Tug-of-war over MD, FSNL
A tug-of-war has ensued between the Central Vigilance Commission (CVC)
and the Ministry over the appointment of Managing Director of Ferro
Scrap Nigam Limited (FSNL). The CVC has sought the clarification from
the Ministry regarding scrapping of the panel of K K Jain, GM, SAIL,
who was selected for the post in December 2012 as also regarding Rajiv
Bhattacharya, GM, FSNL, whose name was proposed for the post after scrapping
of Jain's panel. CVC has not given clearance to Rajiv Bhattacharya.
Meanwhile, the Ministry has sent reminder to the CVC in this regard.

Modi needs to think out of the box on civil service reforms
While the government is taking a number of steps on the policy front,
it is faced with a serious handicap in its inability to translate many
of the policies into effective action. One critical factor hindering
progress is the steel frame of civil service, the IAS and allied services
that is not skilled enough in new age technology, project management,
strategic thinking. Three things need to happen (a) Short term /online
training of senior and mid career officials , getting them to acquire
knowledge in specialized areas such as trade and law, IPRs, operational
research, impact assessment frameworks etc. (b) make lateral recruitment
at senior position in governments , including attracting the Indian
diaspora? NRIs that have excelled in academia, working in UN and other
intergovernmental organizations (c) Encourage govt officers to go on
sabbatical/deputations including with universities, NGOs and identified
private sector.

Wind up MoS & PI
I am sad to see people demanding winding-up of MOS&PI. A few months
back, I too wanted PMO to be winded-up. Today, I want PMO first. Change
the leadership and see the difference. Like UPA, MOS&PI has also
suffered for last 8 years from inept leadership. The two institutions,
NASA (now renamed as NSSTA) and NSE under MOS&PI were supposed to
revolutionise the statistical system but they proved themselves counter-productive.
A sound statistical system would have enabled our PM to make this country
develop much faster but the inefficiency of the leadership has damaged
us like anything. I hope, PM can provide a better leader to the system.

Where has gone the sensitivity of government not a slightest hint that
some one listening On the other hand today's whispers says ' Retirement
age of CGHS doctors being raised...' Dear Health Minister do raise their
retirement age but Respected Sir Dear Health Minister also care for
those who have retired this year last year five yrs ago decade ago Kindly
give them also some time to understand and solve their problems after
Health Ministry get some time from 'country's serious problems' like
Rs 20000fine for smoking in public place raising age for buying consuming
tobacco products to 25yrs Health Minister Sahib, 'humm pension yafta
logo ke achhe din laane ke liy krapaya apne keemti vayast samay main
se kuchh shann inko bee dee jiye'.Sure Minister will listen feeble voice
of we poor healthwise not very fit pensioners.

The CPWD and the CGHS are the two departments of the Central Government
which require an overhaul. But I am sure nobody will listen.

Information related to the vehicle which caused an accident
The son of the appellant suffered a serious road accident and
became handicapped. The appellant sought information regarding
registration details of a vehicle No.DL8C9080 which was involved
in the road accident to help him to claiming compensation and
other actions against the owner of the vehicle. The Central Information
Commission (CIC) observed that such cases have to be treated as
extraordinarily urgent and as the victim is alive, he needs to
fight for survival and recover from the injuries. The CIC ruled
that the information sought by the appellant is very vital and
pertains to life and liberty of the victim, therefore, the answer
has to be provided within 48 hours. The CIC issued show cause
notice to PIO why penalty should not be imposed for not providing
the information within the prescribed time period.
Comments
Many public authorities are unaware of the provision whereby
an applicant can seek information under the "life and liberty"
clause and the same has to be provided within 48 hours. A large
number of organisations are ill equipped to deal such an application.
This case law provides an idea of what may be covered under the
definition of "life and liberty".
