Story of Principal Secretary to Prime Minister ?
Whispers say that in the final round there were only four contenders
for the prestigious post of the Principal Secretary to the Prime Minister
Narendra Modi and only one from Gujarat cadre. While Anil Baijal of
the UT cadre was topping the list since he was personally interviewed
for 40 minutes by Modi. Sanjiv Mishra of the Gujarat cadre and Deepak
Chatterjee of the UP cadre were also in the reckoning through different
sources. Nripendra Mishra of the UP cadre however, remained victorious
. Now guessing game is on in the corridors of power on his mentor but
smile is only on the face of Raj Nath Singh.

The Supreme Court collegium headed by Chief Justice of India R M Lodha
had recommended the appointment of CJ of Orissa High Court Adarsh Goel,
CJ of Calcutta High Court Arun Mishra and Gopal Subramanium and Rohinton
Nariman as SC judges early this month . Enquiries revealed that Manmohan
Singh had forwarded the recommendation to the then Law Minister Kapil
Sibal. The file however, did not reach to the Supreme Court .
Orders of Doval issued
Formal orders of the appointment of A K Doval as National Security Advisor
(NSA) have been issued. He is a former 1968 batch IPS officer of Kerala
cadre.

Ajay Kumar Yadav, who was working as OSD to the former Finance Minister,

Indian Revenue Service (IRS) officer, Sanjeev Kumar, who was working

REC net interest income increases by 30% (UPDATED)
Rural Electrification Corporation Limited (REC), a Navratna Public Sector
Company has declared its quarterly/ yearly results for the period ended
31st March, 2014. In a meeting held on May 26, 2014, the Board of Directors
of the company approved the audited financial results. Total income
of the company for the quarter and financial year ended on 31st March,
2014 has increased to Rs. 4,490 crores and Rs. 17,121 crores respectively
as against the total income for the corresponding quarter and financial
year ended on 31st March, 2013 of Rs. 3,640 crores and Rs. 13,599 crores
respectively, thus registering an increase of 23% and 26% respectively
for the quarter and financial year ended on 31st March, 2014. The Net
Interest Income of the corporation increased by 30% to Rs.6,767 crores.
Profit after tax (PAT) of the company for the quarter and financial
year ended on 31st March, 2014 has increased to Rs. 1,192 crores and
Rs. 4,684 crores respectively as against the PAT for the corresponding
quarter and financial year ended on 31st March, 2013 of Rs. 960 crores
and Rs. 3,818 crores respectively thus registering an increase of 24%
and 23% respectively for the quarter and financial year ended on 31st
March, 2014. EPS for the year ending 31st March, 2014 is Rs. 47.43 per
share. Net worth of the company has increased by 18% from Rs. 17,454
crores to Rs. 20,669 crores. The Loan Asset Book of the company as on
31st March, 2014 is Rs. 1,48,641 Cr. and the outstanding borrowings
is Rs. 1,26,240 Cr. The Company paid an interim dividend of Rs. 7.75
per Equity Share (on face value of Rs. 10/- each) in the month of February,
2014. The Board of Directors has recommended final dividend of Rs. 1.75
per share (on face value of Rs. 10/- each) for the year 2013-14, subject
to approval of the Shareholders in the ensuing Annual General Meeting.
The total dividend (including interim dividend) for the financial year
2013-14 is Rs.9.50 per share (on face value of Rs. 10/- each).

As many as five officers belonging to Indian Administrative Service
(IAS) have been transferred and posted at different places in Haryana.
Accordingly, Subhash Chandra has been posted as Secretary, School Education
while Yas Garg was made ADC-cum-CEO, DRDA, Jind and Mrs Garima Mittal
is ADC-cum-CEO, DRda, Mahendragarh at Narnaul. Besides, Prabhjot Singh
was posted as ADC-cum-CEO, DRA & Special Officer, APZ, Ambala and
Rajnarayan Kaushik was appointed as ADC-cum-CEO, DRDA & Special
Officer, APZ, Hisar.
Jain is new Ambassador to Kazakhstan (UPDATED)
Harsh Kumar Jain currently Joint Secretary in the Ministry of External
Affairs, has been appointed as the next Ambassador of India to the Republic
of Kazakhstan. He is a 1993 batch Indian Foreign Service officer.

