First Board meeting of SCC and NSDC held at HAL Corporate office (UPDATED)
The first board meeting of Aerospace and Aviation Sector Skill Council (SSC) under the aegis of National Skill Development Council (NSDC) held at HAL Corporate Office recently under the chairmanship of Dr R K Tyagi emphasised on better training and education infrastructure in aerospace sector. The Council comprises of HAL, Bangalore Chambers of Industry and Commerce (BCIC) and Society of Indian Aerospace Technologies & Industries (SIATI). The meeting deliberated on several issues on skill development requirements of aerospace industry and on how to go about modules that would be relevant to all stake-holders. “The first year of its operation is very important and our challenge is to make it useful to the industry which is looking to bridge the huge gap in skills”, said Dr Tyagi. Dr C G Krishnadas Nair (SIATI), Chandramouli AN (BCIC), Pratyush Kumar (NSDC) and Ashok Tondon (HAL) were the four directors present at the meeting, apart from other invitees. The National Skill Development Corporation (NSDC), a PPP created by the Ministry of Finance (with 49% stake by Government of India and 51% stake by private) with a mandate to skill 350 million people by 2022, had approved the proposal of BCIC & SIATI for formation of Aerospace and Aviation Sector Skill Council (SSC) with a grant of Rs. 4.9 crore. Recognizing HAL’s pioneering contribution in Indian Aerospace industry, BCIC and SIATI had approached HAL to participate in the venture. The Board of Directors of HAL accorded approval to establish Aerospace and Aviation Sector Skill Council along with BCIC and SIATI, as a non-profit organization under Section 8 of the Companies Act, 2013. HAL will have 50% stake in this venture. It is estimated that around $40 billion will be spent on acquisition of new aircraft during the 12th five-year-plan by Indian Defence Forces. Another well-meaning estimate mentions that Indian Commercial aviation market is estimated to absorb about 1,100 commercial jets worth Rs 585,000 crore over the next 20 years. Our domestic Space industry is growing at 148% annually and is estimated to surpass Rs 10,000 crore by the end of this year. If we combine the Defence, Civil Aviation and Space market, India today stands 9th in the world and in the next five years, it will rise up to the 5th spot. There is a need to have wider participation of various segments of Aviation / Aerospace Industry in line with the objectives of NSDC. As this skill council is expected to develop the skill base required for entire Aerospace &Aviation sector of the country, active participation from various segments viz. industry, MRO, R&D, Academia, Aerospace, Airport Operators and IATA etc. is envisaged. Invites have been sent to Boeing, Air India, Jet Airways, Spice Jet, Indigo, GVK Group, Tata, ISRO, NAL etc to join in the council.

Paragraphs on ICT and education, aid and development
Open access libraries have existed for long and while access to larger collections helped with research, encyclopedias and archives helped with fact checking and incremental learning. Not everyone used libraries effectively and not everyone had access to larger collections. In some sense, while certain encyclopedias are ascendant (definitions and best practice at your fingertips) and access is almost ubiquitous and immediate, ICT does not change content access much, as academic paper repositories are still restricted by publishers unless libraries enable ICT access and institutes foot the bills. The drive to access and act on information is mostly unchanged, except on basic criteria, more are literate and more are ICT enabled. Dissemination of information for education through communications (IEC) was difficult and continues to be, for development outcomes. Only the channels available have increased and the promise of interactivity continues to hold potential. Everyone working with ICT for Development knows this but there is great friction on exploiting ICT for IEC more effectively even while there is often consensus on building infrastructure. Actual end-user teaching and learning is still not addressed and the onus falls on the educator, to be relevant and appropriate, not on the learner, as before.

Comments

Many public information officers are harassed by RTI applicants who seek information about a government servant through a series of RTI applications. This order provides a way to deal with such cases.
