Secretary level postings this week
A couple of Secretary level postings are expected to take place in the
Government of India this week. 1980 batch IAS officers are to be posted.
Final meeting for ADG empanelment likely on 30th
If some reliable sources are to be believed the ADG empanelment list
would be out in the first week of October. Reportedly, the meeting between
Home Secy and PMO top brass may be held somewhere in the last week of
September. Out of One can wait and watch only as how any officers would
chart on the final list.
Six posts of Member vacant with CBDT & CBEC
As many as six top positions of Board Member have been lying vacant
together with CBDT & CBEC. CBDT which contributes 64 percent &
CBEC contributing to the tune of 36 percent revenue seem to be ailing
for want of Members to run the affairs efficiently. Four Member posts
are vacant with CBDT whereas CBEC has two posts vacant. Moreover the
appointment process has not been initiated as yet as it could not be
started for certain reasons. Keep guessing the reasons.
300 files pile up in Coal, Power Ministries for clearance
Around 300 files are reported to have piled up in the office of Minister
of Power, Coal and New and Renewable Energy for his approval. The appointments
and other development works are said to have been stuck for want of
approval of Minister.
Ms Vipra Bhal goes on inter cadre deputation to J&K
An inter cadre deputation of Ms Vipra Bhal from Gujarat cadre to Jammu
& Kashmir cadre has been approved for a period of three years. She
is a 2006 batch IAS officer of Gujarat cadre.
Md Zubair Ali Hashmi goes on inter cadre deputation to UP
An inter cadre deputation of Md Zubair Ali Hashmi from Manipur-Tripura
cadre to Uttar Pradesh cadre has been approved for a period of three
years. He is a 2008 batch IAS officer of Manipur-Tripura cadre.
Cadre of Ms Namrata Vrishni transferred to Rajasthan
The cadre of Ms Namrata Vrishni has been transferred from AGMUT to Rajasthan
on the grounds of marriage to Bhuvan Bhushan Yadav, an IPS officer of
2011 batch belonging to Rajasthan cadre. Ms Vrishni is a 2013 batch
IAS officer.
Salil Khare quits IRS-IT
Indian Revenue Service officer of Income Tax cadre, Salil Khare, Additional
CIT, Raipur has resigned from the service. He is an IRS-IT officer.
CVC recommends penalty on NHPC Director J K Sharma
The Central Vigilance Commission (CVC) is reported to have recommended
the Ministry for penalty on J K Sharma, Director, NHPC with holding
his extension on this post.
Adil Zainulbhai nominated as new QCI Chairman
Adil Zainulbhai has been nominated as Chairman of the Quality Council
of India (QCI). Zainulbhai, Senior Advisor to McKinsey, retired as Chairman
of McKinsey, India. He has also been working with several parts of the
government and led efforts around urbanization, inclusive growth and
energy.
Akshay K Rout poised to move from IEC?
As the grapevine has it Akshay Kr Rout may soon move from India Election
Commission. The 1985 batch officer of Indian Information Service is
presently serving as Director General, IEC. Apart from several other
assignments he is primarily heading the Media & Communication in
IEC as DG.
Subir Purkayastha selected as Director (Fin), GAIL (India) Ltd
Subir Purkayastha, ED, GAIL, has been selected for the post of Director
(Finance), GAIL (India) Limited at a Public Enterprises Selection Board
(PESB) meeting held on September 19, 2014. As many as 11 persons were
interviewed for the same.
Rita Goyal, GM Fin BSNL, to proceed to UK on study leave
Rita Goyal moves to UK on one year study leave. The 1996 batch IPT&FAS
officer will be pursuing PhD in Management in Henley Business School,
UK. Presently she is serving with BSNL as GM, Finance.
Ashish Gupta to take charge as JS, NATGRID
on Sept 23
As the grapevine has it Ashish Gupta will be taking charge as Joint
Secretary, NATGRID on September 23. The 1989 batch IPS of UP cadre is
serving as ADG Railway Protection Force. NATGRID forms a central intelligence
gathering mechanism under Ministry ofHome Affairs.
Selection interview for Chairman, AAI on Sept
25
PESB is holding the selection interview for the coveted post of Chairman,
AAI on September 25. The post had fallen vacant after Vjai Prakash Agrawal
had completed his tenure this year. Presently Alok Sinha, JS with Dept
of Civil Aviation, is carrying out the additional charge of Chairman,
AAI.
S K Singh tipped for ADG empanelment
As the grapevine has it subesh Kumar Singh may soon be empanelled to
be posted to the rank of Additional Director General with Govt of India.
The 1984 batch IPS officer of UP cadre is presently serving in the state
as ADG, Training.
Joint meeting between Coal Secy & PESB
soon over CMD, CIL
If some reliable sources are to be believed a joint meeting between
Coal Secretary & PESB is expected soon over the procedure of appointment/selection
of CMD, Coal India. Reportedly, the ministry wants the post to be filled
on deputation basis whereas PESB is of the opinion to fill the slot
through the standard norm of appointed. Presently, A K Dubey, 1982 batch
IAS of Kerala cadre, is shouldering te responsibility of CMD, Coal India.
The post may be advertised only after the conclusion of the joint meeting
comes forward. One can wait & watch only if there would be some
relaxation in the norms or not.
Dr Nachiket Mor nominiated as Part Time Director,
NABARD
Dr Nachiket Mor has been appointed as Part Time Director on the Board
of Directors, National Bank for Agriculture and Rural Development (NABARD).
D B Singh appointed as Adviser, Rajya Sabha
Secretariat
It is reliably learnt that Dr D B Singh has been appointed for the post
of Adviser with Rajya Sabha Secretariat. Previously he held the post
of Additional Secretary with Rajya Sabha Sectt.
450 election observers appointed
Central Election Commission has selected as many as 450 observers for
upcoming Assembly .Out of 450 officers 300 IAS & IPS officers would
function as general observers whereas 150 officers across six services
(including IRAS, IDAS, ICAS, IRS IT & IRS C&CE) would shoulder
the responsibilities as expenditure observers.
Jayathilak is also Chairman, Rubber Board
Jayathilak, Chairman, Spices Board, has been assigned an additional
charge of Chairman, Rubber Board for a period of three months. He is
a 1991 batch IAS officer of Kerala cadre.
Madhya Pradesh will not have any Secretary
in GoI ?
Madhya Pradesh used to rule bureaucracy .And one would not believe that
Madhya Pradesh will have no Secretary in the Government of India in
the couple of years .Reason -no officer has been empanelled in the 1981
batch IAS. One 1980 batch IAS officer Swarnmala Rawla is still waiting
to get a posting in the GoI .

