of the corrupt officials of the GIC in connivance with the private hospitals built up cases of medical re-reimbursement of handsome amounts leading to losses. The private hospitals are again on their business of fleecing the CGHS patients and Government. They perform surgery, do treatments, get conducted X Rays & diagnostic tests done, which are not actually required. They charge some miscellaneous charges, for which the CGHS patients has to pay from his pocket. On the other hand we have Department of Expenditure, which freely allots funds for purposes like MNREGA, Food Subsidy etc.(populist scheme) where there is huge scope of money going down the drain but they shy away from allocating adequate money for payment of salary & wages and medical re-reimbursement of Government employees. Then you have some unscrupulous and lazy babus in the DGHS who make a mess of the re-reimbursement cases. The only solution will be that the Government sets up some hospitals specifically meant for the CGHS employees in big cities, which should be neat & clean, have sufficient number of specialist doctors, general ward and private wards. In order to make these hospital a success a Medical College could also be attached with them. This has to be done in a fast and quick manner. Then only the so called private hospitals will catch dust. Alternatively, the Ministry of Health & Family Welfare should set up a Committee to device some method for one time settlement of the dues of the grieving government hospitals.

CGHS empanelled hospitals

How can the private CGHS empanelled hospitals and diagnostic centres provide cashless treatment and tests without their dues being cleared by the CGHS on time! By withdrawing the cashless facility, the CGHS will be better placed to deduct a big chunk of our claimed amount from the reimbursement bills even if the approved hospitals have charged the CGHS rates. This is based on my personal experience. The CGHS Chennai was already not allowing any cashless facility to the pensioners. In any case, the CGHS beneficiaries especially pensioners will have to bear the brunt of this decision.

Inefficiency of CGHS

So much has already been said about inefficiency of CGHS and its wellness centres and now this bombshell of withdrawal of cashless facility for retired Government Servants who are always cash starved speaks volumes about how much the Government cares for its employees. Instead of extending the insurance scheme recommended by the last Pay Commission for implementation, the Government has now pulled the rug under the feet of its poor retired employees who served the Government throughout their lives and free healthcare is their minimum requirement. Also, the Government charges exorbitant amount for making lifetime CGHS pensioners card and now this torture of withdrawing cashless facility. This is an atrocity on poor retired Government Servant who needs medical facilities more in their twilight years than. ow, they will have to borrow money from friends, children or money lenders for treatment of self and family and then take rounds of office of DGHS for reimbursement of claims.

No 'propriety' in this govt.

The word 'propriety' is missing from the dictionary of this Government. What else does explain the last hour flurry of activity on appointments, inaugurations of projects, spending so much money on big ads tomtoming the so called achievements of several ministries, appointment of governors past midnight on considerations other than merit. The ex-chief minister of Delhi was appointed governor at 3 a.m to keep her out of the harm way for the cases filed against her for irregularities For Commonwealth Games work. U.P Governor who happens to be family loyalist has been given another term after already spending ten years in that assignment that too past midnight. They have no qualms in disturbing the President of the country in the middle of night. What was the hurry? To beat the deadline for the model code of conduct.

Railway Board Chairman's wings clipped

I read with interest the news appearing in WIC under heading Railway Board Chairman's wings clipped. The state of affairs in all Departments regarding transfer posting is bad. Blatant misuse of powers and plum posts being given to officers who are willing to pay bribe has become way of life in GOI. In the Department of Posts, the Chairman Postal Services Board was directed by Minister to strictly follow tenure/transfer guidelines. Unfortunately no rules followed. Because of this kind of rubber stamp officer, lower officers demanding money and manipulating files. Eating bribe money for transfer posting has become routine. There are 15 officers posted in Delhi who have never left Delhi in entire career. One SAG officer raised this question, he has been shunted to Tamil Nadu. How can this anarchy end ? Everyone is now pinning hope on next Government.

Basis of fixing the relative seniority of the candidates

The appellant is working as Loco Pilot (Goods) and claimed that the matter of his seniority has been pending since 2001 when he was working as assistant loco pilot. He sought to know the status of his seniority and demanded a copy of the seniority list so that he knows where he stands in the relative seniority. The respondent stated that the appellant knows what his seniority is and as far as the seniority list is concerned, that has also been given on 17.7.2012. The respondent further explained that the appellant is having a problem with the seniority which is in the nature of grievance redressal and not a matter to be taken up under RTI Act. The appellant argued that his seniority was fixed on adhoc basis without consideration of the marks he secured in the training. He had secured 83 marks in the training and that his seniority is not reflecting the 83 marks. The CIC noted that there were a number of candidates with 83 marks and the appellant wants to know the relative seniority of all those candidates who secured 83 marks; and the basis of fixing the relative seniority of all the candidates who secured equal marks. The CIC directed to provide the information.

Comments

Fixing of seniority has to be done as per transparent norms. The pubic authority should suo-motu provide such information to the employees lest they are forced to approach the information commission for their service related matters.
