Bureaucrats to rise to power and prominence
with Modi as Prime Minister
1. K Kailashnathan:
Kailashnathan, popularly known as K K, has been Modi's task-master &
crises-manager since years. Though the 1979 batch IAS officer retired
on 31 Dec 2013 but still continue to serve as Modi's Chief Principal
Secretary. Throughout the elections campaign he remained a dependable
support system for Modi. Bureaucratic fraternity is still eager to know
whether Modi would bring him at PMO or keep him positioned in the state
to keep sharp vigil on the affairs.
2. Arvind Kr Sharma:
In all likelihood Arvind Kr Sharma, who hails from Uttar Pradesh, would
be among first few officers to be taken on board by Modi at PMO. The
1988 batch IAS officer has been serving in the state as the Additional
principal secretary to chief minister Narendra Modi. Sharma has, reportedly,
proved his mettle as the one whom Modi depends upon.
3. G C Murmu:
Girish Chandra Murmu, a 1985 batch IAS officer of Gujarat cadre, charts
on Narendra Modi's list of most favoured officers. Murmu is often quoted
among his batch-mates as the right-hand of Modi. If some credible sources
are to be believed even if he did not get berth in PMO Modi would wish
to position him in a strategically important department in the Govt
of India.
4. Dr R K Gupta:
Dr Rajeev Kumar Gupta, a 1986 batch IAS officer of Gujarat cadre, is
being speculated as the one having brightest prospects to make as Joint
Secretary to the Prime Minister Narendra Modi. In case he misses the
chance to mark his presence at PMO, he has to be at the centre with
some prime assignment in Govt of India. Presently he is Principal Secretary,
Dept of Water Resources and Chairman, Gujarat Water Supply & Sewerage
Board.
5. K Srinivas:
The importance of Kathikithala Sriniwas can be gauged by two visibly
important facts. Firstly, Gujarat CM Modi has kept him entrusted with
the responsibility of General Administration Department which keeps
grip over the state bureaucracy. Secondly, the 1989 batch IAS officer
has been the In-charge of Patel Statue Project which, in a way, symbolises
Modi's Pan-Indian outlook and administrative will-power.
6. Bharat Lal:
The Gujarat cadre Indian Forest Service officer is being seen as the
first few officers to be inducted to PMO. Presently he is serving as
the Resident Commissioner of Gujarat and has been keeping sharp constant
vigil on Delhi affairs as eyes and ears of Modi in Delhi. Deft at fine-tuned
coordination Bharat Lal possesses attentiveness and cautiousness as
personality traits; enough to suit Modi's style of functioning in PMO.
7. Shivanand Jha:
A 1983 batch IPS officer keeps an undisputedly clean professional track-record
despite having handled several critically important assignments. He
was member of the SIT constituted by the Supreme Court to probe the
2002 riots in Gujarat. Jha, Police Commissioner of Ahmedabad, reportedly
he commands Modi's warmth & trust for his competence. Insiders believe
that he may be brought to the centre sooner or later.
8. Hara Krushna Das:
Yet a big question whether the 1980 batch IAS officer of Gujarat cadre,
recently empanelled as Secretary, GoI, will move to the centre or not.
Sources say that even if he does not, H K Das is set rise to further
prominence as Modi's task-master. As the Guardian officer for Vibrant
Gujarat Global Investors Summit he has mammoth responsibility to translate
Modi's mega vision in VGGIS 2015 and hence he would gain more power
and privileges proportionately to the increased profile of Gujarat state;
the home turf of India's new PM.
BUREAUCRACY
Mishra is new Principal Secretary to PM
Nripendra Mishra
will be new Principal Secretary to Prime Minister Narendra Modi. He
is a former 1967 batch IAS officer of Uttar Pradesh cadre. Mishra had
also been Chairman of TRAI.
No Gujarat bureaucrat for time being ?
Except 1988 batch IAS officer A K Sharma and 1988 batch IFS officer
Bharat Lal, no other Gujarat Bureaucrat is expected to move to the PMO
for the next couple of months. Lal is likely to be posted as OSD in
PMO in the rank of Joint Secretary.
Rao is first CS of Seemandhara
IYR Krishna Rao will be the first Chief Secretary of Seemandhara. He
is a 1979 batch IAS officer.
Justice Roy to be CJ of Orissa HC ?
Chief Justice of the Rajasthan High Court Justice Amitava Roy is likely
to move to the Orissa High Court soon.
Justice Singh to be CJ of Rajasthan HC ?
Seniormost Judge of the Punjab and Haryana High Court Justice Jasbir
Singh is likely to be elevated as chief Justice of the Rajasthan High
Court.
New Chairperson for CPCB soon
Central Pollution Control Board (CPCB) is awaiting its full-time Chairperson
for years. Following the CAT orders given on April 17 the sealed envelope
comprising the names of short-listed candidates has to be opened by
the Cabinet Secretariat. As per the orders the first name on the panel
would be send to ACC for its ratification soon. Reportedly, the Dept
of Environment & Forest has sent the sealed envelop to the Cabinet
Secretariat yesterday only.
Why did Anil Baijal meet Modi ?
Why did former IAS officer Anil Baijal meet Narendra Modi in Gujarat
Bhawan ?Anybody's guess.
Will Chandrashekhar get some important assignment ?
Name of Rentala Chandrashekhar (1975, AP), presently President, Nasscom's,

Kamal Pandey (Ex HS) & O P Arya (Ex JS Internal Security MHA) are

Ajjampur Rangaiah Ghanashyam, presently High Commissioner to Nigeria,
has been concurrently accredited as the Ambassador of India to the Republic
of Cameroon, with residence in Abuja (Nigeria).
Pall appointed Ambassador to Czech Republic
Renu Pall currently Joint Secretary in the Ministry of External Affairs,
has been appointed as the next Ambassador of India to the Czech Republic.