CWC achieves yet another record turnover
The Central Warehousing Corporation (CWC) has achieved yet another record
turnover of Rs.1528.19 crore during 2013-14 as against Rs.1406.70crore
earned during 2012-13, thus recording a growth of 8.64%.The Profit Before
Tax (PBT) and Profit After Tax (PAT) also increased by 22.58% and 15.41%
respectively over the preceding year. Addressing the shareholders during
the 52nd Annual General Meeting held on September 20, 2014, B B Pattanaik,
Managing Director stated that this could be possible due to addition
of constructed storage capacity by 2.03 lakh MT in 14 States with a
capital investment of Rs.102 crore, operation of Cargo Terminals at
Integrated Check Posts (ICPs), CRT operations etc. Keeping in view the
national priority for safe storage of foodgrains, utilization of capacity
for storage of foodgrains was given due priority.CWC handled 10.36 lakh
TEUs during 2013-14 despite slump in the IMPEX trade.During 2013-14
CWC continued to operate Cargo Terminal of Integrated Check Post (ICP)
at Attari on Indo-Pak border entrusted to CWC by the Department of Border
Management, Ministry of Home Affairs. CWC handled 85,484 export/import
trucks as against 74,847 export/import trucks handled during 2012-13
and earned a gross revenue of Rs.39.28 crore during 2013-14 as against
Rs.33.12 crore earned during 2012-13. CWC also commenced operation of
the Cargo Terminal at ICP, Agartala in November 2013 to facilitate border
trade with Bangladesh. Keeping in view the improved financial results,
CWC declared dividend @ 48% for the year 2013-14 as against 41% paid
for 2012-13. During 2014-15 CWC plans to construct additional storage
capacity of about 2.00 lakh MT across the country with a CAPEX of about
Rs.120 crore.
NBCC pays dividend to Govt for FY 2013-14
M Venkaiah Naidu, Union Minister for Urban Development, Govt. of India,
has received dividend cheque of Rs.54.00 crore from Dr Anoop Kumar Mittal,
CMD, NBCC. The dividend cheque was presented to the Minister, at a small
function held on September 18, 2014 in presence of Shankar Aggarwal,
Secretary (UD); D S Mishra, Additional Secretary (UD); S K Chaudhary,
Director (Projects), NBCC, SK Pal, Director (Finance), NBCC and other
senior officers of MoUD & NBCC.

the appointment of Capt Kelath Devadas, Sr VP, SCIL, as Director (Technical

Minor reshuffle of IAS officers in HP (UPDATED)
As many as five officers belonging to Indian Administrative Service
(IAS) have been transferred and posted at different places in Himachal
Pradesh. Accordingly, Upma Chawdhry has been posted as Additional Chief
Secretary, Social Justice & Empowerment and Language Art & Culture
while Prem Chandra Dhiman will now be Principal Secretary, Education
and Manish Nanda was made Principal Secretary, Printing & Stationary
and Rural Development & Panchayat Raj. Similarly Ali Azar Rizvi
has been appointed as Principal Secretary, Town & Country Planning,
Housing and Information Technology and R D Nazeem as Executive Director
(South), Food Corporation of India.
NBCC wins NAREDCO National Real Estate Award

M Venkaiah Naidu, Minister for Urban Development, gave away the prestigious
NAREDCO National Real Estate Award-2014 in Best Group Housing Project-Affordable
Segment category to NBCC for its NBCC Town, Khekra (UP) Housing Project.

