Services of Behar as Advisor to Delhi CM discontinued
The Government of Delhi has discontinued the services of S C Behar as
Advisor in the office of Chief Minister. He is a retired IAS officer
of Madhya Pradesh cadre.
SAIL CMD C S Verma visits GSL
C S Verma, Chairman Steel Authority of India Limited (SAIL) visited
Goa Shipyard Limited on 06th March 2013. This was the maiden visit of
Verma to GSL, since he took over as the Chairman SAIL. During the visit,
Chairman SAIL had discussions with RAdm (Retd) Shekhar Mital NM CMD
GSL on areas of mutual cooperation as well as issues pertaining to improving
productivity in PSUs and CSR. Chairman SAIL, who is also the Chairman
SCOPE, was conducted around the shipyard and apprised of the shipbuilding,
ship repair activities and the expertise available at GSL. Verma was
also apprised of the GSL modernization plan and progress thereof. Later,
Verma visited the largest NOPV INS 'Sumedha' , indigenously designed
in house and built by GSL for the Indian Navy. Noteworthy that, SAIL
is one of the largest state-owned steel producers and one of the top
steel makers in World. The company manufactures and supplies special
grade steel for construction of warship. Entire steel used in Indigenous
Aircraft Carrier (IAC) has been supplied by SAIL. Verma expressed satisfaction
on GSL's capability to design and build sophisticated and high value
ships like Mine Counter Measure Vessels and lauded GSL's efforts in
upgradation of the Shipyard to meet the future defence requirements.
2 IAS officers get additional charge in HP
Two officers belonging to Indian Administrative Service (IAS) have been
given additional charges in Himachal Pradesh. Accordingly, Priyati Mandal
has been given an additional charge of Additional Director, RD and ex-officio
Special Secretary, RD while Kanshi Ram Bharti will also be Special Secretary
(LAC), Shimla.

cancelled
The additional charge orders of Nandita Gupta as Special Secretary (LAC)
have been cancelled by Government of Himachal Pradesh. Gupta is a 2001
batch IAS officer of HP cadre.

Kundan Krishnan has been transferred and posted as Superintendent of
Police (Defence), Special Branch, Patna in Bihar. He is a 1994 batch

Two officers belonging to Indian Forest Service (IFS) have been transferred
and posted at different places in Rajasthan. Accordingly, Yogendra Kumar

Planted Whispers !
I am writing this letter with a heavy heart but with a heavier sense
of duty and responsibility that I have imbibed as a citizen, who has
been fortunate to serve the public for over four decades. I have a great
respect for you because of the faith that you are impartial & fair.
To the horror of the faithful like me, I find even a sacred information
sharing site like yours, can be manipulated by vested interests. Fairness,
truthfulness, and unbiased parameters that are expected to be the governing
principles of information sharing to public seem to have vanished and
replaced by "planted whisper" to settle the personal score
by vested interest through unsubstantiated, frivolous and motivated
information against the higher officials. In this connection, I would
like to invite your attention to the whispers "Railway Board Chairman's
wings clipped"..Such a whisper is Infact murder of truth. The truth
is- CRB on very first day of assuming the charge i.e on 01.07.13 gave
a suo moto note/proposal to Minister of Railways to take away the powers
from him (power to transfer the officers) and instead delegate it to
the concerned Members. This single document speaks of his bonafide intention.
I am sure your inner conscience will prick you for posting a planted
and false whisper, and thereby, committing the sin of maligning an innocent
officer and leveling false allegations of "underhand dealing"
in transfers. On such proposal initiated by CRB on his own, and that
too, on the first day of assuming the charge (on 01.07.13) , MR had
ordered (on 6.07.13) to continue with the existing system for some more
time. And finally on 3rd March 14 , order was issued with some changes.
That is the truth. I have made an honest attempt to hold up a mirror
to you, it is for you to look into it and introspect for corrective
actions, if any. The minimum I expect that you would publish the correct
information to repair the damage at least to some extent.

Withdrawal of cashless facilities for CGHS beneficiaries?
It is cozy business for DG, CGHS - Addl. Secretary rank officer of Government
of India - who is not bothered for his own work. CGHS beneficiaries
specially pensioners are suffering for getting the treatment in empanelled
hospital. Even Minister of H&FW is not bothered about the beneficiaries
problem. He is not trying to resolve the problem thru mutual discussion
and taking decision about the payment to be made to hospitals and other
issues as raised by the association of the empanelled hospitals. It
is whole business of DG, CGHS to coordinate the activity in this regard
but there is no accountability for his work.

Congress Rahit Bharat in the making !
Congress lead UPA government seems to have left the goalpost by withdrawing
cashless facilities to the pensioners from CGHS approved hospitals.
When TRS refused to merge with Congress in Telengna, media reported
that Congress did a self goal by bifurcating Andhra Pradesh. But by
withdrawing facilities of taking treatment from the recognised pvt.
Hospitals, it has taken away the goal keeper from the goal post leaving
it open for the opposition parties to score as much goals as these could.
Congress party is not going to get votes of pensioners for sure. Even
majority of the serving employees may not vote for Congress. We had
never seen such a mess. Even God would not spare this party. Modi may
be true that it becomes a Congress Rahit Bharat.

IRS is next only to IAS
In the civil services rank IRS used to be next only to the IAS .for
example the topper of customs in 1995 had 54th rank, the topper of 96
customs had 56 th rank in the civil services ,much above many IPS officers
and IFS officers .the whole batch closed around 130 rank whereas other
services who are promoted much earlier began at around 25o rank . Now
if rank is the criteria to treat the IAS as superior, why cant the IRS
be treated as next only to the IAS in promotions ? Why should CPOs be
compared with the IRS which begins career at the rank of a Lieutenant
Colonel and not as Assistant Commandants. It's totally against the concept
of NBR that officers having inferior ranks are promoted before officers
having superior ranks .

Basis of fixing the relative seniority of the candidates
The appellant is working as Loco Pilot (Goods) and claimed that
the matter of his seniority has been pending since 2001 when he
was working as assistant loco pilot. He sought to know the status
of his seniority and demanded a copy of the seniority list so
that he knows where he stands in the relative seniority. The respondent
stated that the appellant knows what his seniority is and as far
as the seniority list is concerned, that has also been given on
17.7.2012. The respondent further explained that the appellant
is having a problem with the seniority which is in the nature
of grievance redressal and not a matter to be taken up under RTI
Act. The appellant argued that his seniority was fixed on adhoc
basis without consideration of the marks he secured in the training.
He had secured 83 marks in the training and that his seniority
is not reflecting the 83 marks. The CIC noted that there were
a number of candidates with 83 marks and the appellant wants to
know the relative seniority of all those candidates who secured
83 marks; and the basis of fixing the relative seniority of all
the candidates who secured equal marks. The CIC directed to provide
the information.
Comments
Fixing of seniority has to be done as per transparent norms. The
pubic authority should suo-motu provide such information to the
employees lest they are forced to approach the information commission
for their service related matters.
