B.B. Pattanaik, MD CWC superannuates today
B.B. Pattanaik, Managing Director, Central Warehousing Corporation (CWC),
who joined as MD, CWC on 1.7.2008, is retiring today on attaining the
age of superannuation and after putting more than 35 years of service
in the CPSEs. Pattanaik joined CWC in February 1979 and held various
senior positions such as Regional Manager, Personnel Manager, Commercial
Manager and Executive Director (Personnel) in CWC. Pattanaik also worked
as Joint Commissioner (Storage & Research), Department of Food &
Public Distribution, GOI from January 1998 to April 2002 and as Chairman
& Managing Director, National Seeds Corporation Ltd (NSC) from September
2004 to June 2008. During the tenure of Pattanaik as CMD, NSC was turned
around from a loss making CPSE to a profit making and dividend paying
one. CWC also made great strides during the tenure of Pattanaik with
the highest turnover of Rs.1528 crore, PBT of Rs.256 crore, PAT of Rs.161
crore and dividend @ 48% during 2013-14. Pattanaik is succeeded by Shri
Harpreet Singh, Director (P&S), CONCOR, who will be joining CWC
on 1.10.2014.

PM's immediate attention required
I am really worried about the ill health of our Finance and Defence
Minister Arun Jaitly and wish him speedy recovery and good health. But,
at the same time, the country should not suffer at the cost of ailing
health of our Finance and Defence Minister. Every citizen of the country
knows that the work and efficiency of these two key Ministries have
been hampered. The Nation is unable to make preparation to meet the
frequent incursions and threats of our enemies as we are still far behind
the preparations, as fast and strong decisions can not be expected from
a part time and ailing Defence minister.
The present scenario of the economy of the country is in bad shape
which needs a economist Finance Minister who can devote more than 15
hours a day in working out to put the economy in right track.
Presently, the unemployment is the biggest problem in the country,
job cuts in the private and Public Sector has further worsen situation.
This needs, PM's immediate attention. Hard and fast decisions at the
top level in the Finance Ministry can only improve the Situation.In
view of the above I would suggest that (i) New Full time Finance and
Defence Ministers be inducted immediately in Modi's Cabinet. (ii)Fin.
min. should be an Economist. (iii) Mr. Jaitly be given light Portfolio
or Party work.

Health Minister should find solution
Even the generic medicines that are being changed by the Specialists
are not available at CGHS Dispensaries on the plea that such generic
medicines are not in the approved list of CGHS and hence cannot be issued.
Health Minister should find out some solution to this problem also
besides the other problems being faced by pensioners now a days.

Flexi time for office working women
Flexi time for office working women has become extremely important in
light of the biometric system being implemented to ensure timely attendance
of all Government employees. Women are multi-tasking i.e taking care
of school/college going children, aged dependants and preparation of
meals for the family members. Often due to long distances from home
and due to heavy traffic they need to start very early from their homes
thus giving them hardly any time for performance of their family commitments.
Thus Flexi time for Women officers and staff is the need of the hour

Build Memorial of all in one Bungalow
Even if a Memorial has to be built in the bungalow which was being occupied
by Ajit Singh, then also he should vacate the bungalow. Did he want
to reside there in the remaining part of the Memorial. A number of people
come to Delhi for job. If there had been tit for tat i.e. no job to
them for the water supply to Delhi being blocked, then imagine what
would have happened. There should be only one bungalow wherein the Memorial
of all could be built.

All information about a government servant is private
The appellant sought certified copies of the documents of all
the lecturers/HODs of a Polytechnic college relating to their
names, appointment orders, promotion orders, pay fixation orders,
pay fixation orders after 6th Pay Commission, enhancement orders,
pay modification/alteration orders, etc. The matter came up before
the Central Information Commission which ruled that except for
information that can be disclosed u/s 4(1)(b), all other information
about the employees would be personal information, which includes
the service details, property returns, etc. The CIC directed the
public authority to give only the information relating to the
names of the lecturers working in the Polytechnic, along with
their designations and pay scale.
Comments
Many public information officers are harassed by RTI applicants
who seek information about a government servant through a series
of RTI applications. This order provides a way to deal with such
cases.
