Whisper has it that the National Democratic Alliance (NDA) led Government at Centre has dropped a hint to the 7th Pay Commission to be at a snail's pace until Lok Sabha election slated for 2018.

'Maximum governance' and less than the 'minimum government'
It is widely believed, in the crucial quarters of GoI these days, that Narendra Modi has been drafting his diplomacy & domestic supremacy with craftsmanship. It is also believed that the Modi government has been showing envisioned signs of setting India's economy back on track. But it becomes a bit pessimistic when it comes to pending top level appointments & selections including positions in CVC & CIC. Over 35 JS rank posts and 15 Additional Secretary rank posts are vacant. Adding to it 50% of the sanctioned posts of Principal CCITs and 45% of the sanctioned posts of CCITs are lying vacant. All it is being seen as suspicion in paceful decision making. The spectators inside the govt say that bureaucracy, being the tool of the government, has to have a reasonable size to perfom proficiently. They opine that a minimal size of govt-tools can deliver maximum but less than minimum, certainly cannot.

Will Bibek Debroy succeed Raghuram Rajan as CEA ?

The buzz has again got momentum over the expected appointment of Chief Economic Adviser to the Govt of India. Dr Bibek Debroy seems in final stage to be named as successor of Raghuram Rajan as CEA to GoI. The acclaimed economist is also holding the chair of Professor at Centre for Policy Research. He is the one who's deliberation on growth and reasons of 'Gujarat's Growth Model' had made it a trend on twitter on Naredra Modi's 63rd birthday last year. His latest work 'Bringing India Back on Track' was unveiled by the PM Narendra Modi in June at 7RCR. He is closely associated with Vivekanand International Foundation.

Jiji Thomson to get Secretary level posting ?

Jiji Thomson is expected to get Secretary level posting in the Government of India in a month or two. He is 1980 batch IAS officer of Kerala cadre.

CBDT soon to get 263 Prl CITs in its fleet

It is reliably learnt that PM has cleared the file of IRS (IT) officers waiting in the wings for promotion as Principal Chief Commissioner of Income Tax. The issue of 37 posts, out of 300 sanctioned posts, had become a matter of deadlock in the process. Finally, 263 officers belonging to 1982 to 1987 batches will soon be declared promoted as Prl CCIT. The matter of 37 posts will be resolved further. Interestingly, DPC for the same had taken place on April 30 and it was sent to ACC on July 16.

Whispers in the corridors of power have it that C D Sahay may soon get soon be given a position to handle crucial assignment & initiative taken by Modi Govt. The former IPS of Karnataka cadre (1974 batch) previously headed R&AW as its 15th chief. He was a member of the team set up by the GoI to negotiate with the hijackers IC814 in December, 1999. He inaugurated the present R&AW HQ in Lodhi Road, Delhi. Most importantly he is the first chief of the agency to have undergone intelligence training in Israel.

Shantanu (Dir- MHA) to move to UK on study leave

As the grapevine has it, Shantanu is all set to move from MHA. The 1997 batch IAS officer of Manipur-Tripura cadre is serving with MHA as Director (Pers). Reportedly, in a couple of days he would be relieved to join one year study leave in UK.

"Employment creation is a national challenge, and it is time for us to institute a system of awards for those employers who focus on creating livelihoods while simultaneously augmenting national wealth," said the Union Minister of Labour & Employment, Mines and Steel, Narendra Singh Tomar at a function held in Vigyan Bhawan the other day. The minister presented the prestigious Vishwakarma Rashtriya Puraskar (VRP) awards and National Safety Awards (NSA) for Performance Year 2012 involving 215 employees from across the country. The Minister of State for Labour & Employment, Mines and Steel, Vishnu Deo Sai, the Secretary, Ministry of Labour & Employment, Mrs Gauri Kumar, Additional Secretary (Labour & Employment) AK Sinha were among others present on the occasion. Appreciating the role of workers in the industry, Tomar said that a nation's growth depends more on the working class than the ruling class, for that is where the collective strength lies. In this context, he expressed his faith in the people of India, asserting that if properly channeled, "Human resource is our asset, and not burden." On the occasion, Vishnu Deo Sai reiterated that the fruits of development should always be shared with the workers of the country, and that such recognition is an inherent part of Indian culture. Congratulating the awardees for their feat, Mrs Gauri Kumar stressed upon the importance of preventive approach for safety, and called for a "Work culture where safety is a norm, not an after-thought." VRP and NSA were instituted in 1965 by the Ministry of Labour and Employment, with an aim to humanize industrial activities, augment productivity and promote a culture of safety. The award schemes are operated by the Directorate General Factory Advice Service and Labour Institutes (DGFASLI).

The problem with MoS & PI is that of leadership and this may be transformed into very effective instrument like PMO just by changing the leadership. Is there any surprise that MoS & PI figures in the list of Ministries failing to hold a press conference on 100 days performance ?

It remains an open fact that under the present Chairman, NSC and the CSI, even in 1000 days nothing can be displayed as special achievements. In fact, during last 8 years, the Ministry has lost thousands of posts and assigned high technical jobs to contract employees compromising the data quality. GDP figures and IIP figures has been faulted several time. In fact, a data audit can show the hollowness of the present system.

In the fifty-fourth report of the Standing Committee on Finance (2011-2012) under Yashwant Sinha, it was clearly mentioned that the Ministry of Statistics & Programme Implementation lacks the capacity for prudent and effective budgetary formulation. The Committee recommended the Ministry to review the decision to have part-time Chairman and Part-time Members for the NSC but nothing has happened till date. To add insult to the system, the present leadership has been alleged to be a party to the cover-up of many corruption cases against some senior officers and harassing the whistle blowers. We are looking forward to Modi Jee for justice and improvement.

Withdraw PSU staff posted in govt offices


I do support the demand for withdrawal of staff posted on loan basis from PSUs to Government Offices. In the Office of Coal Controller, Kolkata such postings are just to ensure posting at choice place or to avoid postings at difficult places or to misuse the office of CCO for illegal gains as an agent of the Coal Controller. On paper, the postings are justified by listing the jobs they never do after posting.

Information related to the vehicle which caused an accident

The son of the appellant suffered a serious road accident and became handicapped. The appellant sought information regarding registration details of a vehicle No.DL8C9080 which was involved in the road accident to help him to claiming compensation and other actions against the owner of the vehicle. The Central Information Commission (CIC) observed that such cases have to be treated as extraordinarily urgent and as the victim is alive, he needs to fight for survival and recover from the injuries. The CIC ruled that the information sought by the appellant is very vital and pertains to life and liberty of the victim, therefore, the answer has to be provided within 48 hours. The CIC issued show cause notice to PIO why penalty should not be imposed for not providing the information within the prescribed time period.

Comments

Many public authorities are unaware of the provision whereby an applicant can seek information under the "life and liberty" clause and the same has to be provided within 48 hours. A large number of organisations are ill equipped to deal such an application. This case law provides an idea of what may be covered under the definition of "life and liberty".
