Minister Power Piyush Goyal reportedly interviewed several officers
including Ravikant, Vikas anand, Gulzar Natarajan, Lav Aggarwal, Shantanu
Gotmare, Aasheesh sharma, Kartikeya Misra for the post of his PS but
could not chose the person of his liking.About 250 candidates had applied

One may find the fact interesting one that as many as two Joint Secretaries
have moved from Ministry of HRD in last three months. Two more posts

7% hike in DA for central govt workers, pensioners
applicable from July 1, 2014
On September 4, 2014 Union cabinet led by Modi approved the release
of an additional installment of Dearness Allowance (DA) to central government
employees. This is an increase of 7% over the existing rate of 100%
of the basic pay/pension to compensate for price rise, Pensioners will
also get appropriate Dearness Relief (DR) and the new installment will
be applicable from July 1, 2014.

Slogan raising at the oath taking ceremony of a Governor
T.V. channels today are showing clippings from the oath taking ceremony
of the newly appointed Governor of Rajasthan, Kalyan Singh in the course
of which several people (presumably party workers of the BJP) raising
slogans of JAI SHREE RAM. When questioned by the media about the propriety
or otherwise of such slogans at the oath taking of a Constitutional
authority, the newly appointed Governor did not find anything wrong
in it, rather , he said that it is a matter of one's faith and religion.
In a secular democracy in the name of which we swear such slogan raising
my members of one community and party in an official and most solemn
ceremony cannot be tolerated, accepted and allowed. If followers of
one religion and members of one party raise such slogans, people of
other faiths can raise counter slogans according to their faith and
religion. There will be pandemonium and chaos and all sanctity of such
solemn occasions will be lost. This type of behaviour by any part of
the guests, no matter to which faith or party they belong cannot be
allowed and should be condemned by the powers that be from the highest
quarters in the strongest words.
The office of Governor occupies a unique position under the Constitution
of India and he is expected to be a non party man and an impartial umpire
between rival political parties who , on behalf of the President of
India has to observe the on goings in the State to which he is accredited
in a most impartial and fair manner and report faithfully to the Govt.
of India whether the Govt in the state is being run as per the spirit
of the Constitution. If at the very oath taking ceremony such unseemly
scenes take place and are not condemned what message do they give about
the independence and secularism of His Excellency?. Were the slogan
mongers locals or they had been imported from Uttar Pradesh for a purpose?
This should be a subject of enquiry by the Intelligence Bureau. The
enlightened citizens of the country look to the higher echelons to put
things straight when the conduct of their party men is found to be at
variance with the spirit of the Constitution.

Corruption of any kind will not be tolerated
The PMO has sent a strong message that corruption of any kind will not
be tolerated. Due to numerous complaints against Department of Posts
Officers, the Minister is considering option of re organisation of Postal
Department. He wants to bring in fresh talent from outside. At present
the Department is manned by Indian Postal service officers. Since large
number of officers having CBI / corruption cases & allegations against
officers in headquarters they favouring own service officers. You scratch
my back, I scratch yours tendency. Now this has to end. Postal service
Officer as Secretary unable to tame & discipline powerful lobby
of officers of own service. But will an IAS or Customs or income Tax
or Railways Officer as Secretary Postal be able to solve grave problems
in Department? only time will tell.

Achievement of ISS Officers
Technical officers belonging to Indian Statistical Service (ISS) have
been appointed against Central Deputation Posts in the Ministry of Statistics
& Programme Implementation (MOS&PI), without any approval of
ACC. This is an achievement of ISS officers. Perhaps MOS(IC) and Secretary
(MOS&PI) is not aware about their long term hidden agenda of ISS
Officers. Wait for another achievement.

Catching business man who were playing Teen Patti
1. It is saddening to see the Delhi police getting headlines for such
trivial reasons.
2. Rather than concentrating on murder, rapes, dacoity, terrorism they
are concentrating on petty cases of business men playing teen patti,
person making love with his girl friend in a park, drinking liquor etc.
3. These minor offences should ideally be legalized with heavy dose
of taxation as in the western countries, otherwise all these rich business
men will go outside the country for these small pleasures and the country
will lose out on precious foreign exchange and taxes.
4.I know scores of top bureaucrats and politicians who play these games
regularly. Why doesn't the police catch them ?
Hope Modi will legalise these things with heavy dose of taxation or
stop police from wasting time on these trivial things.

Can a PIO file an appeal before the CIC?
The Public Information Officer (PIO) partly denied the information
which was allowed by the First Appellate Authority. The PIO filed
an appeal before the Central Information Commission (CIC) against
the order of disclosure of FAA. The CIC ruled that first appeal
may be filed before FAA not only by the person who is seeking
the information, but also the Public Authority. Thus, it may be
inferred that Second Appeal may also be filed before this Commission
not only by the information seeker but even by Public Authority.
Comments
As per section 19(1) of the RTI Act, 'any person' who is aggrieved
by the decision of a PIO can file an appeal to FAA, and the power
of filing an appeal is not restricted to the individual seeking
information. However, under Section 19(3) of the RTI Act which
describes the filing of second appeal, no such expression has
been used. The larger Bench of CIC in Decision dated 02.08.2007
in file no. CIC/AT/A/2006/00074 & CIC/WB/A/07/00679 too, the
CIC had taken a similar decision.
