CBDT making ITR more complex
CBDT is making ITR more complex than making it simple. ITR-1 can not
be filled if tax exempt income is more than Rs.5000/. It is just to
make things more difficult for salaried class. There are more than 20
heads under which income is exempted from tax including agriculture
income. This is all for small tax payers. CBDT is not bothered whose
taxable income is more than 1 crore. Even notices are being issued to
small tax payers. Govt. could not increase the number from 42,800 whose
taxable income is more than 1 crore. As per one of news channels, notices
have been issued whose total income is around 1 lakh for not filing
ITR. Make ITRs more user friendly and simple. Do not make such restriction
that ITR-1 can not be used if tax exempt income is more than Rs.5000/.
Please remove such restriction from ITR-1. CBDT has much better job
to do now. Election is over. Contesting candidates have given information
about their income in last election and now. CBDT can analyse how the
income is increased so many folds in last five years and find out the
sources of income and tax paid. This is more than enough work to find
out growth model and loop holes in the system, if any to escape tax.

Panel of non-political citizens required for selection of ECs
There should be a panel of non-political eminent citizens for the selection
of ECs. Everyone knows that the present CEC is a protégé
of the then Congress CM of AP. The last one selected as EC was more
known for his incompetence as DGCA than anything else. Such selections
will cast doubts in the citizen's minds about the impartiality of the
commission and it will not augur well for our democracy. The new Government
should form a policy for selection of ECs and ask the present members
to resign to give way for a more transparent selection.

RTI Act can be used for getting problems solved
Very informative RTI Case especially for those who think RTI is used
only for harassing the officials. RTI Act can be used not only for obtaining
information but also for getting the problems solved.

elay in transfer of ration card
The ration card of the appellant was transferred since 15-11-2012
to a fair price shop 30 Kms away from his house from where he
was not able to draw the rations since then and purchasing the
same in the open market by paying Rs. 800/- extra every month
and thus suffering financial loss. He filed five applications
under the Right to Information (RTI) Act seeking details of various
ration card holders, details of fair price shops, details of the
cards which are transferred, details of the employees who will
handle complaints, guidelines for transfer of ration cards from
one area to another area etc.. The respondent submitted that no
human error was involved and the transfer occurred due to the
computer system fault. The respondent felt that the appellant's
card also should have been set right before the enactment of National
Food Security Act but the appellant would now have to wait till
July, 2014 as the respondent office is neither issuing the new
cards nor renewing the old cards till then. The CIC observed that
this will amount to denial of ration card and ration to deserving
appellant, which go against the objective of food security. Directing
the respondent to provide the information, the Commission issued
a show cause notice to the PIO for imposing penalty and granted
a compensation of Rs. 250/ per month till the date of restoration
of ration card to the appellant.
Comments
This is an instance where the RTI Act has been used for getting
a grievance redressed.
