Whisper about Lok Sabha polls that came true
It was for the first time when whispersinthecorridors.com had on March
10, 2014, published a survey which gave the Congress party 52 seats.
And ultimately, it came true. If informed sources are to be believed,
the US Government has also conducted survey about Lok Sabha elections
in India. It reportedly gives the Congress party 52 seats. Altogether
2 lakh people were reportedly covered in the survey.

elected Muslim candidate would be taken on board in the Govt. or not.
Chaudhary Mahboob Ali Kaiser had joined Lok Janshakti Party on the onset
of election campaigns and secured the LS seat from Khagaria constituency
in Bihar. The murmuring have gained momentum in the backdrop of defeat
of BJP's stalwart from minority community Syed Shahnawaz Hussain has
lost his Bhagalpur LS seat in Bihar.

Cabinet Secretary Seth to get three months
extension ?
Cabinet Secretary Ajit Seth whose tenure comes to an end on June 13
is expected to get three months extension. He is a 1974 batch IAS officer
of Uttar Pradesh cadre.
Kerala IAS officer sounded to be in PMO team ?
Buzz is rife that a Kerala IAS officer of the 1998 batch has been sounded
to join the PMO Narendra Modi is to organize. He had been charge sheeted
by the Congress govt for publishing a newspaper article stating the
then Gujarat CMs visit to a shrine at Sivagir, Kerala cannot be objected
to. He is currently Vice Chancellor of a state University and a noted
writer in Local and English newspapers. This was one of the earliest
endorsements to Modi when all Kerala parties had boycotted the event.
He is the youngest V-C in the country with degrees from London and Turin.

Mehboob Alam gets three months extension
Dr Mehboob Alam, currently heading NDRF, has been given extension for
three months. The 1981 batch IPS officer of Tamil Nadu cadre was scheduled
to retire on May 31. He had completed his seven years term under central
deputation on December 06, 2013.

Santosh Daware, Deputy Accountant General (Pension in the office of

Two IAS officers shifted in Bihar (UPDATED)
Two Indian Administrative Service (IAS) officers have been transferred
at different places in Bihar. Accordingly, Jayant Dasgupta has been
posted as Chief Adviser, Bihar State Planning Council and Arun Kumar
Mishra will now be Additional Secretary, Department of Finance, Bihar.
Arvind Kathuria selected as MD, NBCFDC (UPDATED)
Arvind Kathuria, GM, NBCFDC has been selected for the post of Managing
Director, National Backward Classes Finance & Development Corporation
(NBCFDC) at a Public Enterprises Selection Board held on May 22, 2014.

NBCC inks MOU with Al Naba Services LLC, Oman
In its quest of expanding its overseas operations, NBCC signed an MoU
with Al Naba Services LLC, Oman for jointly exploring and securing infrastructure
projects in Sultanate of Oman & neighboring countries. The MoU was
signed in Muscat (Oman) by Dr. Anoop Kumar Mittal, CMD, NBCC and Sayyid
Khalid Bin Hamed in Saif al Busaidy, Chairman, Al Naba Services LLC
in the presence of H.E. the Ambassador of India to Oman J.S. Mukul.
Present on this occasions were Ahmed Al Dheeb, Under Secretary, Ministry

HAL signs MoU with IIT, Bombay to establish R&D Chair
HAL has entered into a Memorandum of Understanding (MoU) with Indian
Institute of Technology, Bombay to establish R&D Chair to promote
applied research at a program held at IIT Mumbai today. "HAL has
adopted an aggressive unification strategy with academia and this Chair
will initiate new academic programs; identify research areas, provide
technical consultancy to HAL and facilitate training programs for HAL
personnel", said Dr. R.K. Tyagi, Chairman, HAL. The Chair will
also facilitate holding of annual conferences where new ideas, innovations
and technologies could be deliberated", he added. The MoU was signed
by Mrs. S. Thenmozhi, General Manager, HAL, and Prof. Ravi Sinha, Dean
(Alumni & Corporate Relations) from IIT Bombay. Prof.Devang V. Khakhar,
Director IIT, Bombay were also present.

Why Nitish Kumar resigned ?
Two reasons: he did not have the face and did not want to meet Modi
or officially write to him, which as CM he could not have avoided. He
made a 'Mahadalit' as CM, because if BJP dislodges him, which it can
easily do, Nitish will get an excuse to cry foul that BJP is anti-Dalit.

