Orders of Sharma for Chief Secretary of Goa in a day or two !
Orders of the appointment of K K Sharma as new Chief Secretary of Goa
are being issued in a couple of days. The 1983 batch IAS officer of
Goa Sharma is presently Adviser to the UT Administrator Chandigarh.
He will succeed B Vijyan who is retiring on September 30. Earlier the
name of Ramesh Negi, Chief Secretary Arunachal Pradesh was in circulation
for the post.
Rajiv is acting CVC ?
Is Rajiv holding the fort in Central Vigilance Commission ? After the
superannuation of CVC Pradeep Kumar on September 28, the Commission
is now headless. The 1975 batch former IPS officer Rajiv is the only
Commissioner in the CVC.
Where is the file of CCI ?
Mystery shrouds the delay in appointment of two members in the Competition

It is reliably learnt that B B Mishra has been posted (in-situ) as Additional
Director General, Narcotics Control Bureau. The 1983 batch IPS officer
of Assam-Meghalaya cadre is serving with NCB as Dy Director General.
Interestingly, Supreme Court has chosen Mishra to assist Justice Mudgal
in its probe (report expected by Oct 2014) on betting and spot-fixing
scandal in IPL 2013. Reportedly, the orders for his promotion as ADG
are expected in a day to two.

HAL Chief's five-point agenda for Indian R&D
(UPDATED)
The "Make in India" concept in the Defence Sector has potential
to raise defence manufacturing in the country from present 30% to 70%
in the next few years. "This could be achieved by making India
hub of MRO business, by investing in Research and Technology processes
and by focusing on development of skills in 70 plus trades related to
the aerospace industry", said Dr R K Tyagi, Chairman, HAL, at the
Foundation Day Celebrations of Council of Scientific and Industrial
(CSIR) here today. Speaking on the occasion, Dr Tyagi outlined a five
point agenda for galvanising the Research and Development scenario in
the country. The first step towards a better R&D set up is to increase
the funding to the national research laboratories such as NAL significantly
as they safeguard and protect the country's IP. The second point is
to create an agency which is dedicated to disruptive research ideas
within India on the lines of DARPA under Department of Defence in US,
Phantom works in Boeing or Skunk works in Lockheed Martin. This agency
would help us achieve the success that Atomic Energy or Space Sector
has witnessed. He urged that a serious attempt needs to be made to establish
a National Aeronautics Commission to synthesise the learnings of the
aerospace sector. Dr Tyagi's third point reflected the point made by
the Prime Minister yesterday at Madison square in New York. He stressed
that a lot of Indian origin scientists would be more than willing to
work in niche areas to prop up the country's capability. A policy framework
for engagement of such persons of Indian origin needs to be formulated
to fill up the critical technology gaps. Stressing on higher degree
of participation from Industry in R&D, Dr Tyagi's fourth point brought
out that one each of the 37 labs of CSIR needs to be adopted by a specific
industry or the company so that the lab work gets easily commercialised
and is relevant to the needs of the aerospace industry. He commended
the role of CSIR and the National Aerospace Laboratories (NAL) and urged
them to open their laboratories to the industries such as HAL and others
to exploit the hidden advantages of this scientifically well-established
infrastructure. "Such a step will also bring in much needed funds
and give fillip to the on-going activities of CSIR-NAL", he added.

Whispers website Forum or CGHS Grievance Forum ?
Sadly, the whispers website Forum is becoming increasingly like a
CGHS Grievance Forum. People may have their grievances but giving them
so much space on the Forum daily, is not going to solve their problems.

Withdrawal of staff from PSUs and CAPFs
Apart from other most damaging part of withdrawal of staff from PSUs
and CAPFs is that the regular staff of Ministries are deprived of their
entitled posts by posting these free staff who are ready to do anything
just to remain in Ministries. This not only compromises the security
in confidential matters but is always a compromised staff. This should
be stopped immediately.

Officers misusing facilities
I have worked both in the Department of Heavy Industry and Ministry
of Power. In fact I was additional PS to three Ministers and use to
burn my own petrol. I have obtained a substantial number of information.
Officers are burning the scarce petrol of the country at the nations
cost, having personal attendant of PSUs and Stationery items of PSUs
like costly furniture, stereo, fridge etc., which they never return
on repatriation. A number of Officials both in the Departments on one
hand are using PSUs vehicle (including hired ones) for commutation from
residence to office & back but at the same time are taking transportation
allowance. These misuses continues the feeling of feudalism. An inquiry
in this regard should be conducted by CBI and CVC.

Posting of PSU staff in Ministries not good
I agree with posting of PSU staff in Ministries on loan basis is not
good. Kya PSUs mein staff jyada hai ki unko loan basis par dusare
vibhago mein bhej diya jata hai? To phir nayi recruitments nhi honi
chahiye. Apne vibhag ka kam-kaj chodh kar dusare Office mein chale jate
hai. Loan basis par aye sabhi staff ko unko apne vibhago/departments
mein bhej diya jaye. Iss policy ko sudharne mein Senior Officers apna
apna sahyog bhi de sakte hai.

Not surrendering govt accommodation
Many Ex-officers never surrender room in their offices and government
accommodation allotted to them. Strictly action should be taken against
them by Estate Office. Estate office has to verify from their offices
that officers/staff are serving or not bi-monthly or half yearly.

All information about a government servant is private
The appellant sought certified copies of the documents of all
the lecturers/HODs of a Polytechnic college relating to their
names, appointment orders, promotion orders, pay fixation orders,
pay fixation orders after 6th Pay Commission, enhancement orders,
pay modification/alteration orders, etc. The matter came up before
the Central Information Commission which ruled that except for
information that can be disclosed u/s 4(1)(b), all other information
about the employees would be personal information, which includes
the service details, property returns, etc. The CIC directed the
public authority to give only the information relating to the
names of the lecturers working in the Polytechnic, along with
their designations and pay scale.
Comments
Many public information officers are harassed by RTI applicants
who seek information about a government servant through a series
of RTI applications. This order provides a way to deal with such
cases.
