These days there are only 25 to 28 students in the Senior Secondary Level in schools against a requirement of 45 in the Biology group. Not many student want to pursue medical degree as they are sufficiently established only at the age of 30 years. The current of lot of young persons want fast buck. There is a shortage of doctors and I feel that there is no problem. Otherwise the day is not far off when all persons in the country will die.

"Pensioners' disenchatment with CGHS"


The new Union Health Minister has failed to address the concerns of CGHS beneficiaries, especially the pensioners. He has failed during first 100 days of NDA. In the name of cost-cutting, Health Ministry has released a Common Formulary of some 1128 Generic medicines for distribution by CGHS. While the GoI is justified in pushing generic drugs, being cheaper and more affordable, what has been ministry's record in maintaining their quality protocol and "bio- equivalence", that is, its efficacy vis-à-vis branded drugs ?

The generic medicines are procured by CGHS stores from local pharmaceutical firms (Read as lowest tenderers). Several of these fake firms have been recommended for ban and even blacklisting by competent authorities under GoI .Worse, how could the authorities take the risk in respect of life-saving medicines? These sub-standard, clinically untested medicines, manufactured by banned firms ,could be more toxic than effective.

If the GoI is bent on improving country's 'demographic dividend' by pushing the pensioners out of their comfort zones, I have no issues provided all VIPs like the President/ PM/ Members of Judiciaries / Ministers/ MPs/ Public sector Executives / Top bureaucrats etc are treated at par with the less fortunate ones like us and administered similar generic drugs. Let there be no discrimination in health care.

May I urge the Prime Minister through WIC to take the call and ameliorate our sufferings.

Grievance regarding CGHS


Through your channel, I want that authorities must listen now. My grievance is as under:-
It is pity that CGHS Dispensary (86-Rohini, Delhi) has re-opened today after 4 days as internet was not working. Today morning due to backlog, more than 300 patients were registered and only two doctors (one maie and one female) are available to attend whereas CMO INcharge is not examining/seeing any patients.

Unfortunately, when your turn comes after at least 2 hours or so, the doctor tells that she is helpless to issue prescribed medicines due to latest Govt. direction of DGHS and even she is not empowered to issue the generic drugs against the recommended medicines by Government specialist. As a result, I am forced to buy six (6) medicines namely Tablet Betan Plus, Tablet Ivalid 5 mg, Defflorid (18 mg), Pirfenex 200, Tab. Mucinac 600 and Tab. Pregabid NT whereas i am entitled to CGHS facilities and have valid Life Card for which I paid handsome amount well in advance to CGHS authorities without any guarantee.

This is a very state of affairs in CGHS. I hope Health Minister will now wake up from his slumber and withdraw the impugned order issued by DGHS/CGHS and Prime Minister will have at least 5 minutes for Government servants/poor pensioners before he goes to United States.......

Employees need to be mature

By reading "FORUM" on whispers, it is noticed that there are repeated complaints by employees on CGHS. Is this the only department that has permanent complaints ? The employees need to become mature and not keep grumbling all the time.

Discrimination in ICFRE

The issue of ICFRE, MoEF were highlighted in whisper. Now regular DG, ICFRE has joined in the Apex scale . I would request that the same may be highlighted to remove the dichotomy between the deputation officers and regular scientists and research staff of the council. Serious dichotomy exists in the ICFRE, the only council in the field of forest and environment. For regular officials all the files are sent to Government and Ministry of Finance and for deputation officer, the issues are cleared at ICFRE or MoEF level. I hope with your intervention, new DG may take some step for improvement of research environment.

Information related to the vehicle which caused an accident

The son of the appellant suffered a serious road accident and became handicapped. The appellant sought information regarding registration details of a vehicle No.DL8C9080 which was involved in the road accident to help him to claiming compensation and other actions against the owner of the vehicle. The Central Information Commission (CIC) observed that such cases have to be treated as extraordinarily urgent and as the victim is alive, he needs to fight for survival and recover from the injuries. The CIC ruled that the information sought by the appellant is very vital and pertains to life and liberty of the victim, therefore, the answer has to be provided within 48 hours. The CIC issued show cause notice to PIO why penalty should not be imposed for not providing the information within the prescribed time period.

Comments

Many public authorities are unaware of the provision whereby an applicant can seek information under the "life and liberty" clause and the same has to be provided within 48 hours. A large number of organisations are ill equipped to deal such an application. This case law provides an idea of what may be covered under the definition of "life and liberty".
