Minister proposes ACC disposes !

Ram Vilas Paswan reviews performance of CWC
Ram Vilas Paswan, Minister for Consumer Affairs, Food & Public Distribution visited the Corporate Office of the Central Warehousing Corporation (CWC) on September 9, 2014 and reviewed the performance of CWC. Prashant Trivedi, Joint Secretary (Storage), Department of Food & PD was also present during the performance review. B B Pattanaik, Managing Director, CWC extended a happy welcome to the Minister and explained about the diversified activities of the CWC in the areas of Bonded Warehousing, Operation of CFSs/ICDs, Air Cargo Complexes, Integrated Check Posts, Container Train Operations, Pest Control Services, etc. Pattanaik informed the Minister that the Corporation achieved an all-time high record turnover of Rs.1528 crore and also posted record Profit Before Tax and Profit After Tax of Rs.256 crore and Rs.161 crore, respectively during the year 2013-14. Pattanaik further informed that in view of better financial results, CWC in its ensuing Annual General Meeting on 20th September, 2014 is likely to declare anall-time high dividend @ 48% of equity for the year 2013-14 as against 41% paid during the preceding year. The Minister also reviewed the expansion plans of CWC as envisaged in its Corporate Plan 2010-2020 and urged upon CWC to focus on creation of storage capacity in the deficit areas such as Bihar, Jharkhand, West Bengal etc. leveraging Information Technology in its operations and also to encourage utilization of storage space by the farmers for safe storage of their produce and secure loan from the banks against pledge of Negotiable Warehouse Receipts. The Minister expressed satisfaction in CWC's for consistent growth and all-round performance during the last few years.

International Conference on Indian Aerospace Industry held (UPDATED)
HAL Chairman, Dr R K Tyagi has suggested formation of Indian Aeronautics Commission and bringing various organizations and institutes currently functioning under different ministries under one umbrella. "This will ensure greater cohesion, synergy, understanding and speeding-up decision making in aerospace related activities", he said in his key-note address delivered at the 9th International Conference on "Energizing Indian Aerospace Industry" organized by Confederation of Indian Industry (CII) in association with Centre for Air Power Studies (CAPS) here today. He also said that it is important to exploit FDI and Joint Venture opportunities for development of indigenous industry in India's defence and aerospace sector. "Also, our industry must have greater say in selecting technologies for future platform developments and our offset focus should be on acquisition of cutting edge technology", he added. Dr Tyagi touched upon other issues such as tapping Diaspora, supply chain management and securing strategic investments in defence and aeronautics sector. He also felt that R&D culture in India needs revival. "We need long term strategic capability to drive design and development in our industry rather than merely concentrating on manufacturing and production targets. This is possible if we ensure the right funding mechanism for R&D, bring program management expertise at par with leading global companies and make efforts towards skill development and talent acquisition", he added. Dr Tyagi pointed out several initiatives taken by the Government in the recent months such as enhancement of FDI in Defence to 49 %, opportunities for private industry into Defence production, re-allocation of civil aircraft manufacturing to the Dept of Defence Production, creation of Defence technology fund to encourage innovation, etc. "All these augur well for the aerospace industry in India", he said. The two day conference, being attended by representatives from nearly 100 Indian defence industries, focuses on defence technologies in aerospace sector, design and development of aerospace systems, indigenization and developing partnership with industry both public and private sector, nurturing of small and medium scale industries involved in aerospace sector, the offsets clause in relation to the Indian aerospace industry, and the procurement policies with an aim to further refine them. Air Marshal, RK Sharma, Vice Chief of the Air Staff, IAF, in his inaugural address said coming together of resourceful DPSUs, foreign OEMs and private industry would go a long way in creating vibrant defence eco-system in the country. Air Marshal Vinod Patney (Retd), Director General, Centre for Air Power Studies, in his opening remarks felt that dubious distinction of India importing 70% of its defence needs must change.

Life Insurance Corporation of India (LIC) is an Indian state-owned insurance group and investment company headquartered in Mumbai. Founded in 1956 when the Parliament of India passed the Life Insurance of India Act that nationalised the private insurance industry in India, it was formed with the merger of over 245 insurance companies and provident societies to create the state owned Life Insurance Corporation.

LIC, however, created history when Ms Usha Sangwan was appointed as its first female Managing Director - the second highest position after Chairman.

All is fair in Indian Coast Guard

One thinks all is fair in the Indian Coast Guard. However, with the two recent court judgments in a span of quick succession to each other reveals the muck and the corruption in that esteemed organisation. These judgments is bound to have far reaching ramifications on the present Indian Coast Guard edifice. More surprising is the fact that besides the Coast Guard officials even servicing senior naval officer and MoD/JS level officer have been observed to collude in this whole ugly episode.

Tall claims of Environment & Forest Ministry

Minister of E&F is making tall claims about the work done by the Ministry and praising about fast clearances. It looks Minister is unaware that a notification about eco-zone of Okhla Bird Sanctuary is pending since last two years and all construction around 10 kms of Okhla Bird sanctuary is stopped and constructed houses/flats awaiting the revision of eco-zone limit. May I request Minister to see the notification is issued in ten days time as all the inputs have been received. This should be immediately as NGT banned construction by issuing a simple order and Ministry of E&F is not able to decide the issue. It is working like a five year plan without realizing the problems of public who is waiting to take possession of house already built.

Weak spot for Modi too!

MoS&PI is going to be a weak spot for Narendra Modi too. One ISS officer who is to retire in 20 months and whose spouse is posted at Kolkata has been transferred to Faridabad forcing him to seek Voluntary Retirement especially because his widow mother is seriously ill and cannot be shifted to Faridabad. MoS&PI has no regards for DoPT's order for officials retiring within two years or wife and husband being posted at the same station. Surprisingly, in Kolkata and Delhi there are ISS officers who have never been transferred out of their present place, Kolkata/Delhi. Sadly, the officer concerned has been relieved from Kolkata in spite of his VRS application. In fact transfers and postings in MoS&PI is being used for considerations other than good governance. Will anyone in the present government care for MoS&PI ! Can responsibility be fixed for such harassments and disregards to the rule and procedures ?

Should private schools provide the information under the RTI Act?

The appellant sought information regarding DA, DP, TA, LTA of a private school staff was sought. He claimed that about 3270 Sq. mts of the playing field, which belongs to DDA, has been encroached illegally by the School and his children were not allowed to play. He submitted that according to the Delhi School Education Act & Rules, the Public Authority has to collect the information from the concerned school and provide as it is also the Regulatory Authority. On the other hand, the respondent officer submitted that they are holding information regarding staff statements and annual reports sent by the school and the details which the appellant is asking, are with the school. The PIO also submitted that right to inspection of the schools is given to the Educational authorities and the same cannot be exercised by the RTI applicants.

The CIC directed the Directorate of Education to collect the information from the School which is not exempted from disclosure under any provisions of the RTI Act. The Commission also recommended the concerned private School which is subjected to regulations under the Delhi School Education Act, to furnish the required information to the Directorate of Education.

The term "information" as defined in Section 2(f) of the RTI Act, includes information which the public authority is entitled to access under any other law from a private body. A private body need not be a public authority and thus, information which a public authority is entitled to access, under any law, from private body, is information and has to be furnished.
