Justice H L Dattu
will be sworn in as Chief Justice of India at 11 AM on Sunday.
Rajan Wasan promoted to Special DG, NIA
Navneet Rajan Wasan, ADG, NIA, has
been granted the rank of Special Director General. He is a 1980 batch
IPS officer of Andhra Pradesh cadre.
Dr P Hanumanthu selected as CMD, NRDC
Dr P Hanumanthu, Scientist, has been selected for the post of Chairman
and Managing Director (CMD), National Research Development Corporation
(NRDC) at a Public Enterprises Selection Board (PESB) meeting held on
September 26, 2014. As many as 11 persons were interviewed for the same.
The post arose vacant after incumbent Dr Rajendra Dobhal joined back
as DG, Science Technology of Government Uttarakhand as he opted to join
his own state.
Sinha is new Deputy Election Commissioner
Umesh Kumar Sinha is new Deputy Election Commissioner in the Election
Commissioner of India. He is a 1986 batch IAS officer of Uttar Pradesh
cadre.
Binoy Behera promoted to DG grade in Odisha
Binoy kumar Behera has been promoted to the DG grade and posted as a
DG (Training) and Director, BPSPA, Bhubaneshwar. He is a 1982 batch

Mrs Sharma appointed as CVO, HMT
Mrs Madhu Sharma has been appointed as Chief Vigilance Officer (CVO)
in the Hindustan Machine Tools Limited, Bengaluru and the Heavy Industry
Ministry. She is a 1986 batch IFS officer of Karnataka cadre.
In-situ promotion for B B Mishra as ADG, Narcotics
Control Bureau
It is reliably learnt that B B Mishra has been posted (in-situ) as Additional
Director General, Narcotics Control Bureau. The 1983 batch IPS officer
of Assam-Meghalay cadre is serving with NCB as Dy Director General.
Interestingly, Supreme Court has chosen Mishra to assist Justice Mudgal
in its probe (report expected by Oct 2014) on betting and spot-fixing
scandal in IPL 2013. Reportedly, the orders for his promotion as ADG
are expected in a day to two.
Siddharth is also CEO, PFST
Siddharth has been assigned an additional charge of Chief Executive
Officer (CEO), Price Stabalization Fund Trust (PFST) under the Commerce
Ministry for a period of three months. He is a 1983 batch IAS officer
of West Bengal cadre.
Bhagirath Prasad is Member, Consultative Committee
Home
BJP Member of Lok Sabha Bhagirath Prasad has been nominated Member of
the Consultative Committee of the Home Ministry. The 1975 batch retired
IAS officer has been Principal Secretary Home in Madhya Pradesh.

on September 30. Earlier the name of Ramesh Negi,Chief Secretary Arunachal
Pradesh was in circulation for the post.

Paragraphs on ICT and education, aid and development
Open access libraries have existed for long and while access to
larger collections helped with research, encyclopedias and archives
helped with fact checking and incremental learning. Not everyone used
libraries effectively and not everyone had access to larger collections.
In some sense, while certain encyclopedias are ascendant (definitions
and best practice at your fingertips) and access is almost ubiquitous
and immediate, ICT does not change content access much, as academic
paper repositories are still restricted by publishers unless libraries
enable ICT access and institutes foot the bills. The drive to access
and act on information is mostly unchanged, except on basic criteria,
more are literate and more are ICT enabled. Dissemination of information
for education through communications (IEC) was difficult and continues
to be, for development outcomes. Only the channels available have increased
and the promise of interactivity continues to hold potential. Everyone
working with ICT for Development knows this but there is great friction
on exploiting ICT for IEC more effectively even while there is often
consensus on building infrastructure. Actual end-user teaching and learning
is still not addressed and the onus falls on the educator, to be relevant
and appropriate, not on the learner, as before.

(ii) Lal Bahadur Shastri Memorial at 1-Moti lal Nehru Place was allotted
in 2000 on 25 years lease; later bifurcated and second half ( designated
as 10-Janpath) allotted to Sonia Gandhi as her official residence.
(iii) Indira Gandhi memorial at - 1-Akbar Road and 1 Safdurjung Road
formally allotted in 2010 on 99 years lease
(iv) BSP ,Ms Mayavati -- 12,14 &16,Rakabganj Road, allotted to BSP
in 2012 on 25 years lease for Bahujan Prerna Trust.
(v) Jagjivan Ram Memorial allotted 6 Krishna Menon Marg in 2014 on 25
years lease ; crores of rupees as outstanding rental dues written off.
Is Ajit Singh's demand for Charan Singh's memorial at 12 Tughlaq Road
justified in the above context ?

Let us applaud our scientists for successful Mars Mission. In the very
first attempt they achieved this incredible feat. Our Scientists have
shown that they are no less than anyone else in the World. Today I feel
proud to be an Indian as I heard Prime Minister sharing this joyful
news with his countrymen from Bangalore.

All information about a government servant is private
The appellant sought certified copies of the documents of all
the lecturers/HODs of a Polytechnic college relating to their
names, appointment orders, promotion orders, pay fixation orders,
pay fixation orders after 6th Pay Commission, enhancement orders,
pay modification/alteration orders, etc. The matter came up before
the Central Information Commission which ruled that except for
information that can be disclosed u/s 4(1)(b), all other information
about the employees would be personal information, which includes
the service details, property returns, etc. The CIC directed the
public authority to give only the information relating to the
names of the lecturers working in the Polytechnic, along with
their designations and pay scale.
Comments
Many public information officers are harassed by RTI applicants
who seek information about a government servant through a series
of RTI applications. This order provides a way to deal with such
cases.