Orders of A K Das for Director (Fin), BCL issued
The orders of A K Das, AGM, BHEL, for his appointment as Director (Finance),
Braithwaite & Co. Limited (BCL) have been issued by the Government

Pandey relieved to join GoI
Uttarakhand Government has relieved B P Pandey to join the GoI as Additional
Secretary. He is a 1983 batch IAS officer.
Ms Mani transferred to Delhi
Ms K Mani, Director (Oil), in the office of the Principal Director of
Commercial Audit and ex-officio Member, Audit Board-II, Mumbai, on relief
from her present duties by Dharmendra Kumar, who will hold additional
charge of the post till further orders, is transferred and posted as
Director (AMG-III), in the office of the Director General of Audit (CE),
New Delhi. She will relieve Ms Atoorva Sinha.

Whispers in the corridors of power have it that Mudit Kumar Singh is
oised to be empanelled as Joint Secretary, GoI. He is 1984 batch Indian
Forest Service officer of Chhattisgarh cadre.

Stop "cross-staffing"
The Government of India should stop "cross-staffing" i.e.
posting military officers to Ministry of Defence (MoD) in civilian posts
at the Director (GoI) and Joint Secretary (GoI) level. For example,
why should a Major General be appointed as Joint Secretary if a Joint
Secretary can not be appointed as Major General even though both share
the same status, rank and pay scale. There is no reciprocity and there
is a clear difference between civilian job and military job which should
not be mixed. However if the newly coming NDA government goes in for
cross-staffing and creates a post of Chief of Defence Staff (CDS), I
believe days won't be far ahead in India, if the civilian political
and bureaucratic leadership ever became weak, there will be military
Coup d'état (takeover). Military Coup d'état can only
be possible when the military has strongholds over important post, rank
in MoD.

All the bureaucrats at the level of JS and above should be sent back
to their cadres, otherwise it will become difficult for Mr. Modi to
achieve the desired results. Not doing so will make team Modi regret
later.

One only wishes that Modi Govt does not commit this blunder . Ajit Seth
is the mirror image of Manmohan Singh's in indecisiveness and lack of
leadership qualities. He is responsible for most of Dr Singh's failures.

There is no need to take any decisions by caretaker PM. In 2 days a
new govt, elected by the people will be sworn in. Time for all to take
a deep breath and wait till Monday. Review of all appointments made
in last 60 days will be in order.

New PM has toughest job ahead
The new Prime Minister has the toughest job ahead of him. The main
thing is not to streamline the functioning of various Ministries, but
that of revamping the whole System. The failure of the previous government
in the elections is mainly due to the faulty systems that could do more
harm than alleviating the suffering of the common man. The PM after
carefully choosing the right kind of a person for the right ministry
need to advise them to have all freshers as their personal staff. This
will prevent leaking of confidential policy discussions/decisions to
be taken by the new government. Similarly, there are many honest officials
working silently in various Govt. Departments, the should be identified,
motivated and give more responsibilties. The AAP could win the hearts
of many people in Delhi prior to LS elections reflect the fact that
people did want a corrupt free government. So, the new government should
keep in mind that unless corrupt officials are removed, good governance
is far from reality.

Paradigm shift in recruitment, promotion and functioning of bureaucracy
required
I feel that there should be a paradigm shift in recruitment, promotion
and functioning of bureaucracy. IAS should not enjoy time bound promotion
irrespective of their performance. Lateral entry at the level of JS
and Secretary should be allowed, professional should be included from
market. There should be same rules for promotion for all India officers
and other officers. The sir system inherited from Britishers should
should be completely abolished. Every officers should respect their
seniors without addressing them sirs and sahibs. First name should do
except for secretary. There should also be provision for partially assessing
the work of srs by junior officers as being followed in some pvt sector.This
will bring reform in governance

Are all speculations correct ?
There is media speculation that that the Cabinet will consist of leaders
born after Independence. The media is attributing the same to the older
lot not fitting in with youthful aspirations. But the media is forgetting
that the new Chief Minister of Gujarat is 72. Is that not evidence that
all the speculation is incorrect?

Dr.Raju Narayanaswamy IAS Topper of 1991,for being honest, has suffered

Contradictory stand by the PIO
An application was filed under the Right to Information (RTI)
Act with the Public Information Officer (PIO) of the Stressed
Assets Stabilization Fund (SASF) seeking information regarding
Deed of Assignment being Debt Assignment entered with IDBI, the
original secured creditor under SARFACEI Act etc. The PIO denied
the information u/s 8(1)(d) & (e) of the RTI Act. The appellant
submitted that he is the Managing Director and largest shareholder
of the Terrygold (India) Limited and the information sought by
him is required to settle his account with the public authority
in the light of demand made by many shareholders of the company.
The PIO argued that RTI applicant is seeking information on behalf
of his company which is not allowed as per the provisions of the
RTI Act. Further, the information sought by the appellant is already
available with him as he is the Managing Director and largest
shareholder of the Terrygold (India) Limited. The Central Information
Commission (CIC) observed that the PIO is taking contradictory
stands as in his reply he is claiming that the information sought
may not be disclosed as it attracts section 8(1)(d) and 8(1)(e)
of the RTI Act, on the other hand, at the hearing he is claiming
the fact that information sought by the appellant is already available
with him. The CIC remanded the matter back to the PIO with the
directions to provide speaking and reasoned order.
Comments
The case indicates lack of awareness of the provisions of the
RTI Act at the level of PIO. The PIO was lucky to have escaped
without any action against him.
