32 IPS officers in final round for ADG empanelment
Whispers in the corridors of power have it that initially 68 IPS officers
of 1984 batch were in consideration zone whereas only 32 officers are
being considered for final empanelment list. It is reliably learnt that
out of 32 approximately 24 may find themselves on the final empanelment
list.
Five ADG level vacancies in GoI
At present five ADG level vacancies, including two in the CISF, are
there in the Government of India.
Guite goes on inter cadre deputation to MT cadre
An inter cadre deputation of Thangkhanlal Guite from Rajasthan to Manipur-Tripura
(Manipur segment) has been approved for a period of three years. He
is a 1992 batch IPS officer of Rajasthan cadre.
ACC yet to approve major appointments in Coal PSUs
More than half a dozen files related to appointment of functional Directors

Grapevine has it that Member of the CBDT Anita Kapur is being empanelled

Promotion of IRS-IT officers to Principal Commissioner grade in the
offing
It is reliably learnt that PM has cleared the
file of IRS (IT) officers waiting in the wings for promotion as Principal
Commissioner of Income Tax. The issue of 37 posts, out of 300 sanctioned
posts, had become a matter of deadlock in the process. Finally, 263
officers belonging to 1982 to 1987 batches will soon be declared promoted
as Prl Commissioners of Income Tax. The matter of 37 posts will be resolved
further. Interestingly, DPC for the same had taken place on April 30
and it was sent to ACC on July 16.
56 posts of CCIT vacant at crucial centres
Being the chief revenue earner for the Government exchequer CBDT has
been running short of occupancy in crucially important centres for revenue.
It is reliably learnt that as many as 56 posts of Chief Commissioner
(IT) are lying vacant.
G S Yadav will be given additional charge of Dir (Police) MHA
As the grapevine has it G S Yadav will be given the additional charge
of Director (Police) MHA after Prashant N Nikam (IRAS officer) would
proceed on study leave for London School of Economics. Yadav, a CSS
cadre officer, is presently posted in MHA as Deputy Secretary.

As the grapevine has it the post RC Telangana is all set to be vacant
as Sanjay Kumar, the incumbent RC, Telangana is proceeding on 2 years

PM should also look feedback from public
PM is looking the report cards from Ministers about the work progress
in 100 days of respective Ministry. Actually PM should also look the
feedback from public about the performance of various Ministry or Ministers.
See for instance Ministry of Environment failed to issue a single notification
about eco-sensitive zone of Okhla Bird sanctuary even after direction
of Supreme Court(100 days). Take case of Health Ministry, which has
created problem for CGHS beneficiaries and even to CGHS doctors who
were not able to give services to CGHS beneficiaries and now forced
to look after General Public Sr. Citizens. CGHS beneficiaries are suffering
worst during present Health Minister who has no idea to work at National
level. Beneficiaries are not getting right type medicines or treatment.
See Ministry of Commerce & Industry has stopped TFA at WTO. HMT
is being closed but what happens to organisations which are suffering
much higher losses like Air India, ITI, BSNL,MTNL and many more. Air
India is suffering loss but still paying bonus to their employees. This
is classic example to work in PSUs. Let PM should analyze the real problem
behind all these while seeing the report card of each Ministry.

Modi effect has not yet reached far
Modi effect has not yet reached two kilometers far from his offices.
Income-tax department staff is still coming late as usual up to 1100
am and leaving office at 4.00 pm and also in 1100 to 1600 hrs they are
not on seat. Modi effect is ineffective in ITO! It is good to put bio-metric
attendance soon in ITOs.

Brewing discontent among the public
The reasons for the recent debacle of BJP in Bye-Elections in some
States can very well be attributed to the brewing discontent among the
public regarding go-slow attitude of the NDA at the Centre. Prior to
coming to power, they accused the previous regime of highhandedness,
malpractices, corruption, etc. But they did nothing to fight corruption,
the core common man issue in the past 100 days. Now, it is time they
woke up and did something to address the common evils.

Lack of discipline and punctuality in IT Department
Lack of discipline and punctuality is the order of the day in IT Department.
The senior officers are hesitate to take action against the errant staffs
and officials. IT department is the only department wherein the Group
B officers and even the Officers promoted to Group A (IRS) cadre call
for and participate in strikes. The Hon'ble PM of India may take strong
action against the officials and officers of IT department whenever
any strike or non cooperation to work is called for.

