HAL Chairman felicitated for contribution
in aeronautics sector
(UPDATED)
Karnataka Chief Minister, Siddaramaiah, and the Union Minister of State
for Civil Aviation, G M Siddeshwara, felicitated Dr R K Tyagi, Chairman,
HAL for his contribution to the development of aeronautics sector in
India at a function organized by Society of Indian Aerospace Technologies
(SIATI) here today. Speaking on the occasion, Siddaramaiah hailed the
contribution of HAL in laying strong foundations that ultimately turned
Karnataka into the aerospace hub of India. Siddeshwara outlined various
measures undertaken by the new Government at the centre for the development
of aviation sector in the country. In his speech, Dr Tyagi felt re-opening
of HAL airport in Bangalore will place the city in the league of international
cities which have more than one airport. Apart from its previous experience,
HAL has the infrastructure and capacity to achieve this goal and the
re-opening of the airport will benefit the people of the region, he
added. He also suggested formation of Indian Aeronautics Commission
to bring various organizations and institutes currently functioning
under different ministries under one umbrella for better cohesion and
decision making. He touched upon other subjects such as taxation issues,
challenges faced by the aerospace industry in the skill development
and R&D; the need for civil-military integration in certain aerospace
fields and importance of having an MRO hub in India. Dr C G Krishnadas
Nair, Hony President, SIATI, welcomed the gathering. Dr R Narasimha,
well known aerospace scientist also spoke on the occasion. The day also
saw deliberations and discussions as part of the seminar on "Innovation
and R&D by private enterprises in Defence Sector".

Interview - "LIC has invested huge amounts
in nation building"
Life Insurance Corporation of India (LIC) is an Indian state-owned
insurance group and investment company headquartered in Mumbai. Founded
in 1956 when the Parliament of India passed the Life Insurance of India
Act that nationalised the private insurance industry in India, it was
formed with the merger of over 245 insurance companies and provident
societies to create the state owned Life Insurance Corporation.
LIC, however, created history when Ms Usha Sangwan was appointed
as its first female Managing Director - the second highest position
after Chairman.
Known as a jack of all trades with expertise in housing finance,
pension and group insurance, direct marketing and international operations,
Ms. Sangwan who was instrumental in turning around LIC Housing Finance
by taking it to the international market through global depository receipts,

Modis' arrival as PM - a breeze of fresh air !
After seeing, for a decade, the disgusting sight of a lackluster
PM fumbling in all aspects of governance, Modis' arrival as PM was a
breeze of fresh air. But there were many skeptics who doubted his commitment
to environmental protection and wildlife heritage as they feel Modi
considers forests as an impediment to industrialization and a source
of money. Harassed for decades by Modi bating NGOs of Testa Setalvad
type and publicity crazy activists like Medha Padkar, Modi's natural
aversion for NGOs and environmentalists is understandable. No other
reason can be attributed to his Environment minister's flip flops. First
he threw out known environmentalists and wildlife experts from the Indian
wildlife board and stuffed it with Government nominees making it a caged
parrot. Next he announced the total rejection of Gadgil report, a much
researched report submitted by the well known environmentalist, Prof.
Madhav Gadgil. Instead he announces the acceptance of Kasturirangan
report, a diluted version of the Gadgil report and prepared in a hurry
and submitted by a space scientist who has never been considered as
environment friendly. The thrust in the environment ministry, it seems,is
how fast a clearance can be given. No wonder the mining mafis and the
forest encroacher's lobby are celebrating the arrival of this minister.

Modi is a true nationalist
What does the genius of Modi lie in? What is it that sets him apart
from Lal Krishna Advani, Laloo Prasad, Mulayam Singh Yadav, Mayawati,
Nitish Kumar, Jayalalitha, Karunanidhi etc? In any democracy where power
is driven by the electoral process, the electorate is bound to be fragmented
on issues. This is because votes are sought on issues which fragment
the electorate. There is nothing good or bad about this, it is just
a fact. Now, this fragmentation often leads to spectacular results in
the short to medium term. For example, politicians like Lal Krishna
Advani, Laloo Prasad, Mulayam Singh Yadav, Mayawati, Nitish Kumar, Jayalalitha,
Karunanidhi etc variously appealed to sections of voters on religious,
casteist, regional, linguistic bases. They had spectacular success in
the short to medium term, especially in the regions/ areas/ caste groups/
religious affiliation whose votes they sought. They were propelled to
power on these issues. However, whenever these leaders had larger aspirations,
i.e. whenever they wanted their canvas to be wider (read whenever they
wanted to be PM), their very success stalled their future growth. By
confining themselves to the divisive (ultimately, the issues raised
by these leaders were divisive, never mind the window dressing) they
limited their further growth. They could not ensure the transition from
the divisive to the inclusive and thus the highest office eluded them.
Some tried very hard, like Advani to shed their image, but could not
succeed since their image was too strong. Some like Prasad did not think
too much about it, presuming that what had propelled them to power would
propel them to wider acceptance and the office of PM, all to little
avail. Modi's genius lies in the fact that he is actually not a divisive
leader. He might have appeared to have sworn by regional/ religious
affiliations or might have been painted as such, but at heart, Modi
is a true nationalist whose heart is truly Indian and who does not actually
believe in the narrow divisions of caste, creed, religion, language
etc. This is what sets him apart from the rest of the galaxy of leaders
mentioned. His innate goodwill towards all, his inherent feeling of
brotherhood towards all Indians is what has led to the widest possible
acceptance despite the most adverse publicity. This is why his agenda
is of development, the most secular of all agendas. No other contemporary
leader has been so truly secular, so completely inclusive. Not Advani,
not Nitish Kumar, not Lalu Prasad, not Ms Mayawati, not Karunanidhi,
not Jayalalitha.

Should private schools provide the information under the RTI
Act?
The appellant sought information regarding DA, DP, TA, LTA of
a private school staff was sought. He claimed that about 3270
Sq. mts of the playing field, which belongs to DDA, has been encroached
illegally by the School and his children were not allowed to play.
He submitted that according to the Delhi School Education Act
& Rules, the Public Authority has to collect the information
from the concerned school and provide as it is also the Regulatory
Authority. On the other hand, the respondent officer submitted
that they are holding information regarding staff statements and
annual reports sent by the school and the details which the appellant
is asking, are with the school. The PIO also submitted that right
to inspection of the schools is given to the Educational authorities
and the same cannot be exercised by the RTI applicants.
The CIC directed the Directorate of Education to collect the
information from the School which is not exempted from disclosure
under any provisions of the RTI Act. The Commission also recommended
the concerned private School which is subjected to regulations
under the Delhi School Education Act, to furnish the required
information to the Directorate of Education.
Comments
The term "information" as defined in Section 2(f) of
the RTI Act, includes information which the public authority is
entitled to access under any other law from a private body. A
private body need not be a public authority and thus, information
which a public authority is entitled to access, under any law,
from private body, is information and has to be furnished.
