Kyoto, Kashi & Cruise -Modi's skill

One may term it as 'Modi's skill of catching public and diplomatic imagination' or one may call it mere coincidence. But there seemed a synergy between Modi's visit to Kyoto, making Japan agree to finance Kashi & Ganga projects and formal flagging-off (on Sept 06) ceremony of the cruises-service sailing between 'Patliputra' and 'Kashi'. Interestingly, all the fourty rooms at cruise were booked by Japanese tourists much in advance leaving no room for denial that the endeavour also ropes-in Bodhgaya and Sarnath through the cruise. Cruise service is private but the way 'Inland Waterways Authority of India' took keen interest in accomplishing the dredging tasks pacefully to match Modi's arrival from Kyoto it made the intent of Modi's Govt apparent.

While 15 percent of the total respondents said that his character was akin to Hitler, many even compared him with Mahatma Gandhi, Lee Kuan Yew and Margrate Thatcher. Some said that he is a mix of all.

Sick CPSEs get Rs 287.67 cr for paying employees

Government of India (GoI) has approved the proposal for providing non-plan budgetary support of Rs. 287.67 crore for liquidation of statutory dues (Provident Fund, Gratuity, Pension, Employees State Insurance and Bonus) and salary and wages from September 2013 to March 2014 for eleven Central Public Sector Enterprises (CPSEs) under the Department of Heavy Industry. They include: Hindustan Cables Ltd., HMT Machine Tools Ltd., HMT (Watches) Ltd., HMT (Chinar Watches) Ltd., Nagaland Pulp and Paper Co. Ltd., Triveni Structural Ltd., Tungbhadra Steel Products Ltd., Nepa Ltd., HMT Bearings Ltd. Hindustan Photo Films Limited and Heavy Engineering Corporation Ltd.

NBCC holds annual general meeting (UPDATED)
The 54th Annual General Meeting (AGM) of NBCC, a Navratna CPSE under Ministry of Urban Development, Government of India,was held on September 11, 2014 at New Delhi, in presence of all members of Board of Directors (BOD) and Shareholders of the Corporation. Dr Anoop Kumar Mittal, Chairman-cum-Managing Director of NBCC, chaired the meeting and addressed the Shareholders on the occasion. Addressing the shareholders, Dr Mittal gave detailed account of the company's performance for the FY 2013-14, its operations in various segments of business and also future outlook. He informed that the Company's financial performance in the year 2013-14 has been impressive as compared to previous year. NBCC has shown significant improvement in its performance, as revenue from operations (consolidated) achieved during the year has touched Rs. 4098.27 crore and net profit earned has been Rs. 257.45 crore. Dr Mittal also said that NBCC has secured new work worth Rs. 4932.68 crore and balance work order in hand stands atRs.15427.36 crore at the end of fiscal 2013-14. Further, Dr. Mittal also revealed that aligning with the intention of the ruling NDA Government and Prime Minister Narendra Modi, NBCC, under its CSR activity plan, has volunteered to build 100 toilet blocks in 100 villages across the nation. This is the first AGM of NBCC after it was given the Navratna Status in June 2014 and third AGM after it hit the market with an IPO in the month of April 2012 when it was listed with NSE & BSE.

Goyal presents NHRDN Best People CEO Award to HAL Chairman (UPDATED)
Piyush Goyal, the Union Minister for Power, Coal and New & Renewable Energy, presented the "Best People CEO Award" in Public Sector category to HAL Chairman, Dr RK Tyagi at the second CEOs' Conclave of the National HRD Network (NHRDN) at Gurgaon today. Speaking on the occasion, Goyal called upon CEOs and top HR executives to ensure that the best people are produced in the country in diverse fields. "India needs skills at various levels and HR professionals have a big role to play in meeting the hope and promise of India tomorrow", he said. The awards were presented in five categories MSME, young leadership, women leadership, private and public sector. HAL has taken several HR initiatives in the recent past and they include re-launching of the assessment centres (for employee evaluation), after a gap of three years, the new Leadership Development Programme and the conduct of HR audits. "One of our goals is to build leadership capability at different levels within the organization and ensure that leadership mantle is passed on successfully to next in line without difficulty", says Dr. Tyagi. Some of the other important measures taken by HAL are induction of management trainees in specialized disciplines, constitution of "Think Tank" to maximize the contribution of employees through participation in various projects and programmes, introduction of enabled systems for quicker and effective decision making. HAL has also embarked on a scheme for engaging superannuated employees on as consultants and advisors and take advantage of their rich experience and expertise. The company has introduced post-retirement health benefits. The Gurgaon conclave was aimed at triggering thought provoking discussions on the strategies and tactics the Indian companies must adopt to be successful. Life Insurance Corporation of India (LIC) is an Indian state-owned insurance group and investment company headquartered in Mumbai. Founded in 1956 when the Parliament of India passed the Life Insurance of India Act that nationalised the private insurance industry in India, it was formed with the merger of over 245 insurance companies and provident societies to create the state owned Life Insurance Corporation.

LIC, however, created history when Ms Usha Sangwan was appointed as its first female Managing Director - the second highest position after Chairman.

A good omen !

It is a good move that the Prime Minister, an able administrator par excellence, would review and analyse the past three months performance of various Ministers. It is expected that after the scrutiny, PM needs to replace with suitable and more efficient incumbents wherever necessary in order to ensure effective implementation of programmes. While Ministers known for their excellent administrative skills can be retained, it is high time that those with meagre potentials can be allotted new and equal assignments as Chairman of various Commissions, etc. Moreover, experienced persons below 60 years would be ideas choice.

Adding to miseries of CGHS beneficiaries

There have been numerous complaints from CGHS beneficiaries specially Pensioners in WIC as well as in print media. Instead of resolving those problems, the concerned authorities it seems, are adding to their misery .The latest circular forbidding the doctors in the dispensaries to recommend other than "generic" drugs are depriving the patients of quality medicines. Now it is for them to get spurious medicines made in Noida, Bullandsahar, Gaziabad or Meerut etc. in place of medicines from reputed pharma companies. Doctors have also been told that if they indent such medicines for the patients Memo will be issued to them. They have to prescribe medicines out of the list of 1000 generic medicines given to them by the department. Many of these are substandard. What is the choice ? Buy your own medicine as the Government does not want to cure you. We never expected such a let down from the new dispensation. It is time to protest against such highhanded working of Ministry of Health of which Directorate Of Health Services is a part.

Should private schools provide the information under the RTI Act?

The appellant sought information regarding DA, DP, TA, LTA of a private school staff was sought. He claimed that about 3270 Sq. mts of the playing field, which belongs to DDA, has been encroached illegally by the School and his children were not allowed to play. He submitted that according to the Delhi School Education Act & Rules, the Public Authority has to collect the information from the concerned school and provide as it is also the Regulatory Authority. On the other hand, the respondent officer submitted that they are holding information regarding staff statements and annual reports sent by the school and the details which the appellant is asking, are with the school. The PIO also submitted that right to inspection of the schools is given to the Educational authorities and the same cannot be exercised by the RTI applicants.

The CIC directed the Directorate of Education to collect the information from the School which is not exempted from disclosure under any provisions of the RTI Act. The Commission also recommended the concerned private School which is subjected to regulations under the Delhi School Education Act, to furnish the required information to the Directorate of Education.

The term "information" as defined in Section 2(f) of the RTI Act, includes information which the public authority is entitled to access under any other law from a private body. A private body need not be a public authority and thus, information which a public authority is entitled to access, under any law, from private body, is information and has to be furnished.