Selection delayed
The selection for the post of MD/CRIS has not been done since April
2013 ,though applications were called for twice in last two years, this
is to help some junior officer to become eligible, both the PSU CRIS/IRCTC
are being looked after by finance officers by default.

Posting of CPSU staff on loan basis
They are making more corruption than that of Central Ministries' staff.
I may like to mention here one of the Statutory Body of Ministry of
Civil Aviation where 95 percent staff of AAI has been posted on loan
basis since its inception (i.e., May 2009). Hence, I would request our
Prime Minister to kindly look into this aspect and give necessary directions
for removal of the same

CGHS facility has gone from bad to worse
The fate of pensioners for CGHS facility has gone from Bad to worse
after the new Health Minister has taken over. Instead of improvising
the system, Health Minister himself a Doctor has spoiled to the highest
degree the slow pace facility available to us. My humble suggestion
is as follows if GOI really wants to improve the CGHS system and make
it customer friendly at least for people who suffer from chronic diseases
and are under constant medication;
Example: A is suffering from Cardiac problem since 1983. He/she is prescribed
medicines by Willington or any Government hospital and in normal course
he she is asked to come after six months. Why he/she should go to CGHS
for just getting the medicines through CMO. Why he cannot get medicines
every month from the Chemist attached to his dispensary by just giving
copy of Willington slip, CGHS Card and Chemist can get refund from DGHS
on that basis. Similarly people going abroad can give a copy of prescription
(Willington or any other hospital), a copy of passport, ticket, visa
and get six months in one go. CMO, here is only playing a post office
role which increases dispensary work too. I am sure this will reduce
lot of burden of CGHS Dispensaries. The same procedure can be used for
regular blood tests etc too in panel labs. The best would be rather
than using paper prescriptions, e-mail prescription be used and sent
to concerned also by the Hospitals. I would request Hon'ble Minister
of Health to ask his experts to look into and organize these electronic
age reforms.

Situation in Home ministry is worse
It is not that PSU staff alone should be sent back but situation in
Home ministry is worse. Half of the Ministry is being run on Para military
staff, vehicles, free lunchs/dinner, a large number of staff like cook,
barber, drivers, runners at the residences of high & mighty even
up to personal staff level, which is all going on informally. All these
personnel should have been in field but are working in Ministry for
over 10-20 years. Many officers have vehicles through the length &
breath of country for their kith & kin. It's a sheer corruption.
There is nothing official in it but informal arrangement. With change
of regime all these malpractises should stop.

I could not understand the hullabulla against bringing more control
on Government funded Madrassas in the country. Islamic scriptures are
the most easily misinterpret able religious scriptures. There are more
than 50 wars going on around the world all based on these scriptures.
The beheadings by ISIS are based on them as also are the Sunni-Shia
wars happening all around, the massacres of Kurds and Christians, the
terrorist activities in our own country, driving out Pandits from Kashmir
and even the creation of Pakistan. For this one has to only read Quranic
verses 5:33,8:12,47:4.9:123 etc. all justifying such activities and
killings. Most of the Muslims want a peaceful life. Unfortunately the
fanatic Islamists are running the religion now. We know the catastrophe
that happened when Nazis took over Germany where the majority of Germans
were not Nazis. Unfortunately in our country the vote bank secularists
and the chattering channels unknowingly are digging the foundations
of our Nation by crying wolf over control on Madarsas which is the requirement
of the day if this nation has to survive..

Information related to the vehicle which caused an accident
The son of the appellant suffered a serious road accident and
became handicapped. The appellant sought information regarding
registration details of a vehicle No.DL8C9080 which was involved
in the road accident to help him to claiming compensation and
other actions against the owner of the vehicle. The Central Information
Commission (CIC) observed that such cases have to be treated as
extraordinarily urgent and as the victim is alive, he needs to
fight for survival and recover from the injuries. The CIC ruled
that the information sought by the appellant is very vital and
pertains to life and liberty of the victim, therefore, the answer
has to be provided within 48 hours. The CIC issued show cause
notice to PIO why penalty should not be imposed for not providing
the information within the prescribed time period.
Comments
Many public authorities are unaware of the provision whereby
an applicant can seek information under the "life and liberty"
clause and the same has to be provided within 48 hours. A large
number of organisations are ill equipped to deal such an application.
This case law provides an idea of what may be covered under the
definition of "life and liberty".
