In the circle of legal experts it is no longer a news as who is having
bigger say in the appointment of Supreme Court and High Court Judges.
Ministry Insiders say it is Ravishankar Prasad whereas top legal experts
practicing in the Supreme and Delhi High Court say that it is non-other
than Jaitley who rules the roost. Interestingly, public knows that it
is none other than Narendra Modi who holds and delegates power.

Call him authoritarian, rigid, egoist or even insular, the fact
remains that the country's new Prime Minister Narendra Modi is also
'firm and disciplined', charismatic, very hardworking and a great visionary

Sanyasi Pradhan has reportedly taken the charge as Additional Economic
Adviser with the Ministry of Health & Family Welfare. The 1999 batch
officer of Indian Economic Service previously served with the Office
of the Development Commissioner (Handicrafts) under the Ministry of
Textiles.
Will some IPS officers in ADG Rank be repatriated?
Whispers in the corridors of power have it that few senior IPS officers
serving with GoI under central deputation may be asked to be back to
respective cadre states. If the buzz is to be believed two reasons would
be contributing to this effect; one, less posts are on offer in respect
to the number of ADG rank officers, empanelled and yet to be empanelled.
Secondly, the new scenario at the centre is reportedly thinking to make
avenues for fresh lot of officers. One can wait and watch only.
Will Ms Khatwani be moved from PFMS, Delhi?
If some reliable sources are to be believed Ms Astha Saxena Khatwani
may be moved from her present posting with PFMS (Public Finance Maganement
System) posted in Delhi under Planning Commission. The 1991 batch ICAS
officer is looking after Training (PFMS) in the capacity of Jt CGA (Controller
General of Accounts). If buzz proves to be true she may be further be
posted as CCA, GoI.
Appointment of Ms Joshi as Director (Fin), SCI delayed
The appointment process of Ms Harjeet K Joshi, GM, ONGC, as Director
(Finance), Shipping Corporation India Limited (SCI) is getting delayed,
due to some technical reasons. Her name was proposed for the post after

Sick CPSEs get Rs 287.67 cr for paying employees

Government of India (GoI) has approved the proposal for providing non-plan
budgetary support of Rs. 287.67 crore for liquidation of statutory dues
(Provident Fund, Gratuity, Pension, Employees State Insurance and Bonus)
and salary and wages from September 2013 to March 2014 for eleven Central
Public Sector Enterprises (CPSEs) under the Department of Heavy Industry.
They include: Hindustan Cables Ltd., HMT Machine Tools Ltd., HMT (Watches)
Ltd., HMT (Chinar Watches) Ltd., Nagaland Pulp and Paper Co. Ltd., Triveni

Life Insurance Corporation of India (LIC) is an Indian state-owned
insurance group and investment company headquartered in Mumbai. Founded
in 1956 when the Parliament of India passed the Life Insurance of India

Plight of IDSE Cadre:
Thanks to whispers that after publishing in FORUM on Jul 10, 2014, the
post of DG (Personnel) is now manned by an IDSE officer and DPC of 1988
batch to JAG, lying with UPSC since Apr 2014, has finally been held
on 05 Aug 2014. But the panel is yet to be published and the officers
are yet to be placed in higher rank by MoD. Also there is no news about
panel of CE (SAG level) for which DPC was held in Apr 2014. This all
is due to mis-handling of personal matters of IDSE cadre by militarised
people. There is no one to listen to the plight of IDSE officers. Request
PM & RM to examine and either fully militarise MES or civilanise
MES so that the cadres and the organisation does not suffer due to this
demoralising of IDSE cadre by army officers.

Attendance in govt offices
In government offices everyone has to put attendance. All from Peon
to Secretary of a Ministry. Lazy officers very much inconvenienced.
They angry with Strictness of Modi. Public is happy to find officers
in their seats - a rare sight previously. Officers would hang coat on
chair and chaprasi would say Sahib ka coat to pada hae, yahin honge.
But no one would turn up. It is surprising but true, chaprasis are happiest
lot. one chaprasi share with me saying, now good days are here. earlier
i used to go to sahebs house directly & report to memsahib and she
telling to do household work. I work full time servant, clean house,
water garden, bring children from school, bring monthly ration from
shop, chop vegetables, clean dishes and wash clothes. every day from
9 to 6.30 p.mi work very hard. now thanks to new government & Modi
I come to office as attendance is compulsory. Now the Chaprasi is eagerly
waiting for the new smart cards which Modi Govt will be introducing
which will enter all data of entry and exit of govt servants. The chaprasi
wants it to be implemented fast so that he can cite it as reason to
stay in office. He hates to lose his dignity but he is helpless. Kindly
introduce the new smart cards. Now Babus cannot go to play cards in
India Gate lawns. Those days are over. Now it is work, work and work.

Is Fire in Sardar Patel Bhawan a conspiracy ?

and apt focus on "MOS&PI, a Weak Spot for Modi Jee too".
Recently, in the Ministry of Statistics and Programme Implementation,
JS (ADMN) was divested of his powers and another officer was given his
functions and power. Today, all important files have been destroyed
in a fire or fire-fighting operation. It is being whispered that it
is an attempt to cover-up various corruption cases involving senior
officers. If the new Government is committed to transparency, it should
refer the issue to CBI.

Should private schools provide the information under the RTI
Act?
The appellant sought information regarding DA, DP, TA, LTA of
a private school staff was sought. He claimed that about 3270
Sq. mts of the playing field, which belongs to DDA, has been encroached
illegally by the School and his children were not allowed to play.
He submitted that according to the Delhi School Education Act
& Rules, the Public Authority has to collect the information
from the concerned school and provide as it is also the Regulatory
Authority. On the other hand, the respondent officer submitted
that they are holding information regarding staff statements and
annual reports sent by the school and the details which the appellant
is asking, are with the school. The PIO also submitted that right
to inspection of the schools is given to the Educational authorities
and the same cannot be exercised by the RTI applicants.
The CIC directed the Directorate of Education to collect the
information from the School which is not exempted from disclosure
under any provisions of the RTI Act. The Commission also recommended
the concerned private School which is subjected to regulations
under the Delhi School Education Act, to furnish the required
information to the Directorate of Education.
Comments
The term "information" as defined in Section 2(f) of
the RTI Act, includes information which the public authority is
entitled to access under any other law from a private body. A
private body need not be a public authority and thus, information
which a public authority is entitled to access, under any law,
from private body, is information and has to be furnished.