Expectations from new Government
Our expectations from the new Government are sky high. Now it is
time for -
1- Overhauling of Central Ministries, weeding out officers who do not
have any field experience and have angled positions through contacts
& patronage. It is time to target Corrupt self seeking officers
and protect upright officers. Name & Shame the corrupt. All complaints
of corruption suppressed till now or stage managed for closure by CVOs
due to State patronage, lobbying & cronyism need to be inquired
into and Action taken, displayed on website for all to see.
2- The bureaucracy needs to be controlled & disciplined. Deputation
mafias, transfer-posting mafias, criteria for selection of officers
for training courses based on individuals convenience and desire to
stick on in Delhi, rather than organizational interests etc etc, the
wish list is too long but all this must end. Merit and competency based
on outcome of a written online examination & personal interview
needs to be introduced. Transparency in all decisions is a must.
3- To establish rule of law. While rules introduced by the Government
are binding on it, but unfortunately Govt. is the biggest flouter of
rules. Thus it is essential to ensure accountability if rules are flouted.
It is time consuming & cumbersome to approach the overburdened Courts,
therefore an independent authority like an Accountability Commission
needs to be created to punish officers for deliberately submitting wrong,
misleading facts in File noting and orchestrating decisions. It is high
time responsibility is fixed on Secretaries of Ministries. While the
RTI Act allows access to information but real empowerment will come
only when there is an authority outside the Ministry/Department which
can be approached for punishing such willful acts of brazenness by the
bureaucracy.

"A wake up call for bureaucracy"
All bureaucrats who colluded with the political class under UPA-I&II,
must not under-estimate Narendra Modi. He respects hard work , honesty,
transparency, decentralization of power along with fixation of accountability.
Calling explanations of Secretaries on sluggish infra structure projects
and other reverses, is considered appropriate. The PM O may also review
all cases of appointments at higher echelons approved by the Appointments
Committee of the Cabinet (ACC) after Model code of conduct and towards
the fag end of UPA-II's tenure . The present Cab Sec, as Secy to ACC,
has much to explain. Similarly, allotment of government bungalows to
ineligible Congressmen by the Accommodation committee of the Cabinet,
a day before counting of votes, was unwarranted. These must be stayed
or cancelled straightaway.

Wake up call to top bureaucrats
New PM Narendra Modi has given a wake up call to top bureaucrats to
perform otherwise they will perish. Latest ruling of the Supreme Court
will not give them any more protection from their respective masters.
Only efficient, honest and hard working bureaucrats will survive. Under
MMS some honest bureaucrats preferred to leave PMO and asked for postings
elsewhere.

BJP did this mistake by enhancing age from 58 to 60 and lost the election
due to misdeeds of senior bureaucrats.

Retirement age shouldn't be increased
In no case the retirement age should be increased. If we go on increasing
the retirement age then one day it will reach 100 years. No increasing
of retirement age will provide atleast some percentage of employment
to the youngsters. If you remain in Government for long then you be
come stale, stubborn and negative. You start thinking that you are the
wisest one. Then the problem starts.

elay in transfer of ration card
The ration card of the appellant was transferred since 15-11-2012
to a fair price shop 30 Kms away from his house from where he
was not able to draw the rations since then and purchasing the
same in the open market by paying Rs. 800/- extra every month
and thus suffering financial loss. He filed five applications
under the Right to Information (RTI) Act seeking details of various
ration card holders, details of fair price shops, details of the
cards which are transferred, details of the employees who will
handle complaints, guidelines for transfer of ration cards from
one area to another area etc.. The respondent submitted that no
human error was involved and the transfer occurred due to the
computer system fault. The respondent felt that the appellant's
card also should have been set right before the enactment of National
Food Security Act but the appellant would now have to wait till
July, 2014 as the respondent office is neither issuing the new
cards nor renewing the old cards till then. The CIC observed that
this will amount to denial of ration card and ration to deserving
appellant, which go against the objective of food security. Directing
the respondent to provide the information, the Commission issued
a show cause notice to the PIO for imposing penalty and granted
a compensation of Rs. 250/ per month till the date of restoration
of ration card to the appellant.
Comments
This is an instance where the RTI Act has been used for getting
a grievance redressed.
