If Modi becomes PM, India Inc
to be treated at par
Given the fact that the BJP's Prime Ministerial
candidate Narendra Modi is assumed to be largely supported by the Corporate
Houses across the country, whispersinthecorridors.com tried to find
out from its surfers that which business house will be the top most
gainer incase Modi assumes the high office.
And the opinions of all the respondents clubbed together indicate that
no single business house will be favoured. "All will be treated
at par". However, some of the surfers felt that Ambanis and Adanis
will be at an added advantage.
"No business house will be number One if Modi becomes PM. All business
houses will be happy because the atmosphere in the administration will
no longer be anti-business. Modi will not tolerate nonsense from anybody
and will not promote any one unduly", said Arjun Mallik
Another surfer N V K Prabhakar also said, "Narendra Modi is a clever
administrator with a foresight. Hence instead of supporting a business
house or two, he will create competition among the business houses to
multiply his developmental index".
Similarly, Aarti Khosla also opines that no single
corporate house is going to gain from Modi if he becomes the Prime Minister
of the country. "His 'closeness' to Adani and Ambani has been made
much use of in criticising him during this campaign. The critics however
forget that these two corporate houses have contributed much to the
growth of Gujarat and to the national growth as well", she says.
Yet another prominent contributor to our columns, A K Saxena who is
a retired civil servant has opined that none of the business house will
have any advantage of Modi becoming the PM because, in his view, such
blatant favouritism or crony capitalism has been rampant during UPA's
regime, due to systematic subversion of all investigative agencies.
Another surfer, Harish Kumar said, "Consider
the flip side, if Modi becomes the PM, no direct or indirect help to
any corporate house would be possible. This is a competitive world.
No industrialist will have an edge over other, the prospective Modi
Government will be cautious in years to come especially due to recent
happenings"..
R K Nagpal who claims to have worked in Gujarat in Banking & Finance
field with H Q at Ahmedabad from 1995 to 2007 asserts, "It is an
admitted fact that NAMO is pro development, man of tremendous administrative
capacity & capability and has changed the face of Gujarat in every
field - be it infrastructure ( roads, ports power generation ( including
solar power ) & distributions, it may be Tourism, may be agriculture".
Only one surfer, Sagar Chawla feels that Adani Group and Ambani group
would further prosper if Modi becomes Prime Minister.

It is reliably
learnt that the empanelment of 2000 batch IPS officers as DIG may take
till June. The meeting of the committee headed by Home Secretary is
yet to take place.
Archana Ramasundaram takes over as AD in CBI
Archana Ramasundaram has taken over as Additional Director of CBI. She
is 1980 batch IPS officer of Tamil Nadu cadre. Meanwhile, her appointment
has been cancelled by Supreme Court.

Five officers belonging to Indian Police Service (IPS) of various cadres
and batches are retiring in May 2014. The officers include: Arun Choudhary
of Bihar cadre; M D Antani of Gujarat cadre; S Gopinath of Kerala cadre;
Roshan Lal Bhagat of Punjab cadre and Ashok Naruka of Rajasthan cadre.
Four 1984 batch IAS officers to get posting
in 10 days ?
Four 1984 batch IAS officers are expected to get posting as Additional
Secretary in the Government of India in a week or two. They are Mssrs
Kumar Arvind Singh Deo of Uttar Pradesh cadre; Deepak Kumar of Bihar
cadre; Durga Shankar Mishra of Uttar Pradesh cadre; Arun Kumar Panda
of Orissa cadre.

As the grapevine has it, Anil Paliwal is all set to move on central

Will Rao get six-months extension ?
Whispers have been doing rounds that Ram Manohar Rao is being given
extension for another six months. Presently he is serving with Railway
Board as Director Finance (Expenditure)-I. He is an IRAS officer of
1997 batch. He has already completed his five years term under central
deputation.
Jindal in race for Spl Director, ED (Northern
Zone)
Whispers in the corridors of power have it that Rajesh is also in the
race of Special Director, Enforcement Directorrate. The 1991 batch IRS
(C&CE) officer is presently serving as Commissioner (C&CE),
Kolkata.

Prasar Bharti is headless these days. Tenure of chairperson Mrinal Pande
ended on April 30.Posts of Member (Finance) and Member (Personnel) are

BSNL CMD to retire in June
Rakesh Kumar Upadhyay, Chairman-cum-Managing Director, Bharat Sanchar
Nigam Limited (BSNL) is retiring on June 30. Anupam Shrivastava, Director
(CM), BSNL, is expected to succeed him in July, 2014.

Taxman turn Professional
The 1989 batch IRS officer, Sudesh Garg after voluntarily retiring from
the IRS has turned professional and has set up his own legal practice
after getting enrolled with the Delhi Bar Council as an advocate. He
served at Ahmedabad, Bhopal and Delhi during his around 23 years of
service as an IRS Officer. For a very large part of his career as an
IRS officer, Garg was entrusted with extremely sensitive and prestigious
responsibilities of search and seizure functions, better known as income
tax raids. He has also worked at the Principal bench of Settlement Commission
and also represented department before the Tax Tribunal at Delhi. This
is being seen as another instance of government not being able to retain
talent.
Dr Singh appointed as DIG, CRPF
Dr Kamal Kishore Singh has been deputed to Government of India as Deputy
Inspector General of Central Reserve Police Force (CRPF) under the Ministry
of Home Affairs. He is a 1996 batch IPS officer of Bihar cadre.

