What will be foreign policy with USA and China, if Modi comes to power ?
What will be foreign policy of NDA Government led by Prime Minister Narendra Modi with United States of America (USA), if it comes to power at Centre? Voices dropping to whispers at international level that BJP's Prime Minister candidate, who is looked down upon by USA, appears to be keen in making strong relationship with China emerged as one the powerful countries in the world. The leadership of Modi, if came to power, is expected to bring about changes not only in the country but also at international level.

ETV gets one more Narendra Modi's interview (UPDATED)
In an ongoing media war, to achieve a Narendra Modi interview, ETV stands a clear winner. The Channel has got 3 Modi interviews in a row. The last interview of Modi was also given to ETV Network. On the Rahul Gandhi front also, ETV happens to be the only Regional and one of the 3 national Channels, which could get a Rahul interview. It means ETV is equally placed with both Modi and Rahul and it has further boosted the morale and branding of the Network in the media circles. In the last Jagdeesh Chandra ETV interview in Ahmedabad on 9th May, Modi claimed that BJP alone will form the next Government, in Delhi at its own.

Ms Smita S Chaudhri has been deputed as Joint Secretary, National Commission for Scheduled Castes (NCSC), under the Ministry of Social Justice & Empowerment. She is a 1990 batch IA&AS officer.

Archana Ramasundaram and CBI
Supreme Court took note of Archana's joining in CBI on 8th May but restrained her from discharging her duties as AD in CBI till the next hearing on 17th July. In effect a compulsory wait in CBI. SC ordered notice to CBI for being impleaded and ordered Govt to produce all connected records.

ACC declines re-employment of Mehboob Alam as DG, NDRF

The Appointments Committee of Cabinet (ACC) has declined the proposal for re-employment of Dr Mehboob Alam as Director General, National Disaster Response Force (NDRF) at ADG level on contract basis after his retirement on May 31, 2014.

Alok Rawat has been assigned an additional charge of Secretary, Ministry of DoNER for a period of three months. He is a 1977 batch IAS officer of Sikkim cadre.

Major reshuffle at BSF FHQ on the anvil by 12 May
As the grapevine has it a major reshuffle is expected in BSF by 12 May in the rank of DIG & IG. Approximately 7 officers would be transferred who have completed their tenure at FHQ.

MOEF to operate from brand new building from coming Monday
Ministry of Environvement & Forest is all set to set its ongoing journey from a brand new building located at Zorbagh, New Delhi. Reportedly, the offices of the Minister, Additional Secretaries and few more seniors would start operating from newly constructed building whereas the Secretary MOEF will continue running his offices from old buildings i.e. Paryawaran Bhawan itself.

Role of Cabinet Secretary

Apropos the debate on postings of officers abroad, what is the role of Cabinet Secretary. Does the Government seek his opinion, he being the senior most IAS officer. Is he a decorative piece or is he busy trying to get himself an extension or a post abroad after retirement ? Many honest officers have been treated unfairly by Governments and one does not find the Cabinet Secretary taking cudgels on behalf of any of them.

Foreign postings - an eye wash


Yes, it's a fact that applications are called for and duly processed to give illusion that a fair selection is being made but everybody knows that who is going to get selected for that particular post.


Further to keep away central sectariat service officers from even claiming a single such position, a line in advertisement is made that only those who have worked under central staffing scheme for two years at centre are eligible. This makes all officers of CSS in one stroke in eligible although they spend their entire service in the centre and there is no functional difference between officers who are working under central staffing scheme and those who are not.

The elite class of officers get selected by a committee of officers belonging to that class only viz CSB where no other service is represented either by design or default?

DATE WITH RTI


Information pertaining to Yuva and Eco Club, sanitation, water supply, Republic Day & Independence Day celebration, Mid Day Meal and Local Tour at GBSSS, were sought through separate Right to Information (RTI) applications. Ten different appeals filed by the appellant were taken up together by the Central Information Commission (CIC). The CIC observed that all the officers of Respondent Public Authority were very sincere, responsive to questions and trying to provide each and every information that was being sought by the Appellant with great care and caution. The appellant's request for imposition for penalty for alleged delay of 18 days was rejected by the CIC. The Commission observed that all the RTI applications and first appeals relating to the issue of one single school wherefrom he is discontinued as Guest Teacher are malafide.

Comments


There are instances where an appellant does not have any patience, disputes everything and puts every officer on toes. Some of such appellants may be ex-employees and for any office, it is very difficult to tackle such a person who appears to take vengeance against the entire department. Such appellants can be handled by a PIO only with a thorough knowledge of the RTI Act coupled with sensitive handling.
