Suspense persists over the appointment of new Cabinet Secretary. One thing is certain if no OSD is appointed on June 1 will be an indicator that present Cabinet Secretary Ajit Seth is getting three months extension.

Next BJP President has to have Gujarat connection?
Amid the two names, J P Nadda and O P Mathur, in the fray of new BJP President Amit Shah's name have also been doing rounds. The day Rajnath Singh met RRS Chief J P Nadda was presented with bouquests by over 40-50 party workers and well wishers. Party workers and supporters of J P Nadda feel that only formal announcement is awaited. Whosever win the race but one thing seems in-common; all the three names have been closest to Narendra Modi. O P Mathur has been BJP in-charge for Gujarat for over a decade. It is said that when Modi was in making he did RRS assignment in Himachal Pradesh. During those days J P Nadda used to be one of the confidants of Modi. Those who know the affairs well feel that for strategic reasons Amit Shah is unlikely for party president. One can not deny Mathur's prospects too. But all it has to have Gujarat connections albeit in a different way.

The Supreme Court Collegium headed by Chief Justice of India, R M Lodha had recommended the appointment of CJ of Orissa High Court, Adarsh Goel, CJ of Calcutta High Court Arun Mishra and Gopal Subramanium and Rohinton Nariman as SC Judges early this month . New Law Minister Ravi Shankar Prasad is believed to have called for the file to be sent to Prime Minister Narendra Modi for nod.

Contrary to the continued buzz and previous media reports it is reliably learnt that the Modi Govt will not go for change in the coveted slot of RBI and Raghuram Rajan will continue as RBI Governor.

If some well placed sources are to be believed Shatrughna Singh may continue with the PMO. The 1983 batch IAS officer of Uttarakhand cadre has been serving as Additional Secretary to PM. It is also heard that though he may be allowed further favourable assignment outside PMO but not sooner. He is expected to continue with PMO for now.

REC signs MoA with ICRISAT under CSR (UPDATED)
REC, a Navratna public sector enterprise, has committed financial contribution of Rs. 22.33 crore under its CSR initiatives for undertaking the "Farmer-centric Integrated Watershed Management Programme" to be implemented by International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), Andhra Pradesh, over five years period with the objective of improving the livelihoods of small farm holders in rural areas of Ananthapur and Mahaboobnagar districts in Andhra Pradesh. A Memorandum of Agreement in this regard was signed on May 29, 2014 by P J Thakkar, Director (Technical), REC, and Dr. William D Dar, DG, ICRISAT, in the presence of Rajeev Sharma, CMD, REC, Ajeet Agarwal, Director (Finance), REC, besides other senior officials from REC and ICRISAT. The programme will cover 11,000 ha targeting conservation and harvesting of rainwater as well as its efficient use for improving crop productivity in water scarce regions of these two districts. The project will also address the issues of increasing agricultural productivity as well as fodder production and improving livelihoods through agricultural related micro-enterprises for the landless people in the benchmark watersheds in an integrated manner.

Pinning all hopes on new Finance Minister

Congratulations on taking over as Finance Minister. Here I would like to submit first thing to new FM that ITR-1 can be made without any rider. CBDT with the help of Ex. Finance Minister was able to manage many things which were not favourable to small tax payers but there was no problem for people whose taxable income was more than 1 crore. There was no increase in number in last two years for such people as whole IT department was busy in chasing small tax payers (taxable income less than 10 lakhs). ITR-1 is meant for salaried/pensioners who has also income from interest and owns one house. CBDT has put rider to create problem that if tax exempt income is more than Rs.5000 then he/she can not use ITR-1. There are more than 20 types of income which are tax exempt including agriculture income. A retired person getting Rs.30000/- pension and Rs.1000/- as tax exempt due to agriculture or equity dividend is denied to use ITR-1. Why it is so? There should be simplest form for such category. Hence I request new Finance Minster to take away the rider of tax exempt income of Rs. 5000/ from ITR-1 and increase limit, if at all, by at least to Rs. 24000/-. It will ease out problems of many small tax payers while filing income tax return. July 31 normally remains last date of filing returns. Good luck!

