list
It is reliably learnt that only 23 IPS officers of 1984 batch are being
empanelled as ADG. Reportedly, the empanelment process is in its final
stage and is expected to take place before Sept 25. As many as 68 officers
were in consideration zone. One can wait & watch only.

As the grapevine has it, as many as 45 IRS (C&CE) officers belonging

Commissioner to Commissioner. Reportedly, the file in the que would

12 posts of Prl CCITs have been lying vacant
for over 06 months
The new Modi Govt is known for tis pace of working but as many as 12
positions of Principal Chief Commissioners of Income Tax have been lying
vacant for over six months. Going by the 26 sanctioned posts of Prl
CCITs almost half of the positions have been lying vacant.

Rahul Bali, Director (Tech), SIL, has been selected for the
post of Chairman and Managing Director, Scooters India Limited (SIL)
at a Public Enterprises Selection Board (PESB) meeting held on September
16, 2014. As many as 14 persons were interviewed for the same.
Mrs Vijay Laxmi Joshi is also Secretary, Panchayati
Raj
Mrs Vijay Laxmi Joshi has been assigned an additional charge of Secretary,
Ministry of Panchayat Raj after appointing her as OSD, Drinking Water.
She is a 1980 batch IAS officer of Gujarat cadre.
Prakash Singh poised for top assignment in
new regime
Whispers in the corridors of power have it that Prakash Singh. Former
DGP of UP & former DG, BSF, has fair prospects of getting some cruicially
important assignment in present regime at centre. He is known for his
envisioned initiatives & ideas in the field of police reforms. Insiders
say that he may be taken on board with Modi's 'think tank' which is
expected soon. One can wait and watch only as what assignment he is
given.

P K Rao, GGM, ONGC, has joined as Executive Director, ONGC Videsh Limited

NTPC signed a Memorandum of Understanding (MoU) with Government of Andhra
Pradesh (GoAP) in Hyderabad for developing 1000 MW solar power project(s)
in Andhra Pradesh. The MoU was signed by Dr Arup Roy Choudhury, Chairman
& Managing Director, NTPC and Ajay Jain, Secretary to Government
of Andhra Pradesh, Department of Energy in the presence of Chief Minister

A letter to the Prime Minister.
We the pensioners availing CGHS facilities have landed in bigger problem
after the advent of Dr Harshvardhan as the Health Minister. He has complicated
the issue of the medicines from CGHS dispensaries. He has also deprived
us from staying for a longer period abroad with our children . He has
directed not to issue medicines for more than three to the CGHS beneficiaries
visiting abroad which inter-alia meant that we have to pack back within
two and half months so that we have enough time to find availability
of specialists or the super specialists as the case may be in their
OPD days and then to come back to the dispensary. Visiting again the
dispensary to collect indented medicine is another exercise. And if
the medicine is to be indented by MSD then collecting it from Golmarket
is another problem.
The saddest part is that he did not listen to your slogan of SWAKSH
BHARTH.No effort has been made to keep the cghs dispensaries clean.
If a patient uses toilet, if at all available there, he is sure to catch
some infection. There is no facility of drinking water. Sitting arrangement
for the waiting patient is inadequate. No effort is made to reduce the
waiting time to see the doctor. He has been taken for a ride by the
purchase committee members. They have suggested him to go for cheapest
medicines available from the pharmacists of Meerut, Ghaziabad, Faridabad
who give hefty commissions. Drugs from the standard pharmacy would not
be purchased henceforth as they do not give good commission. It is high
that he rises to the occasion. He just wasted 100 days.

Transparent empanelment process required
The real Civil Service Reforms can be ushered in if the opaque process
of empanelment of officers to posts of Joint Secretary to Government
of India and above is replaced by a transparent process which allows
the full and equal participation of all Services. Right now, the 1996
batch of IAS officers is being empanelled. Empanelment of 1987-88-89-90
batches is taking place for most other Services recruited through the
same examination. There is no end to the dominance of the IAS in posts
which are actually deputation posts and thus open to all Services. This
leads to the Government being deprived of talent and the lack of competition
makes the IAS officers complacent.

Modi can't afford to be divisive
Modi as PM cannot afford to be divisive. But we observe that he talks
of sabka sath sabka vikas and he makes the most divisive man of Gorakhpur
as campaign incharge. I wish he understands this and makes a mid-course
correction. Because if it is not corrected, no foreigner will come and
invest in India and the talk of job creation will remain a dream only
never to be realised.

Some Ministers are helpless
Prime Minister Modi does believe in delivering and cleaning the system
but it seems some of his Ministers are helpless before the rotten ways
of bureaucrats.

Information related to the vehicle which caused an accident
The son of the appellant suffered a serious road accident and
became handicapped. The appellant sought information regarding
registration details of a vehicle No.DL8C9080 which was involved
in the road accident to help him to claiming compensation and
other actions against the owner of the vehicle. The Central Information
Commission (CIC) observed that such cases have to be treated as
extraordinarily urgent and as the victim is alive, he needs to
fight for survival and recover from the injuries. The CIC ruled
that the information sought by the appellant is very vital and
pertains to life and liberty of the victim, therefore, the answer
has to be provided within 48 hours. The CIC issued show cause
notice to PIO why penalty should not be imposed for not providing
the information within the prescribed time period.
Comments
Many public authorities are unaware of the provision whereby
an applicant can seek information under the "life and liberty"
clause and the same has to be provided within 48 hours. A large
number of organisations are ill equipped to deal such an application.
This case law provides an idea of what may be covered under the
definition of "life and liberty".
