Whispers finds place in books creating political turmoil
As a matter of proud for all our surfers, who have faith in what we publish, whispersinthecorridors.com finds place in the two most talked about books these days - The Accidental Prime Minister by Sanjaya Baru & Crusader or Conspirator ? of PC Parakh.

The Prime Minister Dr. Manmohan Singh's former Media Adviser Sanjay Baru while narrating about the events that occurred during the run-up to his reappointment (which finally did not come) in June 2009 has mentioned, in his book The Accidental Prime Minister - about whispersinthecorridors ( on Pg. 267) saying - "A few days later whispersinthecorridors.com reported that I would be returning to the PMO".

Similarly, former Coal Secretary PC Parakh has in his book 'Crusader or Conspirator ?' , on Pg 142, mentioned about a report which appeared in the whispersinthecorridors.com on March 2, 2005. The report is related to repatriation of Parakh to his parent Andhra Pradesh cadre when the then Coal Secretary, according to him, was not getting full political support of his ministers and the PM was also finding himself helpless in coming to the rescue of the 1969 batch IAS officer because he (Dr. Manmohan Singh) required the support of the said ministers to run his coalition government.

HAL produced Dornier (DO-228) 'Nabhratna' handed over to DRDO-LRDE (UPDATED)
HAL produced Dornier (DO-228) aircraft "Nabhratna" has been handed over to Defence Research and Development Organization (DRDO) ahead of schedule at a program in Kanpur today. Dr R K Tyagi, Chairman, HAL presented the keys of the aircraft to Avinash Chander, Scientific Advisor to Raksha Mantri in presence of senior officers from HAL, DRDO and other establishments. Speaking on the occasion, SA to RM, hailed HAL for being proactive and delivering the aircraft six months ahead of schedule. "We needed this aircraft much more than anything else for testing of radar in air as we had to depend on others to loan the aircraft. Thanks to HAL, our dream has now been realized. The use of flying test bed (FTB) aircraft will reduce the cycle time for development for airborne system", he said. "Money invested for the aircraft will give us returns many times more as the aircraft will prove its worth in the months to come", he added. Assuring the continued support of HAL, Dr Tyagi said the aircraft is aptly named Nabhratna and DRDO will find it extremely useful. "The aircraft will be used by Bangalore based Electronics and Radar Development Establishment (LRDE) as flying test bed (FTB) for evaluation of performance of various radars being developed by LRDE. This aircraft is equipped with indigenous synthetic Aperture Radar and state-of-the-art avionics and communication system", he added. Dr K Tamil Mani, DRDO Director General (Aero), said partnership between HAL and DRDO on various platforms would continue. "Our confidence stands vindicated when we see the targets at HAL are met with complete dedication", he felt. HAL manufactured DO-228 is a highly versatile, multi-purpose, fuel efficient, rugged, reliable and light weight twin turbo prop transport aircraft. HAL-Dornier-228 aircraft is being extensively utilized by Indian Coast Guard, Indian Navy and Indian Air Force in variety of applications and is a proven workhorse. There is hardly any utility application in which this aircraft has not been used by these services. DRDO selected DO-228 aircraft as Flying Test Bed for testing of airborne radars based on these qualities. A contract for supply of one aircraft along with spares, tools and publications was signed by HAL with LRDE on May 30, 2013.

How this conclusion drawn ?

This news assumes that the next Government will be headed by Modi Ji. How this conclusion has been drawn, without waiting for results. It is strange and astonishing !

"Need for a strong CEC"


Come general elections, the horde of monstrous sub-human traits start tumbling out of political closets. The terms like "honeymoon", live-in relationships, illicit wives, butchers, maut-ke-saudagars, are routinely used ,sorry, misused against each other. This is catharsis of sorts for politicians. The Election Commission seems helpless and spineless. The public remember the volatile bureaucrat-turned-CEC and his tongue-lashing to the political class.

Accessing priced publications under the RTI Act

The appellant filed an application under the RTI Act seeking copy of all printed publications, published by National Library Kolkata since its formation, along with a soft copy of all publications in CD. The Public Information Officer (PIO) informed that it could be supplied against payment of their cost price along with the requisite postal charges. The appellant claimed that he is below poverty line in view of his confinement in jail since 2006 and demanded that the information should be supplied free of cost. The Central Information Commission (CIC) ruled that the publications sought by the Appellant cannot be regarded as information 'held by' or 'under the control of' the public authority.

Comments

Unless an information is exclusively held and controlled by a public authority, that information cannot be said to be an information accessible under the RTI Act. In many orders, the CIC has ruled that once an information is brought into the public domain by means of a priced publication sold through book stores, the said information cannot be said to be 'held by' or 'under the control of' the PIO and would cease to be an information accessible under the RTI Act.