Tapping Solar Energy at AAI Airports (UPDATED)
As part of the series of efforts of AAI in tapping alternative sources
of energy, AAI is going to establish solar power plants at its airports
to meet not only its own requirements but also to feed the surplus power
generated to the local grid. An MoU between AAI and Solar Energy Corporation
of India (SECI) was signed today in the august presence of Ashok Lavasa,
Secretary, Civil Aviation and Alok Sinha, Joint Secretary, MoCA &
Chairman, AAI and Rajendra Nimje, MD, SECI for establishment of Solar
Power Plants at AAI Airports. The MoU was signed by Sudhir Raheja, Member
(Planning), AAI and Rakesh Kumar Director, SECI from Solar Energy Corporation
(SECI) at Rajiv Gandhi Bhawan, Safdarjung Airport, New Delhi. Senior
Officers of AAI and SECI were also present on this occasion. On this
occasion, Ashok Lavasa, Secretary, Civil Aviation, highlighted the importance
of tapping the solar energy through various outlets including storage
of power generated in rechargeable batteries. He also emphasized to
use full potential including roof top surfaces as large areas are available
at airports. He stated that utilization of stored energy in an efficient
and effective manner is very important and as such AAI shall identify
the outlets where the tapped energy can be channelized including other
applications of renewable energy for various establishments at airports.
Secretary, Civil Aviation directed that projects shall be accomplished
in a time bound manner and the airport-wise specific time lines shall
be worked out & followed up for effective implementation. Setting
up of Solar plants will not only achieve significant savings in power
bills over a period of time but also result in relief in significant
saving in carbon emissions apart from making airports self sustainable
so far as energy requirement is concerned. AAIs plan include installations
of 50 MW capacity plants (cumulative capacity in Phase I) which will
be enhanced to 150 MW(cumulative) over a period of time. The plants
will be installed on surplus land available with AAI and at large roof
tops of AAIs structures. In all about 30 Airports have been identified
by AAI for establishment of Solar Power Plants.

DoPT has fixed certain guidelines
DoPT has fixed certain guidelines as to how many personal staff and
the officers can have. The number of Staff Car is also fixed. But there
are rampant breaking of rules in the Government of India. As a result
what happens is that cooked and chamchas are posted with Ministers/Officials.
PSUs are also exploited.

The appointment for top positions recommended by MoEF during last Minister
regime in hurry and also made during code of conduct should be reviewed
by the new government. Most of the appointment recommended and held
are to provide benefits to the kith and kin of Secretary to GoI and

As there is a cut of age of politicians in the NDA govt, which is very
healthy sign , there should be no bureaucrat or even scientists above
the age of 60 in the govt at any level. I notice so many ex Secy to
GoI making their case for re entry in the govt. this should be completely
banned. even there are so many position in the GoI which has been created
to accommodate retired persons mainly political boss chamchas , they
shoule be immediately scraped. Hope someone in the present govt will
act promptly

I am a retired bureaucrat from a very prestigious all India service.
My humble request to the new Health Minister is that the first very
important business he should transact on assuming his charge is to disband
CGHS and assign all beneficiaries to the hospitals of their choice whether
in private or government sector. All central government employees and
more so pensioners would worship you. Literally!

Contradictory stand by the PIO
An application was filed under the Right to Information (RTI)
Act with the Public Information Officer (PIO) of the Stressed
Assets Stabilization Fund (SASF) seeking information regarding
Deed of Assignment being Debt Assignment entered with IDBI, the
original secured creditor under SARFACEI Act etc. The PIO denied
the information u/s 8(1)(d) & (e) of the RTI Act. The appellant
submitted that he is the Managing Director and largest shareholder
of the Terrygold (India) Limited and the information sought by
him is required to settle his account with the public authority
in the light of demand made by many shareholders of the company.
The PIO argued that RTI applicant is seeking information on behalf
of his company which is not allowed as per the provisions of the
RTI Act. Further, the information sought by the appellant is already
available with him as he is the Managing Director and largest
shareholder of the Terrygold (India) Limited. The Central Information
Commission (CIC) observed that the PIO is taking contradictory
stands as in his reply he is claiming that the information sought
may not be disclosed as it attracts section 8(1)(d) and 8(1)(e)
of the RTI Act, on the other hand, at the hearing he is claiming
the fact that information sought by the appellant is already available
with him. The CIC remanded the matter back to the PIO with the
directions to provide speaking and reasoned order.
Comments
The case indicates lack of awareness of the provisions of the
RTI Act at the level of PIO. The PIO was lucky to have escaped
without any action against him.