100 days report card !!!
Report card of 100 days of Narendra Modi, PM is visible from the out
come of bye election. It clearly shows decline. Who is responsible for
this decline. PM's Minister plays important role in their respective
Ministries. Ministers like Dr. Harsh Vardhan who is creating problems
and problems in Health Ministry as well as to CGHS beneficiaries. How
Govt. can have better image? If it is not stopped, the image will further
fall and Delhi results will show the real path to this Government. PM
has to take a call and see that Ministers do their job in ethical manner.
Their is no vision, no work experience to deal at central level and
lack completely professionalism. This was the reason, Congress ruled
Delhi for 15 years and if things continued like this, Congress will
again gain and will come in majority in Delhi election, if held.

Empanellment of IAS officers not transparent
It is true that the empanellment of IAS officers for the post of Joint
Secretary to the Government of India is opaque. The most common excuse
for rejection is that the ACRs are not complete. As if the IAS officers
are expected to write their own ACRs. This is manifestly unfair and
encourages toadyism in the service. If the ACRs are incomplete then
the officer who has not written them should be penalised and denied
a central deputation not the IAS officer who is due for deputation.
If the officers are to chase their own ACRs till they are written by
their bosses can they do any other work at all? Forget about taking
an independent stand based on rule of law or rules and regulations such
officers will not even be able to do routine work lest their bosses
delay writing their ACRs. I am not in favour of Central Service officers
being treated on par with IAS officers for the post of joint-secretary
to government of India because they lack the breadth of vision and experience
that IAS officers already have. Similarly CSS officers too have a very
limited desk experience and should not be promoted above Director to
GoI. They may be compensated salary wise in non-functional selection
grades if they are very senior in service and awaiting retirement. If
these norms are not followed you will only have babudom of the most
incompetent and venal variety in the central government. The senior
posts in GOI are reserved for the IAS for a very logical reason. How
can an officer of the railway traffic service function as a secretary
for animal husbandry in GoI ? He may not know the difference between
a mule and a donkey. Similarly, how can a forest service officer function
as a secretary for defence when he may not know the difference between
an army captain and a captain in the navy?

Bloated babudom
We have a bloated babudom in India whose efficiency is around 30 %!!
Time to prune the fat. There is no need for example of 255 Secertary
level posts in IAS! Far too many. Similarly for other ranks. No IAS
officer is / should be made JS before 25 years of minimum service. Half
baked inexperienced officers are worthless. See J&K / Uttarakhand
tragedies. Not one repeat one officer is / was on the ground to help
the people!! What kind of Administration is this? Only fair weather
peacocks? Fit to pontificate in IIC/ delhi Gymkhana / Delhi Golf Club?
No wonder they are collapsing under current new NDA govt, which is making
them earn their salaries. If unhappy , let them take premature retirement
!! Go work in corporate India.

Bureaucracy is like a sword
Bureaucracy is like a sword - it can be used to establish peace and
also to kill innocent people. The same way you can use bureaucracy for
the good of the society and also for finding ways to loot the public
exchequer. The same bureaucracy performs very well when freedom is given
during elections and after that becomes inefficient. How? The service
is store house of experience and skill but when the corrupt only will
get to the top, no amount of fresh blood will help. The former PM was
a fresh blood in politics and you see the results.

Minimum government, maximum governance
Minimum Government means less of Ministers (in turn personal staff)
and no fresh recruitment. Maximum Governance - employees spending more
time in office by being punctual and abolition of Affidavits relating
to Executive matters of the Government and self certification. Modi
till date is on these lines. Please appreciate.

Yes, withdraw PSU employees from Govt
I also support to withdraw the PSU employees from Govt. Ministry/Statutory
Body (AERA). Similarly, the employees of Airport Authority of India
are posted in various bodies of Civil Aviation Ministry. Because of
these posting the regular /deputation employees can't work properly.
PSU employees hide themselves from their department for work and routine
transfers.

Information related to the vehicle which caused an accident
The son of the appellant suffered a serious road accident and
became handicapped. The appellant sought information regarding
registration details of a vehicle No.DL8C9080 which was involved
in the road accident to help him to claiming compensation and
other actions against the owner of the vehicle. The Central Information
Commission (CIC) observed that such cases have to be treated as
extraordinarily urgent and as the victim is alive, he needs to
fight for survival and recover from the injuries. The CIC ruled
that the information sought by the appellant is very vital and
pertains to life and liberty of the victim, therefore, the answer
has to be provided within 48 hours. The CIC issued show cause
notice to PIO why penalty should not be imposed for not providing
the information within the prescribed time period.
Comments
Many public authorities are unaware of the provision whereby
an applicant can seek information under the "life and liberty"
clause and the same has to be provided within 48 hours. A large
number of organisations are ill equipped to deal such an application.
This case law provides an idea of what may be covered under the
definition of "life and liberty".
