All expectations of the media that trusted Gujarat bureaucrats will now rule the country have gone wrong. In the corridors of power it is now said "Gujarat is out and UP is in". First key appointment of Nripendra Mishra as Principal Secretary to the PM proves this point. Though 1988 batch IAS officer A K Sharma who is joining the PMO is from Gujarat cadre but hails from Uttar Pradesh. Cabinet Secretary is already from the UP cadre.

BEML registers growth (UPDATED)
BEML Limited, a Public Sector Enterprise under the Ministry of Defence, has recorded a sale inclusive of excise duty to the tune of Rs. 3120.17 Crs for the financial year 2013-14 as against Rs. 2998.87 Crs in the year 2012-13 registering a growth of 4%. The Mining & Construction business of the Company registered a growth of 4.5% over 2012-13 inspite of around 15% de-growth in domestic & global markets. The Rail & Metro registered a growth of 25% over previous year. With the above performance, the Company has achieved a gross margin of Rs. 173.10 Crs during 2013-14 as against Rs. 68.91 Crs during 2012-13. The PBT ( Profit Before Tax) of the Company stood at Rs. 9.09 Crs for the year. BEML has a healthy order Book position to the tune of Rs. 6052.91 Crs at the beginning of the financial year 2014-15 and further orders are expected.

7 IAS officers transferred in Chhattisgarh (UPDATED)

May 26 should be 'India development day '

For the first time in the election history of India, the voters turnout was so heavy and was in favor of development of the country, ignoring all other considerations, reposing faith for that only in Narendra Modi. Our Hon'ble PM NaMo took oath on May 26 promising the dreams of voters to come true. 1. If ethics of governance is inspired by the Father of the Nation treating the Cabinet as trustees of the people's power;
2. Revenue collection goes up and tax rates go down;
3. Citizens don't have to pay to public servants for services remunerated by the state;
4. Citizens are protected from robbers like land sharks, real estate companies, stock market, financial frauds, supplies of goods & services manipulators;
5. Access to education and employment is not denied to anybody for any reason, even if intake capacity has to be increased;

Retirement age will benefit deadwoods

Outright increase in retirement age will benefit only those deadwoods who can carry on for another two years without any benefit for the public or government. Government should introduce a staggered type of retirement age starting from 58 to 64.Retirement age of Secretary level officers should be raised to 62 and Additional Secretaries maintained at 60.Those centre service officers who missed promotions at central level and hide in states should be retired as per the centre grade.

New Government at the center

Now that a super efficient Government is all set to take over the Central Services require to be given its due share considering the competence, honesty, hardworking and focused. First and foremost thing is to protect the honest officers who have been punished by UPA2 by launching false vigilance cases. All cases where in the Ministries have levied penalty on the officers in spite of inquiry Report having exonerated them should be squashed and officers be given back the honour and prestige. The role of CVC and UPSC should be oriented towards honest officers. The vigilance cases languishing for a number of years launched at the whims and fancies of Ministers (DA) should be closed summarily. There should be a unified Civil Service across the country like during traditional Indian System of administration . The bifurcation of the services as Al India Service and other Services should be scrapped. There is a general goodwill generated by the symbolism of the New PM bowing down at the steps of the Parliament . This requires to be infused into the Unified Service to prepare them for being Mazdoors rather than rulers. Cleaning of Ganga should be seen as a divine activity. All Civil Servants to do yoga compulsorily.

Discrimination to P&T pensioners

The Central Government Pensioners, whether they were beneficiaries or not while in service, are permitted to join CGHS on retirement. However the Ministry of Health & FW had issued an order dated 1.8.1996 according to which all P&T Pensioners who were not participating in CGHS while in service have been debarred. This itself is a very grave discrimination, which is not permissible under Article 14 of the Constitution. This was therefore was challenged in Courts and the latest position achieved is that the Courts have held that the P&T Pensioners may be permitted to participate in CGHS or alternatively covered under CSMA Rules, 1944. But simply for no reason the matter has been dragged before the Apex Court by filing SLP and thus the matter is subjudiced and nobody knows when the matter will be finally disposed of. Since our repeated appeal to the UPA Government could move none, I request the present NDA Government at the Centre to withdraw the order dated 1st August, 1996 which would at least give some sort of relief to the P&T Pensioners.

A simple solution from a Bureaucrat to reform Bureaucracy

I don't know if I can get this suggestion through to Modi. But a simple suggestion to reform Bureaucracy is to bring in Act or circular to implement a clause 'Deemed to be approved since the time limit has crossed' in all Government departments. A time limit should be set for a decision and if it crosses it should be deemed to be approved. From the harassed bureaucrats pursuing their leave applications or release orders etc to the general public pursuing their applications for licenses, documents etc, all would immensely benefit from it.

Railway Board a black Board with mean, egoist, arrogant staff

Another Railway accident on a historic day when the whole country was rejoicing on the changeover to better days after ten years of misgovernance. Railways need a big jolt from our new Prime Minister. The new Railway Minister has to assert to instil some discipline in the organization. The Board has become a black Board with mean, egoist and arrogant staff. Their main focus is on transfers and postings. Recently they floated a transfer policy under which officers have to apply for being posted in Railway Board as this is now a deputation post. How ridiculous. It is like if an IAS officer gets posted in the secretariat he will be on deputation .If an IAAS officer gets posted in CAG's office is he on deputation? They also do not accept guidelines like husband and wife being posted together as laid down by DoPT. They are law unto themselves. They have to be brought out of this indifference before they can deliver on your dreams, Mr Prime Minister.

Contradictory stand by the PIO

An application was filed under the Right to Information (RTI) Act with the Public Information Officer (PIO) of the Stressed Assets Stabilization Fund (SASF) seeking information regarding Deed of Assignment being Debt Assignment entered with IDBI, the original secured creditor under SARFACEI Act etc. The PIO denied the information u/s 8(1)(d) & (e) of the RTI Act. The appellant submitted that he is the Managing Director and largest shareholder of the Terrygold (India) Limited and the information sought by him is required to settle his account with the public authority in the light of demand made by many shareholders of the company. The PIO argued that RTI applicant is seeking information on behalf of his company which is not allowed as per the provisions of the RTI Act. Further, the information sought by the appellant is already available with him as he is the Managing Director and largest shareholder of the Terrygold (India) Limited. The Central Information Commission (CIC) observed that the PIO is taking contradictory stands as in his reply he is claiming that the information sought may not be disclosed as it attracts section 8(1)(d) and 8(1)(e) of the RTI Act, on the other hand, at the hearing he is claiming the fact that information sought by the appellant is already available with him. The CIC remanded the matter back to the PIO with the directions to provide speaking and reasoned order.

Comments

The case indicates lack of awareness of the provisions of the RTI Act at the level of PIO. The PIO was lucky to have escaped without any action against him.
