AAI Chairman to be appointed through selection and not deputation ?
Countdown for the selection interview for the post of Chairman, AAI
is about to be over in a day or two. If sources are be believed the
Ministry of Civil Aviation wanted the post to be filled with deputation
whereas PESB wanted to follow the standard route & procedures for
the selection. After consultation ACC suggested to have the concurrence
of PESB. Interestingly, PESB opined to go by the selection interview
only since the interview date was already finalised. It is reliably
learnt that in case of no suitable candidate PESB would be agree to

(UPDATED)
Ram Vilas Paswan, Union Minister for Consumer Affairs, Food & Public
Distribution visited the Cargo Terminal of the Integrated Check Post
(ICP) at Attari (on Indo-Pak border) operated by Central Warehousing
Corporation (CWC) on September 18, 2014. During the visit B B Pattanaik,
Managing Director, CWC, Anil Bamba, Member, LPAI, J K Birdi, Commandant,
BSF, senior officials of the Customs and BSF were present. Honble
Minister took round of the Passenger Terminal and Cargo Terminal of
ICP and was informed of the infrastructure and facility available at
the ICP and the EXIM trade with Pakistan through land route. ICP, Attari
developed by the Land Ports Authority of India (LPAI), Ministry of Home
Affairs spread over 120 acres started functioning on April 13, 2012.
The management of the Cargo Terminal at ICP has been entrusted to the
CWC. During 2013-14, CWC handled 85,484 export/import trucks as against
74,847 trucks handled during 2012-13 and earned a gross revenue of Rs.39.28
crore as against Rs.33.12 crore earned during 2012-13. The Minister
expressed his satisfaction over the management of Cargo Terminal by
CWC. The Minister also witnessed the joint parade by BSF and Pakistan
Rangers at the joint check post at Wagah border in evening.

steel demand: SAIL Chairman (UPDATED)
"We are fully geared up to cater to the increased steel demand
in a cost effective manner by way of adoption of modern technology,
automation, improvement in product quality, enriched product basket
and process efficiency," said C S Verma, Chairman of Steel Authority
of India Limited (SAIL) outlining the company's strategy for growth
at the company's 42nd Annual General Meeting held here today. He expressed
optimism that Government's focus on accelerating growth in manufacturing
and infrastructure through development of smart cities, ports, power
plants, development of industrial corridors and revival of Special Economic
Zones (SEZ) would boost the steel demand substantially, results of which
will be seen in the near future itself. Elaborating on the company's
vision for future he said, "SAIL is finalizing its Vision 2025
document, which will steer the company to increase its production capacity
of Hot Metal to 50 million tonnes, along with related/enabling business
activities." Implementing the Vision 2025 would entail an investment
of about Rs. 1,50,000 crore in addition to the investment made in the
current phase of expansion. During his address to shareholders Chairman,
SAIL mentioned that the Maharatna company had achieved a 21% increase
in Profit After Tax, logging profits of Rs.2,616 crore during 2013-14.
For the financial year 2013-14, the company paid dividend at the rate
of 20.20% of paid up equity share capital. He further informed that
SAIL achieved the highest ever turnover of Rs.51,866 crore during 2013-14,
registering a growth of 5%. The company further attained a total sales
volume of 12.09 million tonnes in 2013-14 with a growth of 8.6% over
last year. The Company's debt equity ratio was amongst the lowest in
the Indian Steel Industry at 0.59:1 as on 31st March, 2014. SAIL has
been making an average expenditure of more than 10,000 crore each year
for the past 5 years and it plans to make a capital expenditure of Rs.
9,000 crore on Modernization and Expansion during the financial year
2014-15 as well. Chairman informed that facilities of about Rs.26,000
crore have already been operationalised and further explained that cumulatively,
orders for Rs.62,778 crore have been placed under the current Modernisation
& Expansion Plan of SAIL. The expenditure till August, 2014 has
been more than Rs. 55,000 crores.
HAL congratulates ISRO, partnership to strengthen
with ICMF facility (UPDATED)
HAL congratulates ISRO for the successfully prodding sleeping engine
of the Mars spacecraft back to life and for making it fire briefly yesterday.
"Our best wishes are with them for tomorrow's operations that would
put the spacecraft in the red planet's orbit", says Dr R K Tyagi,
Chairman, HAL. The HAL-ISRO partnership will further get strengthened
in the years to come. An Integrated Cryogenic Engine Manufacturing Facility
(ICMF) will be set-up at HAL's Aerospace Division here and the division
will manufacture cryogenic/semi cryogenic engines for ISRO, he adds.
Discussions with ISRO are already on for Assembly Integration and Testing
of IRNSS satellites and for productionisation of propulsion sub-system
for spacecraft and launch vehicle projects. Work packages for the Chandrayan-2
and Reusable Launch Vehicle (RLV) projects are also on the anvil. HAL
has partnered and supported ISRO throughout its journey by providing
hardware for satellites, SLV, ASLV, PSLV, GSLVMKII and GSLV MKIII (LVM3).
HAL's association with India's prestigious Space Program dates back
to early 70s, when HAL provided technical inputs and manufacturing support
to Indian Space Research Organisation (ISRO) for realisation of light
alloy structural assemblies for satellites and launch vehicle. HAL had
built the structural assembly of India's first satellite "Aryabhata"
which was launched on April 19, 1975. The association further strengthened
with vital inputs from HAL to build the satellites "Bhaskara-1",
"Apple" and Satellite Launch Vehicle (SLV). The technical
capabilities of HAL made ISRO to partner with HAL in all its space endeavours
and it wanted a Division of HAL totally dedicated to cater to its growing
requirement of space worthy hardware. HAL Aerospace Division was hence
conceptualised in early 80s by an MOU signed between Prof Satish Dhawan
Chairman, ISRO and Air Chief Marshal L.M. Katre, Chairman, HAL in May
1983. A full-fledged Aerospace Division took birth on March 25, 1988
and was dedicated to the nation on April 19, 1991. Since then, HAL has
been a vital partner of ISRO and their mainstay for the realization
of critical components, structural assemblies for launch vehicles and
satellites and propellant tankages for the launch vehicles.

