NDRF head O P Singh joins
O P Singh has joined as head of the National Disaster Response Force
(NDRF).The 1983 batch IPS officer of UP cadre Singh is presently ADG
CISF. Singh has the unique distinction of being the first IPS officer
to have obtained an MBA degree in disaster management discipline. He
has earlier served in the SPG and the CRPF.
Anurag Goel retires today
The Member of the Competition Commission of India (CCI), Anurag Goel,
is retiring on Monday after completion of tenure. He is retired 1972
batch IAS officer of UP cadre.
One dozen appointment files of Coal and Petroleum PSUs stuck

Vipul Mittra moves to training centre
After almost 5 years of fantastic tenure in tourism Vipul Mittra has
moved on to the very important but largely ignored training sector.
During his time Gujarat tourism totally transformed. It won 70 awards,
roped in bachchan, number of tourists increased by 1 crore, rate of
growth in tourism became double of national growth rate at 15 percent
per annum. Gujarat got the largest investment in tourism in India last
year. Out is 1 lac crore of private investment in tourism sector on
India , 39000 crore came into gujarat. The , budget increased by 7 times,
hotel rooms in gujarat increased from 48000 to 70000 and toi aim corporation
came from losses into a 40 crore annual profit making PSU. PM Modi wants
all govt employees to feel the sense of service. On Independence Day
speech he said govt employees when asked say we do service while private
employee says we do job. The sense of service has to be revived. For
that we need to inculcate Motivation and discipline. Modi gave the mandate
to Gujarat to show the way to the nation and has given mandate to Anandiben
to turn around this sector also. Vipul mittra is now posted as Director
General of Sardar Patel Institute of Public Administration. Responsible
for training of 5 lac govt employees. By putting him in training modi
and Anandiben patel want to change the perception of training. And turn
this sector around. To turn govt employees into karamyogis. When mittra
joined tourism in Gujarat , it was a very low priority sector. It was
nowhere in national level as compared to Kerala goa and Rajasthan. With
prohibition it was a big challenge and many before mittra had tried
and failed. But vipul mittra turned around this sector and today look
at where Gujarat has reached as a leader at national level in tourism
sector.
Pradhan in race for Director (HR) IOCL
Whispers in the corridors of power have it that J Pradhan is also in
the race for Director (HR), Indian Oil Corporation. Reportedly, PESB
will soon be interviewing the prospective candidates. Pradhan is serving

Deadlock over minimum qualification for CMD, MIDHANI
If sources in the ministry are to be believed, there seems to be a deadclok
between PESB & the Ministry of Defence over the minimum qualification
for the coveted position of CMD, Mishra-Dhatu Nigam Limited (MIDHANI).
Prior to the advertisement of vacancy MoD wants it to be 'engineering
graduate' whereas PESB seems to be in favour of 'graduate' in general.
M Narayan Rao, the incumbent CMD, MIDHANI, is scheduled to retire on
August 31, 2015.
Sudhir Kumar reviews performance of CWC and
presents awards to it
The Central Warehousing Corporation (CWC) organized Regional Managers'
Conference at its Corporate Office, New Delhi recently. The Conference
was attended by 18 Regional Managers, Functional Directors and Senior
Executives of Corporate Office. Sudhir Kumar, IAS, Secretary, Department
of Food and Public Distribution, Government of India reviewed the performance
of CWC, addressed the participants and gave away meritorious Performance
Awards for the year 2013-14 to the best performing Regions. B B Pattanaik,
MD, CWC highlighted the performance of the Corporation during 2013-14.
Addressing the Executives, the Secretary (Food & P D) stressed upon
the need for diversification into new areas of business so as to reduce
dependence on FCI, innovation in warehousing and logistic areas and
leveraging IT in its operations. The Secretary (Food & P.D.) lauded
for CWC's consistent growth and achieving highest ever turnover of Rs.1528
crore during 2013-14. He also released the quarterly issue of "Bhandran
Bharati", the Hindi house magazine of CWC on the occasion.

Sidhartha Sur has taken over as ED - Chief Corporate Planning of ONGC
at New Delhi. Sur was so far, been responsible for development activities
for all fields of ONGC encompassing conventional and EOR means. A Bachelor
of Technology in Petroleum Engineering from Indian School of Mines,
India in 1980,Sur has around thirty three years of experience in the
different aspects of Development of Heavy & Light oil fields in
India and abroad. He was instrumental in placing ONGC and India in particular
on the world map of EOR through successful application of In Situ Combustion
process.

Dr. Arup Roy Choudhury, CMD, NTPC addressed Post Graduate Program for
Executives at India Institute of Management Calcutta for a course"
Being a CEO"in Kolkata recently. Addressing the Executives through
a presentation Dr. Roy Choudhury said that a CEO is a role model, a
father and a decision maker for the organization and therefore has to
be selfless and humble. He emphasized on the need for motivating the
people to align them with corporate goals and be ready for personal
and professional scrutiny at all times. He shared his own personal experiences
and spoke of no fixed formula or theory for being a successful CEO,
he asked the students create their own management theories of success.
The talk was followed by an interaction. The course being a CEO serves
a platform for top management executives across sectors to provide practical
insight into the challenges and responsibilities associated with the
role of a CEO. " Management by Idiots" book written by Dr.
Roy Choudhury was also displayed on the occasion and received a enthusiastic
response from the students. The book published by McGraw-Hill has been
very well received and gone for second reprint.

Headless CIC
Why should one be concerned with CIC head when CIC has reduced itself
into another non-aspiring organisation. No IC has time to read appeals
and poor applicants are asked to explain the law position where CPIOs
and FAAs have upper hand. There are many cases where decisions are without
consideration to the written submission because the poor applicant was
not trained for pleading his genuine case. Is CIC listening!

We pray for Jaswant Singh, ex Finance and External Affairs Minister,
for recovering from his condition quickly. An honourable man, Jaswantji
is also a man who can take a view. Unflinching and never one to compromise
on his ideals. He is respected by friends and foes alike. We also pray
for the quick recovery of Lalu Prasad Yadav , ex Railway Minister and
ex Chief Minister of Bihar, from heart surgery. At a personal level,
he is liked by both - his admirers and his detractors. For the past
many years, he has had to face adversity. We pray that he is active
soon and back to his jovial self.

Can a PIO file an appeal before the CIC?
The Public Information Officer (PIO) partly denied the information
which was allowed by the First Appellate Authority. The PIO filed
an appeal before the Central Information Commission (CIC) against
the order of disclosure of FAA. The CIC ruled that first appeal
may be filed before FAA not only by the person who is seeking
the information, but also the Public Authority. Thus, it may be
inferred that Second Appeal may also be filed before this Commission
not only by the information seeker but even by Public Authority.
Comments
As per section 19(1) of the RTI Act, 'any person' who is aggrieved
by the decision of a PIO can file an appeal to FAA, and the power
of filing an appeal is not restricted to the individual seeking
information. However, under Section 19(3) of the RTI Act which
describes the filing of second appeal, no such expression has
been used. The larger Bench of CIC in Decision dated 02.08.2007
in file no. CIC/AT/A/2006/00074 & CIC/WB/A/07/00679 too, the
CIC had taken a similar decision.
