If Modi becomes PM, India Inc
to be treated at par
Given the fact that the BJP's Prime Ministerial
candidate Narendra Modi is assumed to be largely supported by the Corporate
Houses across the country, whispersinthecorridors.com tried to find
out from its surfers that which business house will be the top most
gainer incase Modi assumes the high office.
And the opinions of all the respondents clubbed together indicate that
no single business house will be favoured. "All will be treated
at par". However, some of the surfers felt that Ambanis and Adanis
will be at an added advantage.
"No business house will be number One if Modi becomes PM. All business
houses will be happy because the atmosphere in the administration will
no longer be anti-business. Modi will not tolerate nonsense from anybody
and will not promote any one unduly", said Arjun Mallik
Another surfer N V K Prabhakar also said, "Narendra Modi is a clever
administrator with a foresight. Hence instead of supporting a business
house or two, he will create competition among the business houses to
multiply his developmental index".
Similarly, Aarti Khosla also opines that no single
corporate house is going to gain from Modi if he becomes the Prime Minister
of the country. "His 'closeness' to Adani and Ambani has been made
much use of in criticising him during this campaign. The critics however
forget that these two corporate houses have contributed much to the
growth of Gujarat and to the national growth as well", she says.
Yet another prominent contributor to our columns, A K Saxena who is
a retired civil servant has opined that none of the business house will
have any advantage of Modi becoming the PM because, in his view, such
blatant favouritism or crony capitalism has been rampant during UPA's
regime, due to systematic subversion of all investigative agencies.
Another surfer, Harish Kumar said, "Consider
the flip side, if Modi becomes the PM, no direct or indirect help to
any corporate house would be possible. This is a competitive world.
No industrialist will have an edge over other, the prospective Modi
Government will be cautious in years to come especially due to recent
happenings"..
R K Nagpal who claims to have worked in Gujarat in Banking & Finance
field with H Q at Ahmedabad from 1995 to 2007 asserts, "It is an
admitted fact that NAMO is pro development, man of tremendous administrative
capacity & capability and has changed the face of Gujarat in every
field - be it infrastructure ( roads, ports power generation ( including
solar power ) & distributions, it may be Tourism, may be agriculture".
Only one surfer, Sagar Chawla feels that Adani Group and Ambani group
would further prosper if Modi becomes Prime Minister.

Empanelment of 1984 batch IPS officers till
June only; APARs are being collected
The empanelment of 1984 batch IAS officers
as Additional Secretary, which took place recently only, has triggered
the buzz about the timeline of 1984 batch IPS officer' empanelment as
ADG. It reliably learnt that APARs are being collected at present. Reportedly,
it would take place not before June this year.
Tarun Bajaj to be JS in DEA !
Tarun Bajaj is being appointed Joint Secretary in the Department of
Economic Affairs (DEA). He is a 1988 batch IAS officer of Haryana cadre.
Ariz Ahammed to be JS in Science and Technology ?
Dr M Ariz Ahammed is being tipped to be Joint Secretary Science and
Technology in the Government of India. He is a 1995 batch IAS officer
of Assam-Meghalaya cadre.
Saurabh Garg is new JS DEA
Saurabh Garg has been appointed Joint Secretary in the Department of
Economic Affairs (DEA). He is a 1991 batch IAS officer of Odisha cadre.