Rajnath Singh hitches his wagon lock, stock and barrel with Modi

The smartest operator and the biggest beneficiary in BJP's win is Rajnath Singh. He was a small time faction leader in the caste ridden UP who almost saw BJP's demise there by playing partisan politics. When he found he is a non-entity in UP, he shifted to Delhi. He would have remained a non-enity there also, but for his luck becoming BJP President at a crucial time. He hitched his wagon lock stock and barrel with Modi and started strutting across the country. Now Modi has won a thumping victory and Rajnath gets the plum portfolio of Home, once occupied by great men like Sardar Patel.

Dr. Ashvini Kumar is eminently qualified for post of DG, ICFRE

This refers to comments on ICFRE. Let there be no doubt that Dr. AShvini Kumar, who has been selected to head ICFRE as DG, is eminently qualified for the post. The change of guard in the GoI, should not trigger a rethink on this account. There are many sycophants waiting in the wings to pounce on the opportunity! Forestry has fallen down an unfathomable abyss of darkness. The excellent scientific management introduced and developed by Dr. BRANDIS and his successors prior to 1947, has been destroyed beyond recognition by opportunistic foresters and politically influenced BABUS. Scientific forest management has ceased to exist over major parts of India. UPA's wicked designs on diversion of scarce forest land resources through the Forest Rights Act have taken a heavy toll on forest resources resulting in fragmentation of ecosystems. Mindless and hasty additions to the Protected Area Network have only further alienated tribals. Joint forest management in its present form is inimical to forest management prescribed by Working Plans. Directives of the Apex Court in this regard are summarily disregarded. Humongous plantation targets imposed by the BABUS, are mindlessly implemented with an eye on quick financial gains. Forest management has adopted the fast food culture. The need of the hour is to restore regulatory role of ICFRE in silvicultual management. A network of field plots set up by FRI in pre 1947 days, needs to be restored and reworked. Dr. Ashvini Kumar, if and when appointed as DG, ICFRE, has a huge responsibility to not only lead forestry research and education, but also to restore the lost glory of a world renowned Institution and its traditions.

Ministers tend to deploy huge staff in their offices. Let this not happen in your leadership. Please ensure that the staff is security vetted and their credentials duly verified. Let them be put under CBI's scanner. Services of retired or serving government officers should be utilised. Employment of private persons must be banned. Further, if a minister has charge of more than one ministry, only one room should be allotted to him or her. In the earlier dispensation, some ministers were occupying 2 to 3 rooms. The practice of borrowing services of ministerial employees, on informal basis, must be stopped. They merely contribute to corruption. Ministers transport bills must be put on ministries' websites. Let the Ministers be in their offices at 9 A M. This will motivate their subordinates to be punctual.

Policy demoralises railway staff

Frequent railway accidents and near misses show how far the present reservation policy has demoralised the railway staff. A graduate and bright station master is superseded by a matric, years junior to him, just because he belongs to the privileged class. And the railways were the first to implement such a policy. One can understand social compulsions in giving reservation to certain communities, but to carry it forward on promotions also is most ludicrous. By implementing such a policy in railways and other professions like medicine and engineering government is playing with the life of the people.

Contradictory stand by the PIO

An application was filed under the Right to Information (RTI) Act with the Public Information Officer (PIO) of the Stressed Assets Stabilization Fund (SASF) seeking information regarding Deed of Assignment being Debt Assignment entered with IDBI, the original secured creditor under SARFACEI Act etc. The PIO denied the information u/s 8(1)(d) & (e) of the RTI Act. The appellant submitted that he is the Managing Director and largest shareholder of the Terrygold (India) Limited and the information sought by him is required to settle his account with the public authority in the light of demand made by many shareholders of the company. The PIO argued that RTI applicant is seeking information on behalf of his company which is not allowed as per the provisions of the RTI Act. Further, the information sought by the appellant is already available with him as he is the Managing Director and largest shareholder of the Terrygold (India) Limited. The Central Information Commission (CIC) observed that the PIO is taking contradictory stands as in his reply he is claiming that the information sought may not be disclosed as it attracts section 8(1)(d) and 8(1)(e) of the RTI Act, on the other hand, at the hearing he is claiming the fact that information sought by the appellant is already available with him. The CIC remanded the matter back to the PIO with the directions to provide speaking and reasoned order.

Comments

The case indicates lack of awareness of the provisions of the RTI Act at the level of PIO. The PIO was lucky to have escaped without any action against him.