Yet another year of excellent growth for
HUDCO (UPDATED)
Housing & Urban Development Corporation Ltd. (HUDCO), the premier
techno -financing CPSE under the Ministry of Housing and Urban Poverty
Alleviation has completed yet another successful year in the service
of the nation. Accordingly to Dr M Ravi Kanth, CMD, for the financial
year 2013-14, HUDCO has posted impressive ProfitAfterTax (PAT) of Rs.
719.69 crores (provisional) as against Rs. 700.56 crores during 2012-2013
with 2.73% increase over last year. The total Sanctions for the year
have also been 16.6% higher with total sanction of Rs. 17491 crore against
the MoU target of Rs. 15000 crores. Out of the total 14.34 lakh Dwelling
Units (DUs) sanctioned during the year, 98.5% are for the Economically
Weaker and Low Income Group categories, which is in sync with HUDCO's
motto of "Profitability with Social Justice". In the field
of Urban Infrastructure, HUDCO has sanctioned a total of 72 schemes
with a financial assistance of Rs.7,848 crore under various sectors
like Water Supply, Sewerage, Drainage, Power, Social Infrastructure,
Commercial Infrastructure, Roads and Transport. During 2013-14, HUDCO
successfully mobilized Rs 4987.12 crore through the issue of Long Term
Tax Free Bonds. Outlook on HUDCO's credit rating has also been upgraded
from "Stable" to "Positive" by India Ratings (Fitch
Group). Under the HUDCO - KFW grant assistance, in 2013-14, HUDCO has
sanctioned 10 Model Village/Basti in the natural calamity hit areas
of Uttarakhand state for Rs. 7.00 crore (Rs.70 lacs each) and 5 Model
Village/Basti in the Super Cyclone hit areas of Odisha State for Rs.
3.5 crore (Rs.70 lacs each) as part of its CSR schemes.

CGHS affairs
Widespread dissatisfaction prevails over the functioning of the CGHS
organization in Bhubaneswar. Most of the Members face difficulties in
getting the prescribed medicines which are to be supplied by the private
vendor. Short supply or no supply situation arises in almost every case.
Once a medicine indented is not supplied, the Member has to seek another
approval from the Doctor and this involves more visits to the CGHS Dispensary.
The local vendor has been highly inefficient and inadequate for the
job. How such an inefficient vendor has been selected by the Additional
Director, CGHS of Bhubaneswar is a mystery. Complaints to the Additional
Director against the vendor remain unattended. Pensioners like me have
been suffering and are being forced to buy expensive medicines from
the market because the CGHS vendor is unable to supply the indented
medicines. Will someone in CGHS Headquarters in Delhi please listen?
The vendor should be immediately changed and a competent one appointed.
The Additional Director needs to be made responsive to the genuine grievance
of the Members.

Posting abroad - not a continuous process
I beg to differ. Posting abroad is not a continuous process. There is
no professionalism and talent weightage while officers are considered
for postings abroad. Those who are very good in public relations, protocol,
lifting suit cases, but are normally zero in delivery make it to the
best called "super A" and talent rottens in worst stations
and normally suffer. This is high time a better mechanism is found for
postings abroad especially at senior (Joint Secretary and above) and
Ambassador/HC level.

Fair selection !
Apropos posting of officers abroad and comments appearing on this channel
in this regard, one may bear in mind that strange as it may seem to
some, it is a fact which can be verified that the personal staff of
some of the top Ministers in this Government were chosen not by virtue
of proximity to the Minister but by careful selection, after openly
seeking applications from divers officers of various services, selection
being based on merit and after matching the CVs of officers with the
concerned department's job profile followed by rigorous interviews.
The officers thus selected were purely on their own merit. Had backgrounds,
connections or service affiliation mattered they would not have been
thus selected. It may be added that these facts are being stated by
a completely neutral observer. When Minister(s) are commented upon,
their current popularity or otherwise tends to colour our perceptions.
In all fairness, however, facts must not be ignored.

There is utter lack of professionalism and transparency in the way many
officials close to Power circles/ or in personal establishment of Political
executives have been considered for important postings in and out of
the country in the recent times. Perhaps the wider message for the honest
and upright officers is that it pays to be in the power circle of Powers
that be rather slogging it out on files notwithstanding measurable and
proven track record of performance.

DATE WITH RTI

Information pertaining to Yuva and Eco Club, sanitation, water
supply, Republic Day & Independence Day celebration, Mid Day
Meal and Local Tour at GBSSS, were sought through separate Right
to Information (RTI) applications. Ten different appeals filed
by the appellant were taken up together by the Central Information
Commission (CIC). The CIC observed that all the officers of Respondent
Public Authority were very sincere, responsive to questions and
trying to provide each and every information that was being sought
by the Appellant with great care and caution. The appellant's
request for imposition for penalty for alleged delay of 18 days
was rejected by the CIC. The Commission observed that all the
RTI applications and first appeals relating to the issue of one
single school wherefrom he is discontinued as Guest Teacher are
malafide.
Comments
There are instances where an appellant does not have any patience,
disputes everything and puts every officer on toes. Some of such
appellants may be ex-employees and for any office, it is very
difficult to tackle such a person who appears to take vengeance
against the entire department. Such appellants can be handled
by a PIO only with a thorough knowledge of the RTI Act coupled
with sensitive handling.
