This exactly, we the pensioners of CGHS have been suggesting to you for long. Kindly ensure that all CGHS buildings , dispensaries, wellness centres and hospitals with its army of Doctors with all equipments, machines, drugs, lock stock and barrel be from now onwards used only for general public.

All existing CGHS beneficiaries be attached to private empanelled hospitals of their choice for everything OPD, Indoor, minor major surgeries all medical procedures diagnostics everything absolutely no relationship whatsoever with CGHS. CGHS from now onwards should cater to only and only general public which has absolutely almost nil zero health care.

To start with CGHS beneficiaries who are pensioners in the first instance be attached for all services. Gradually all the existing CGHS be fully detached from CGHS and attached to empanelled hospitals of their choice Still if you have any reservation in the first instance like the pilot project of 20 existing CGHS wellness centres you have opened for general public, you attach government pensioners of 60 % years age and more to the empanelled hospitals of their choice for each and every ( A to Z ) medical and health care service. Absolutely no link with CGHS whatsoever. This is 100 percent possible with its enabled services. Believe your pensioners who served their entire life with you and also the private hospitals.

Once you decide to do all this, you will get blessings of all senior citizens.

Health Minister increasing miseries of CGHS

Health Minister seems not able to adjust himself with new Government and taking baseless decisions causing problems many. There has been a case of AIIMS now creating problems in working of CGHS. At present CGHS centres are not able to handle existing beneficiaries and give attention to their health problems. Opening CGHS centres to general public looks taking decision like one ruler shifting capital from Delhi to Devgiri, promoting bronze and copper coins without any success. The request was to allow CGHS beneficiaries of pensioners category for direct consultation in Private empanelled hospitals and Minister decided otherwise giving more trouble to exiting beneficiaries. Why Minister has not made these arrangements opening time window 1pm to 3pm in Govt. Hospitals like RML, Safdarjung, AIIMS, Jaiprakash Narain for Sr. Citizens of general public? HM further created problems by reversing the order of earlier HM of UPA Govt. issuing medicines for those suffering from diabetes, hypertension, heart problems, cancer effected etc. and having stable treatment from two months to one moth giving some baseless excuses. Now beneficiaries will make number of trips to CGHS dispensary to get the medicines for stablized treatment which is prescribed by specialist for longer period. Let the good sense prevail and CGHS beneficiaries are not affected.

First 100 days of the Narendra Modi government - An early assessment

It is important to take a review of progress every now and then for any activity. Moreimportantly for Government in India where expectations are running very high with the new Government.

A society used to waiting for a miracle cure for all ills is a difficult customer to service for any Government. Moreover, the myriad channels of formal and informal communications have made the environment heavy with expectations.

Therefore taking a stock of achievements after 100 days of the Government is not? an easy task. The question to ask is - what can a Government possibly do in 100 days as compared to what the Government has done?

In the first few months of its regime, the Government can make its priorities clear either by making announcements or by policy actions or by both. The new government seems to have made its priorities clear especially with the budget and more importantly during the independent day speech of the Prime Minister.

It was evident from the beginning that the Prime Minister of India is going to break many conventions to do what is right for the country. Even at the time of his inauguration ceremony, he called the heads of the neighbouring countries. It was unprecedented and was opposed by many within his party and also by various heads of states. However he realised that if we need a well functioning democracy and prosperous high growth economy, we need to have good relations with our neighbours.
Subsequently, he also visited many neighbouring countries personally to give a comfort to them about India's priorities.
Given the pronouncements and subsequent policy and executive actions including Prime Minister Jan Dhan Yojna, the new government is trying to take up some extremely ambitious but achievable ?projects in time bound manner. The opening up of banking sector to entire population is a welcome step. However the scale of execution has been mind boggling. In a single day, on August 28, on the launch day of Prime Minister's Jan Dhan scheme, more than 1.5 crore bank accounts were opened. The target of achieving 7.5 crore accounts is expected to be completed in five months instead of six months as originally planned.

The scheme provides a bank account, a debit card, an insurance of upto Rs. 1 lakh (additional Rs 3 lakhs if one opens an account before January 26,2015) and overdraft facility upto Rs. 5000. On its own, the scheme looks huge. However when you look at it as a part of the larger framework of providing direct subsidies and help to poor in urban and rural areas, you start admiring the way the breath taking vision of reaching out to every Indian - especially poor and helpless Indian directly - has been worked out in a step by step.

Can a PIO file an appeal before the CIC?

The Public Information Officer (PIO) partly denied the information which was allowed by the First Appellate Authority. The PIO filed an appeal before the Central Information Commission (CIC) against the order of disclosure of FAA. The CIC ruled that first appeal may be filed before FAA not only by the person who is seeking the information, but also the Public Authority. Thus, it may be inferred that Second Appeal may also be filed before this Commission not only by the information seeker but even by Public Authority.

Comments


As per section 19(1) of the RTI Act, 'any person' who is aggrieved by the decision of a PIO can file an appeal to FAA, and the power of filing an appeal is not restricted to the individual seeking information. However, under Section 19(3) of the RTI Act which describes the filing of second appeal, no such expression has been used. The larger Bench of CIC in Decision dated 02.08.2007 in file no. CIC/AT/A/2006/00074 & CIC/WB/A/07/00679 too, the CIC had taken a similar decision.