Civil Service Empanelment and Promotion Guideline Reform
Joint Secretary to Government of India is a civilian rank which as per
salary, perks, retirement benefits is equivalent to Major General/equivalent.
In the Indian Armed Forces., a candidate can only think to become Major
General only after completing a minimum of 33 years of service (however
this may take even longer). IAS officers being just promoted anywhere
after just 17 to 20 years of service is a joke. I think a person belonging
to either All India or Central Service (Group A/I) should only be promoted
after completing a minimum service of 26-28 years.
As per CSS cadre civil list, more than few officers in CSS have earned
a PhD and even some have even an MBBS degree. There are currently 47
officers who are serving as Joint Secretaries and 2 as Additional Secretaries.
According to me, there has been no significant complaints against CSS
cadre officers from Ministries. Only to remind people, CSS cadre is
equivalent to Office Management Group (OMG) in the Central Superior
Services of Pakistan. The most important positions in the Federal Secretariat
in Pakistan are occupied by the OMG officers. Moreover, after DMG, OMG
has the highest share in BS-22 positions (Secretary to Government of
Pakistan/Chief Secretary to Provincial Government rank) of the Secretariat
Group and hence end up at the highest levels of Pakistan's bureaucracy.

Overstaying in govt accommodation
It is a laudable step by the U.D. Ministry to evict Ajit Singh . All
other VIP'S overstaying in government accommodation, esp. Lutyens bungalows
should also be evicted. This will be a step towards restoring rule of
law and good governance.
All existing and future memorials should be located in the respective
constituencies/ states ,or in a memorial Park to be developed along
the banks of the Yamuna , in line with the Samadhis.

All information about a government servant is private
The appellant sought certified copies of the documents of all
the lecturers/HODs of a Polytechnic college relating to their
names, appointment orders, promotion orders, pay fixation orders,
pay fixation orders after 6th Pay Commission, enhancement orders,
pay modification/alteration orders, etc. The matter came up before
the Central Information Commission which ruled that except for
information that can be disclosed u/s 4(1)(b), all other information
about the employees would be personal information, which includes
the service details, property returns, etc. The CIC directed the
public authority to give only the information relating to the
names of the lecturers working in the Polytechnic, along with
their designations and pay scale.
