Ravinder Kumar Jain has been appointed as Secretary, National Disaster
Management Authority (NDMA) under the Ministry of Home Affairs in the
rank of Additional Secretary. He is a 1981 batch IAS officer of Himachal
Pradesh cadre.
R K Srivastava selected as CMD, AAI
R K Srivastava has been selected for the post of Chairman, Airports
Authority of India (AAI) at a Public Enterprises Selection Board (PESB)
meeting held on September 25, 2014. As many as ten persons were interviewed

Why Rajiv Takru transferred after 100 days?
The transfer of Rajiv Takru in a short period of 100 days has become
the talk of the corridors in Government of India. Takru was firstly
transferred as Secretary, DoNER on June 14 from the post of Secretary,
Revenue. Now, he has been transferred from this post as Secretary, National
Commission for Minorities on September 24. Does PM bear any grudge against

Services of 11 IAS officers affected in UP
As many as 11 IAS officers have been transferred in Uttar Pradesh. Accordingly,
Sudhir Kumar Shrivastava will remain Divisional Commissioner, Basti
while Sadakant also remains as Principal Secretary, Housing and Urban
Planning, Child Development and R P Arora was retain in the same place
as Divisional Commissioner, Devipatan, Gonda. Besides, the transfer
orders of Sanjiv Saran and Jivesh Nandan were cancelled. Kumar Kamlesh
has been appointed as Principal Secretary, Rural Engineering Department;
Mahesh Kumar Gupta was given additional charge of Principal Secretary,
Small Scale Industries Development; Yogesh Kumar will remain as Chief

National Integrating Department; Mrs Pushpa Singh as Special Secretary,

Alliance Air signs MoU with North-East Council
Alliance Air, the wholly owned subsidiary of Air India, signed an MoU
with the North East Council (NEC) for flight operations in the North
East under Viability Gap Funding (VGF). The MoU was signed in the Ministry
of Civil Aviation, New Delhi, by Anil Mehta, COO, Alliance Air and V
B Pathak, Joint Secretary, Ministry of Development of North Eastern
Region (DoNER) in the presence of Ashok Gajapathi Raju Pusapati the
Minister for Civil Aviation, and Gen. VK Singh (Retd), Minister for
DoNER. Also present at the signing were Rohit Nandan, CMD, Air India,
V Somasundaram, Secretary, Civil Aviation, Rajiv Takru, Secretary, DoNER
and other senior officials. Alliance Air has been operating flights
to the North East since January 2003. under Viability Gap Funding (VGF)
i.e., Cost minus Revenue formula, to cover losses on the operations
in the North East. Alliance Air continued services in the North East
upto 31st December 2012 when it was operating 65 flights per week to
the North East. From January 2013, due to outstanding VGF, the airline
restructured its ATR operations in the North East and consequently ATR
services were discontinued on some routes. However, in public interest,
Alliance Air continued operations between Kolkata-Silchar, Kolkata-Guwahati
and Silchar-Imphal with ATR aircraft. In July 2013, it also restored
five times weekly flights on the Kolkata-Shillong route. Besides the
ATR operations, Air India has also been operating flights in the North
East region with its Airbus family aircraft between Kolkata and Silchar,Dimapur,
Dibrugarh,Aizawl, Imphal, Agartala and Guwahati apart from Delhi- Guwahati
routes. Under this MoU Alliance Air will provide air services to Shillong,
Tezpur, Lilabari, Silchar and Guwahati with ATR 42 type of aircraft
till March 31, 2016. The operation is under Viability Gap Funding (VGF)
arrangement. North East Council (NEC) will assist Alliance Air in obtaining
concessions on ATF, Landing, RNFC rates etc. The actual cost of operations
shall be reviewed every three months based on the proposed cost and
VGF amount will be fixed accordingly.
Reshuffle of IAS officers in MP
As many as seven officers belonging to Indian Administrative Service
(IAS) have been transferred and posted at different places in Madhya
Pradesh. Accordingly, Abhijit Agrawal has been posted as CEO, Zilla
Panchayat, Hoshangabad while Harjinder Singh will now be CEO, Zilla
Panchayat, Ratlam and Mohit Bundas is CEO, Zilla Panchayat, Sidhi. Similarly,
Mrs Neha Marvya has been appointed as CEO, Jabalpur; Mrs Ruchika Chauhan
as CEO, Zilla Panchayat, Anuppur; V S Chaudhary Kaulsani as CEO, Zilla
Panchayat, Satna and Ashok Kumar Verma was made Additional Collector,
Agar-Malwa.

100 days report card !!!
Modi Government is apparently less sensitive. Not a single issue
raised has been taken seriously by the present Government. The corruption
at higher level may have declined, but at lower level it has increased.
Therefore, not only in Delhi but also in Haryana and Maharashtra BJP
will fail to motivate its voters for reaching to the poll centres.

Funny views !
I found recent views against other services very funny! Even after 67
years of Independence, if India is having one of the most inefficient
bureaucracy, IAS is mainly responsible for it. Hardly 20% of the IAS
Officers are competent and others survive only due to the help of IAS
tribal mentality. This fool believes that all the IRAS Officers and
IFS Officers are fools like him. Central Govt. departments which are
mainly controlled by the Central Services are much more efficient than
that of the State Govt.'s which are mainly controlled by the IAS.

Even generic medicines not available at CGHS Dispensaries
Even the generic medicines that are being changed by the Specialists
are not available at CGHS Dispensaries on the plea that such generic
medicines are not in the approved list of CGHS and hence cannot be issued.
Health Minister should find out some solution to this problem also besides
the other problems being faced by pensioners now a days.

When central Govt can evict Ajit Singh , then why same yardstick is
not being applied to Lalu Prasad Yadav, on bail, why Z+ security is
being provided to a convict. Are rules different for everyone. Govt
should implement these policies in a transparent manner.

All information about a government servant is private
The appellant sought certified copies of the documents of all
the lecturers/HODs of a Polytechnic college relating to their
names, appointment orders, promotion orders, pay fixation orders,
pay fixation orders after 6th Pay Commission, enhancement orders,
pay modification/alteration orders, etc. The matter came up before
the Central Information Commission which ruled that except for
information that can be disclosed u/s 4(1)(b), all other information
about the employees would be personal information, which includes
the service details, property returns, etc. The CIC directed the
public authority to give only the information relating to the
names of the lecturers working in the Polytechnic, along with
their designations and pay scale.
Comments
Many public information officers are harassed by RTI applicants
who seek information about a government servant through a series
of RTI applications. This order provides a way to deal with such
cases.