Joint Secretary, Agriculture, E K Majhi is returning to the parent Kerala
cadre after completion of central deputation tenure. He is a 1989 batch
IAS officer.
Gupta front runner in the race of GM, Northern
Railway
Whispers have been doing rounds that R K Gupta is ahead in the race
of GM, Northern Railway. The awaited appointment orders for V K Gupta
as new Member (Engineering) Railway Board has fuelled the speculations.
R K Gupta is presently serving as GM, Eastern Railway.
SPS Bakshi is most likely to get second term
SPS Bakshi CMD of Engineering Projects India Ltd is likely to get extension
for full second term. Bakshi, has completed his term on 4th February
2014. Further, his tenure was extended by Ministry of Heavy Industry
for 3 months & strongly recommended extension of next tenure. Under
the leadership of Bakshi, EPIL has a total turnaround in infrastructure
development in India & overseas.
Ms Rajesh goes on inter cadre deputation to
Tamil Nadu
An inter cadre deputation of Ms Beela Rajesh from Jharkhand to Tamil
Nadu has been approved of. She is a 1997 batch IAS officer of Jharkhand
cadre.
What is the hurry ?
While all petty matters are being referred to and oft cleared and sometimes
not by EC, the biggest side side stepping of norms is the sheer brazenness
in attempts to issues posting orders in CBEC and CBDT. Even though orders
are being forced down, the proverbial, throats of the two Boards, what
is amazing, for a better word, Chicanery, is that the orders shall be
effective from 1st of June. When the FM is definitely out considering
that he is not contesting elections why officers are willing to tread
where Angels refuse to; is agitating officers who may be affected and
next regime will undo-therefore NA GHAR KA NA GHAT KA. Or is there an
interest in the whole exercise, which knowing the officers can be exploited
only on performance and not on promise.
Butola to retire in May
The tenure of R S Butola, Chairman, Indian Oil Corporation Limited (IOCL)
is coming to an end on May 31, 2014.
Tenure of Doordarshan DG to end in June
Deputation tenure of Doordarshan DG, Tripurari Sharan, is coming to
an end in June. He is 1985 batch IAS officer of Bihar cadre.

It is reliably learnt that S S Gautam has been shortlisted for the post

Bhagwan Shankar's deputation extended
Joint Secretary in the Ministry of Home Affairs, Bhagwan Shankar , has
been given extension in deputation tenure till November 30, 2015.He
is 1988 batch IAS officer of Sikkim cadre.
Surya Prakash is new CVO of ECIL
M Surya Prakash, IFS has been appointed CVO in the Electronics Corporation
of India Limited (ECIL), New Delhi. He is a 1985 batch IFS officer of

Authority to post officers being abused !
With due regards to the defender of the Government action to award their
favourites with foreign postings before demitting office, may I ask
him whether those working in the personal staff of the Prime Minister,
Finance Minister or other Powerful Ministers become outstanding by virtue
of their proximity to the concerned ministers? Let us not deny the fact
(forget about the foreign postings) that the authority to post and transfer
officers is being abused by not only ministers but the senior officers
who sometimes show total disregard even for well-laid principles.Favouritism,nepotism
and of course corrupt considerations prevail to the great chagrin of
upright hard working officers.As for this Government placing officers
close to it in coveted assignments abroad ,no one will bite the argument
that this is a regular exercise.

Landmark judgement of Supreme Court
The highest court of the country has delivered a landmark judgement
in which officers of JS and above can be questioned by C.B.I. without
taking permission from DoPT/Govt. This is a welcome step. Otherwise
when ever any problem crops up regarding vigilance then the junior officers
from Director and below were to face the brunt even if the folly has
been committed by seniors.This will be a definite step in weeding out
corruption at the top level.

DATE WITH RTI

Information pertaining to Yuva and Eco Club, sanitation, water
supply, Republic Day & Independence Day celebration, Mid Day
Meal and Local Tour at GBSSS, were sought through separate Right
to Information (RTI) applications. Ten different appeals filed
by the appellant were taken up together by the Central Information
Commission (CIC). The CIC observed that all the officers of Respondent
Public Authority were very sincere, responsive to questions and
trying to provide each and every information that was being sought
by the Appellant with great care and caution. The appellant's
request for imposition for penalty for alleged delay of 18 days
was rejected by the CIC. The Commission observed that all the
RTI applications and first appeals relating to the issue of one
single school wherefrom he is discontinued as Guest Teacher are
malafide.
Comments
There are instances where an appellant does not have any patience,
disputes everything and puts every officer on toes. Some of such
appellants may be ex-employees and for any office, it is very
difficult to tackle such a person who appears to take vengeance
against the entire department. Such appellants can be handled
by a PIO only with a thorough knowledge of the RTI Act coupled
with sensitive handling.
