"No PSU Staff , No Consultants in Ministries"

Taking staff from PSUs is ill-advised. Working mostly at lower echelons ,the borrowed staff owe allegiance to PSUs as their pay-masters. Hired on contract basis, the staff is deployed by ministries on sensitive duties. Ministries of Power, Petroleum, Heavy industries, Steel, Coal, Telecom, Civil Aviation etc are flooded with such staff. Min. of Finance enjoy hospitality from public sector banks and MHA from para-military forces. An RTI could be filed with DOP&T to know the actual strength of such " guest staff ". Ministers in former Congress-led government followed the unwritten practice of getting " informal staff " from ministries they headed along with entitled quota besides appointing staff from industrial and banking utilities. There was huge corruption, misuse of government facilities, tale-carrying and leakage of classified data on policy matters . Hired on contract basis, such staff and officers are not liable to disciplinary action under Conduct Rules.

Modi took the right step of prior screening of staff of present ministers. He should now impose a total ban on all GOI ministries and departments on taking staff on loan basis. These must make-do their requirement from existing strength. Further, the present digital age calls for pruning the staff / officers' strength in ministries by disallowing appointment of Consultants post- retirement.

Do all officers have prior exposure

Keshkamat finds all in other services as incompetent to handle a GoI post, because they are not having appropriate exposure. Have all senior officers presently working in GoI had a prior exposure in the department which they are handling now, along with the donkey and mule department. The empanelment procedure is designed and implemented by IAS offices only and Keshkamat has difficulties with that. He finds that basic concepts are wrong and the system is opaque and it is punishing people who are not at fault. He can go through the other feed back given below his own and would know what others have to say about the bureaucracy of our country which is considered as the worst in the world. Majority of this high level bureaucracy belongs to this esteemed service.


This feedback is an example of limited vision. The complaint is against everything which is personally unfavourable. Be it empanelment procedure or other services. I am glad that the new Government wants to induct private people. This will further expose such people who are enjoying the comforts of life in the protective outer layer of a cocoon.

All are equally capable of handling senior level posts

The IAS is meant to serve the state Governments where posts are encadred in the IAS. On the other hand, senior positions at the Centre are open posts which are manned by officers from all Services. These are not encadred. Most Joint Secretary and above posts at the centre are manned by IAS officers only because the empanelment process is deliberately designed to exclude others by hook or by crook. As it is, all Services recruited through the common Civil Services Examination are generalist services and not technical and all are equally capable of handling senior level posts as much as the IAS and they do, too. For the record, in recent memory, IA&AS officer Jung has been Secretary Civil Aviation earlier, so has IRS officer Krishnamurthy been Secretary, Corporate Affairs.

Condition of Ministerial Staff worse

Dr. Ram Manohar Lohia Hospital is situated in New Delhi and Autonomous Body of M/o H& FW. There is worse condition of Ministerial Staff. No chance of promotion, no cadre, no better pay-scales no DPC etc. only old posts. Staff can't get their Seniority List time to time. Like other ministries promotion can be centralised in another ministries/ departments. PM should do something for Ministerial Staff of Dr. Ram Manohar Lohia Hospital

DATE WITH RTI

All information about a government servant is private

The appellant sought certified copies of the documents of all the lecturers/HODs of a Polytechnic college relating to their names, appointment orders, promotion orders, pay fixation orders, pay fixation orders after 6th Pay Commission, enhancement orders, pay modification/alteration orders, etc. The matter came up before the Central Information Commission which ruled that except for information that can be disclosed u/s 4(1)(b), all other information about the employees would be personal information, which includes the service details, property returns, etc. The CIC directed the public authority to give only the information relating to the names of the lecturers working in the Polytechnic, along with their designations and pay scale.

Comments

Many public information officers are harassed by RTI applicants who seek information about a government servant through a series of RTI applications. This order provides a way to deal with such cases.
