Who will be new Cabinet Secretary ?
Who will succeed Ajit Seth in December as Cabinet Secretary ? Four IAS officers - two each from 1977 batch and 1978 batch - have reportedly been short-listed. Those who are going to be interviewed are Alok Rawat (1977 batch Sikkim cadre ), P K Sinha (1977 batch UP cadre), Saurabh Chandra (1978 batch UP cadre) and Rajiv Mehrishi (1978 batch Rajasthan cadre). Barring Rajiv Mehrishi all the three IAS officers are serving in the Government of India. Mehrishi is presently Chief Secretary Rajasthan.

Amarjeet Sinha to be AS in HRD ?

Amarjeet Sinha is being tipped to be Additional Secretary, Ministry of HRD in the Government of India. He is 1983 batch IAS officer of Bihar cadre.

Liquor will not be served in the National Police Academy, Hyderabad in any of the official functions. Director of the Academy Aruna Bahuguna has issued orders to this effect.

National Shipping Board completes its term; many in the race

With the National Shipping Board having completed its two years term on August 31, many takers have reportedly joined the race. Hectic lobbying has been going on for the positions. The twenty-member statutory body, having advisory role, is set to be reconstituted now. The board composition includes; four members from Lok sabha, two members from Rajya Sabha, seven members representing ship-owners. In addition one Jt secretary, one officer from Navy and one member as DG, Shipping forms the board together. PVK Mohan also completed his tenure on August 31 as its Chairman.

PESB to advertise vacancy of Dir (HR & BD) OIL soon

Whispers in the corridors of power have it that the post of Director (HR & BD), Oil India Ltd may soon be advertised by PESB. Reportedly, Ministry of P&NG and PESB had mutually differing views over the required qualification & experience for applicants. The matter was referred to ACC which further supported PESB's view. Once the phase of difference is over prospective applicants may wait for the post to be advertised in a couple of days.

After taking charge in Govt of Delhi, Narendra Kumar is waiting for his posting. The 1988 batch IAS officer of AGMUT cadre has recently repatriated to home cadre. Since April 01, 2013 he had been serving as Member (Admin), NHAI.

Whispers in the corridors of power have it that PESB would advertise the post of CMD, MIDHANI in a couple of days as the ACC has resolved the deadlock between PESB and the Ministry of Defence over the minimum qualification for the post of CMD, MIDHANI. The matter was referred to ACC which, reportedly, favoured PESB's view. MoD was of the opinion to have 'engineering graduate' as minimum qualification of the applicants whereas PESB seemed to be in favour of 'graduate' in general. M Narayan Rao is the incumbent CMD of Mishra-dhatu Nigam Limited.

Biometric attendance system:

Biometric attendance system to ensure punctuality has failed in the Ministries where this system is in vogue. I found that some staff members started coming to office punctually at nine, but instead of going to their office rooms and start working, they had gone home or gone to attend to their personal work. On inquiry by their seniors, they used to tell that as they have to come early, they could not attend to other important work. As per biometric attendance sheet, they are quite punctual, but if you really want punctuality, such staff members should be taken to task. The establishment division of Ministries would know about such persons.

One of the reader congratulated Health Minister for opening CGHS WCs for Sr.Citizens of general public in the hope that Minister will allow pensioners availing CGHS facilities to empanelled hospitals for direct consultation and diagnostics tests without any understanding. The reader seems to be very innocent and unaware of Govt. working. God bless him for his good wishes.

As pointed out by many pensioners, I had also raised the difficulties faced by the Pensioners reg. consultation, diagnostic tests, endorsement of medicines, approved by the specialist of a recognised hospital by a Govt. Specialist in my earlier mail of 20th August,14. Whereby, like other pensioners, I had also requested the Health Minister to allow pensioners for direct consultation, etc. as long as he/she holds valid CGHS Card irrespective of permission and also about issue medicines prescribed by a specialist of recognised hospital.

Instead of helping the pensioners, the problems and difficulties faced by the pensioners, Minister has aggravated the same by the guidelines issues recently reg. issue of medicines for a month instead of three months earlier. The old Memo and 28th March,2014 may be kindly be restored and more medicies are made available, as prescribed by the Specalists.

Can a PIO file an appeal before the CIC?

The Public Information Officer (PIO) partly denied the information which was allowed by the First Appellate Authority. The PIO filed an appeal before the Central Information Commission (CIC) against the order of disclosure of FAA. The CIC ruled that first appeal may be filed before FAA not only by the person who is seeking the information, but also the Public Authority. Thus, it may be inferred that Second Appeal may also be filed before this Commission not only by the information seeker but even by Public Authority.

Comments


As per section 19(1) of the RTI Act, 'any person' who is aggrieved by the decision of a PIO can file an appeal to FAA, and the power of filing an appeal is not restricted to the individual seeking information. However, under Section 19(3) of the RTI Act which describes the filing of second appeal, no such expression has been used. The larger Bench of CIC in Decision dated 02.08.2007 in file no. CIC/AT/A/2006/00074 & CIC/WB/A/07/00679 too, the CIC had taken a similar decision.
